Review: I had been attending school at Carrington College, when I became pregnant in December. Well about January the middle of the month I started to experience massive changes and major pain. I was sent to the hospital which was a long process, during this time. I kept my instructor knowledgeable of my confidential situation, we spoke either on the phone or thru text message. While I was in the hospital they withdrew me from school. I had to do an appeal process explaining my private to people I barely or didn't know at all. I provided Dr.s notes. I gave two references. Everything they asked for I did. So I wait to see if I get approved, which I do but there is a mysterious $1200 that the school is asking for, in which the school has received my grant money and my monthly $50 payments. I cannot attend classes until this mysterious $1200 gets paid, ive asked for assistance, ive called different people from the school and no one is returning my calls, or responding to my emails. I think this situation is really unfair, and the fact that no one is responding or contacting me back, makes the situation that much worse.Desired Settlement: I would like to attend my classes, and I can do installments on this mysterious balance.

Please consider this DeVry Education Groups ("DVG") response to the Revdex.coms email to [redacted] on May 21, 2014 regarding the concerns of Carrington College California ("Carrington") student, [redacted]. DVG takes student complaints very seriously. The Office of [redacted] is the highest level of escalation for student complaints within the DVG organization. Thus, upon receipt of this complaint, DVGs Office of [redacted] was engaged to investigate her concerns.

DVG understands Ms. [redacted]s concerns to be:

Although she informed her instructor that she was in the hospital, she was

stiff withdrawn from school.

During her appeal process, she was required to share persona! private

information with people she hardly knew.

She has a $1,200.00 balance on her student account and she does not

know where the balance came from.

Although her appeal was approved, the balance on her account is

prohibiting her from enrolling.

She has attempted to contact Carrington regarding her balance, but no

one is returning her calls or emails.

DVG understands Ms. [redacted]'s requested resolution is:

* To enroll in classes

* To be allowed to make installment payments to resolve her account

balance

Set forth below is an explanation of our findings based on our understanding of Ms. [redacted]s concerns and requested resolution.

I. Withdrawal

According to Carringtons records, Ms. [redacted] was enrolled in [redacted] Applications 4 and [redacted] Theory 4 at the Sacramento campus for the January 2014 term (January 27, 2014 - March 7, 2014) (Exhibit A).

Carringtons attendance policy states that students may be withdrawn from the College for excessive absence. Carringtons 2014 Academic Catalog specifically states (Exhibit B):



"Students will be automatically withdrawn if there is no attendance during a maximum period of 14 consecutive calendar days. Both on-ground and online students are responsible for tracking their absences. "

Carringtons records note that a Carrington program director reviewed the attendance policy with Ms. [redacted] on January 22, 2014. Ms. [redacted] attended classes on January 27, 2014; however, Carrington does not have record of her attending after this date. Carrington staff and faculty were in contact via text message, email and telephone with Ms. [redacted] regardingher health concerns and academic plans on the following dates:

* January 28, 2014

* January 29, 2014

* February 3 2014

* February 4, 2014

* February 6, 2014

Ms~ [redacted] did not attend her classes for 14 consecutive days (25% of the term). In accordance with Carrington policy, on February 10, 2014, Ms. [redacted] was withdrawn from the College and was sent a Carrington withdrawal letter that notified her of the appeal for reinstatement process (Exhibit C).

II. Appeal Process

Carringtons policy states that students who have been withdrawn from the College may request reinstatement and appeal the withdrawal based upon exceptional mitigating circumstances. A portion of the appeal process requires students to submit a letter explaining how these circumstances affected their academic progress and how the situation has been resolved. Although Carrington does request students explain their situations, students are not required to provide extensive details. Appeals for reinstatement are reviewed by the campus dean, the finance director, the program director and the instructor.

Carrington apologizes for any anxiety or discomfort Ms. [redacted] may have experienced by sharing her personal circumstances with Carrington staff. Carrington would like to reassure her that student privacy is taken very seriously throughout the appeal process; only colleagues directly involved in the appeal process have access to the student appeal documents.

III. Student Account Balance

Review: I paid 15,000 dollars cash to get into the Dental Hygiene school on January 2013, during the time I was taking classes, I got pressure from the director of the Dental Hygiene School to take a classmate in my room and help her to study, the student was a psychotic, it was treated by alcohol and depression. I got some threats from the student, while, she was staying in my place, which kept awake during the night, while I was attending classes. The director of the program was putting a lot of pressure for me o keep the student with me, which I got distracted from my classes and I reported to the director from the school, and the director from the Dental Hygiene School. I returned all the material and books to the director from the school and I supposedly get all my money back, which was not true, I got $1,100 dollars back and a bill for $150.00 dollars to pay back to the school. The school gives the warranty to take you by the hand, help through the program, have tutors all day, which in not true. However, the director from the Dental Hygiene School saw me as a opportunity to help her favorite student to be successful through me and interfered in my personal life by bringing the student to me as a room mate. I would like to get the total refund of the money, I paid in cash for the scammed the school made about getting a successful career.Desired Settlement: I would like to get total refund from the school, $15,000 cash back that I paid by money order.

