This enrollment is broken up into three terms to be certified pursuant to the students desire to utilize his/her GI Bill funds. These terms were dated as follows:11/3/XXXX-X/13/20153/16/XXXX-X/5/20158/3/XXXX-XX/20/2015These are all parts of one program.A request was submitted via email on March 20, 2015 that he would like to withdraw effective June 4, 2015. All student withdrawal requests need to be submitted in writing via "Student Cancellation or Withdrawal Form". The student and his Admissions Representative had a conversation in April of 2015 regarding the student's plans going forward. The admissions representative's understanding of that conversation was that withdrawal was a possibility, but that a formal decision had not been reached. No formal withdrawal paperwork had been completed at this time. Operationally, one of our VA certifying officials automatically certifies any students on an active class roster approximately 45 days prior to class start. As this student was still listed as an active student for the class scheduled to begin August 3rd and no withdrawal forms were on file, she certified his term along with approximately 25 other students on June 22, 2015.When the student received email notification of this certification, he sent an email advising that he was going to take this matter up with an attorney. It was communicated to him via email that if he had made the final decision to withdraw, he could fill out and sign the attached withdrawal form and send back to me, and I would satisfy his official withdrawal request within 24 hours. He sent back the form later in the day on June 22, and he was formally withdrawn and his GI Bill certification was terminated before close of business on June 23, 2015. We made sure that the student's benefit level, benefit status, and ability to utilize benefits would not be affected in any way.New Horizons regrets the student had a negative experience and the matter was immediately corrected as per the student's wishes. We hope this closes the matter with the Revdex.com.Consumer Response /[redacted]/I did ask to be dropped in person and in email - see attached email w/date time stamp well in advance of their stated 45 days (verbal and email) they - he also serves as the New Horizon Computer Learning Center appointed VA Certifying Official. So from 30 Mar 2015 to 31 MAY 2015 (61 days total) for a class starting on 3 AUG 2015 both verbal and email notification to request to withdraw. The error did not affect the student's benefits in any way. We are sending his withdrawal forms to [redacted]@raleigh.Revdex.com.org, on which he agrees to the fees and amounts with his signature. Unhappy with level of education receivedWe enrolled our son early this year at New Horizons to get a number of computer certifications.From the beginning my son complained about the level of education he was receiving but we thought this was only to get all students to the same level.But it did not change, he felt like he wasn't challenged enough. He also let New Horizons know about this.He was working on old computers which is strange, why would they not invest into the newest technology being a technology training institution.Most of the instructions are reading out of books, sometimes disappear for no apparent reason and leave the class to itself or watching YouTube videos during classes.Once my son completed all the tasks the instructors ask him to do he signed out and went home. Then they said that he was missing time and re-scheduled his classes.We finally decided that it was enough and contacted them to withdraw him and asked for a refund for the unused portion.They refused right away and were not willing to negotiate at all. At first they said he was at 54.8% of the hours of the program and that they will not issue any refunds after 50% has been reached.So we complained and said that the education our son has received is not to our satisfaction at all.Then they wrote back saying they made a mistake in the calculation of his hours and it is now at 52.4%, but still will not give back a partial refund.We are not happy with the service/education and because of 2.4% over 50% they are refusing to give back more than $10,000.We paid $26,999 and they want to walk away with the unused balance of that.This is the first time I ever used Revdex.com to complain because this is the worst service I have ever received.They will argue that we signed an agreement and we did. This is not the discussion. We are not happy with the level of education our son has received. Also, we were not told before that we have reached the 50% mark and they knew that there were issues. If they had told us 2.4% earlier that we are reaching 50% we would have withdrawn him right then, but they did not. They knew it all along and did not notify us about the 50% mark being reached because they wanted to keep the money.We are very dissatisfied with the service New Horizons has provided. We tried to settle this but they refused to negotiate at all.Desired SettlementRefund of the unused portion of 50% class timeBusiness Response /[redacted]/In response to the complaint, we are unable to refund 50% as the student passed the 50% mark for class attendance. It is clearly stated in the student handbook and on the training services agreement signed and initialed at the time of enrollment that the student agreed to.Please see documents that contradict the claim that the student expressed dissatisfaction with the courses and that he was not being challenged. We are e-mailing a summary, complete e-mail threads, and supporting documents to [redacted]@raleigh.Revdex.com.org and request the matter be closed.Consumer Response /[redacted]/New Horizons have responded exactly the way I predicted in my complain. Because of 2.4% over the 50% they are refusing a refund completely ignoring the fact that we are unhappy with the service provided. That is very bad customer service. Truly disappointed in this horrible customer service, not even willing to negotiate a solution. A+ rating?The email chain they provided does not contradict our dissatisfaction, but the attempt to get our son back on a schedule since we have already paid for the full year. But after the continuation of his dissatisfaction we decided to pull him out. Again, unfortunately New Horizons knew that there were issues but they failed to notify us that it was close to the 50% mark. Only they could have known were we are standing with that. Also it shows that one of the instructors was watching YouTube videos during classes.Final Consumer Response /[redacted]/(The consumer indicated he/she DID NOT accept the response from the business.)Fact 1: In response to the accurate record keeping: At first we were told that he was at 54.8%, but after our first complaint to them directly it was revised to 52.4%. Truly accurate. Who is to say that 52.4% is the accurate number?Fact 2: When my son's schedule was changed the first time due to missing attendance I contacted New Horizons and asked for my son's withdrawal since he would have graduated next year rather than this year, plus him not being satisfied with the service. Only because of the withdrawal request New Horizons considered their decision, changed his schedule back and had him make up the missed time. We gave it a second shot hoping for an improvement.Fact 3: My son tried to withdraw 2 times against what is stated in the reply. They have learned about the dissatisfaction already the first time.Again, because of, according to NH 2.4% they are unwilling to issue a partial refund. This is unacceptable to me. I understand my son signed the required paperwork at the beginning, but due to his dissatisfaction it should not be an issue at all to issue a partial refund. I have never had such a difficult time coming to an agreement with a company when there was a problem. They are not even willing to negotiate the amount. They are just not customer oriented but only profit oriented. Offering my son to complete the classes is obviously not possible since he wasn't satisfied and I don't think that would change going forward.I don't know for how much longer this will go on, I just hope that parents of future students read this first before they sign up with them.The response of NH is again disappointing and we request this claim to remain open until a solution for both parties involved can be found. Final Business Response /[redacted]/We keep very accurate records and have shared these records and communication in our response to the initial complaint. The fact is that the Student, [redacted], never complained about being dissatisfied with the quality of the training that he received to any member of the staff. The only issue the student had was adhering to the policies and procedures of our accredited learning institution. The first time any member of our team heard about a dissatisfaction with the quality of training was when the student wanted to withdraw, and the student and his family realized that there was no refund due based on the contractual agreement. On May 6, 2015, [redacted] had a meeting with our VP of Admissions. During this meeting the student was offered the opportunity to withdraw before the 50% completion mark and he declined to do so. Both the student and his family were well aware of all of our policies and procedures for enrollment, attending, and withdrawing from our institution. Our staff made every effort, and in fact went above and beyond to accommodate the needs of the student. We cannot negotiate our policies and stand by the contract where no refund is due.Again, the student can in fact return to school and finish his studies if he so desires but we must reiterate that New Horizons does not owe this student any refund based on the contract. The claims being made by the [redacted] are without merit and once again we ask that this matter be closed.