DVG takes student complaints very seriously. The Office of Ombudsman is the highest level of escalation for student complaints within the DVG organization. Thus, upon receipt of this complaint, DVG’s Office of Ombudsman was engaged to investigate her concerns. DVG understands Ms. [redacted]’ concerns to be: 1. She was pressured by Carrington’s director of the dental hygiene program to take a classmate in as a roommate and to help that classmate study, which resulted in her being distracted from her own classes. 2. While staying with her, the classmate threatened her which kept her awake at night. 3. Although she returned all the materials and books from the school to the director and was advised that she would get all her money back, she only received $1,100 and a bill for $150. 4. Carrington gave the warranty to have tutors all day; however, they do not. DVG understands Ms. [redacted] requested resolution is: • To receive a full refund of the funds she paid totaling $15,000 via money order. Set forth below is an explanation of our findings based on our understanding of Ms. [redacted]’ concerns and requested resolution. I. Roommate According to Carrington’s academic catalog, Carrington neither provides student housing nor assists students in finding third party housing or roommates (Exhibit A). It is at the student’s discretion to elect to live with a classmate. II. Threat Carrington works closely with students to ensure support is available to maximize student success. Students are encouraged to contact their instructor, Program Director or the Dean of Academic Affairs if they are having difficulty with their studies and/or life circumstances. Carrington also offers a free confidential counseling service called ASPIRE that provides professional assistance and valuable resources to help students overcome personal and school-related problems. Information regarding student services and ASPIRE is found in the Carrington student handbook and on its website (http://docs.carrington.edu/forms/hand-books/2014/2014-CCC-student-handbook-sacr... (Exhibit B). DVG understands that Ms. [redacted] felt threatened by her roommate. DVG takes Ms. [redacted]’ allegation very seriously. However, Carrington has no record of Ms. [redacted] previously reporting the threats to any of its staff members. If Carrington’s staff had been notified and provided with sufficient information regarding the threats, Carrington would have investigated and if substantiated, taken remedial steps to address the situation. Carrington encourages students to express their concerns to their home campus Dean of Academic Affairs, so that that concerns may be handled in accordance with the Carrington student complaint procedure found in the Sacramento 2014 student handbook on page 32 (Exhibit C). This is the avenue by which students can express their concerns and feedback locally through an informal or formal review process. The formal complaint procedure also includes an opportunity to appeal to the campus leader. III. Student Account Balance On November 6, 2012, Ms. [redacted] signed a Carrington enrollment agreement for admission to the Dental Hygiene program (“DH”) at the Sacramento campus. The enrollment agreement included the program completion time of 83 weeks and estimated her total program charges to be $58,235 (Exhibit D) During Ms. [redacted]’ first semester of enrollment (January 7, 2013 – April 26, 2013) she successfully completed sixteen (16) credit hours and incurred $17,732 in education costs. Carrington’s records reflect that on January 14, 2013, $14,655.50 in a cash or credit card payment was applied to her student account resulting in a residual balance of $3,076.50 (Exhibit E). Carrington’s records indicate that the Ms. [redacted] received the following final course grades and obtained a grade point average of 1.38 for her first semester (Exhibit F): Course Grade DH10 D DH100 C DH11 D DH110 C DH13 C DH15 D DH14.1 D DH12 D Carrington’s policy states that students that received a “D” of “F” in two core courses will be dismissed in their program of study (Exhibit G). In response to Ms. [redacted] receiving a “D” in more than two core course, on May 2, 2013, Carrington notified Ms. [redacted] that she was dismissed from the DH program and that she was ineligible to start classes for the second semester. Carrington’s refund policy states: If the student fails to return textbooks, uniforms or equipment, the college may retain a portion of any payment(s) made by the student to cover the costs of any unreturned items. According to Carrington’s records, upon her initial enrollment, Ms. [redacted]’ student account was charged $1,808 for books and $2,734.00 for supplies. On May 25, 2013, Ms. [redacted] returned her textbooks, except for the “Head and Neck by Numbers” book and her student account was credited $1,740.00. On December 10, 2013, she returned her equipment kit; however, a few items were missing from the kit: • MaxGuard Protective Eyewear • Provision Econo Wrap Eyewear • Pro tex extra wide face shield • Super bib clips • Red/Blue pencils • Nitrile Utility Gloves • Aspirating Syringe • XCP-ORA One Ring & Arm Positioning Kit with biteblocks for Film/PSP • #31 Class I Occlusal • #29 Class II DO • #18 Full Crown Carrington’s records show that the total cost of the missing supplies was $151.31. On December 23, 2013, after she returned the supplies, Carrington credited Ms. [redacted] student account $2,583.69 ($2,734 - $151.31 = $2583.69). Ms. [redacted] did not receive a tuition credit because she completed all of her enrolled course for the semester. Carrington confirms that all eligible credits have been applied to Ms. [redacted]’ student account and her account balance is accurate. IV. Tutoring Carrington’s academic catalog notifies students that tutoring is available to students (Exhibit H). The Student Success Center (“SSC”) offers library resources, tutoring services and specialized student support to accommodate individual needs. Additionally, faculty members are available to provide academic assistance to students. The Sacramento campus’ SSC is open Monday through Thursday from 10:00am to 10:00pm with academic coaches available by appointment. The full schedule is published in the student handbook and outside the SSC (Exhibit I). Students are made aware of tutoring at the beginning of their program and there are signs throughout the campus to emphasize the availability of tutors. Additionally, instructors are required to be available to assist students who need additional help. Students can contact their instructors to set up an appointment. Carrington’s records reflect that Ms. [redacted] received tutoring on the following dates: • February 13, 2013 • February 21, 2013 • February 25, 2013 • February 27, 2013 • March 6, 2013 • March 13, 2013 • March 20, 2013 • March 27, 2013 • April 4, 2013 Carrington works to provide a variety of resources to offer students additional assistance with coursework. Carrington’s records reflect that Ms. [redacted] actively participated in tutoring offerings and has found no evidence that Ms. [redacted] was denied tutoring assistance at any point. VI. Summary Based on the above, [redacted]’ student account is accurate and all funding was disbursed and refunded according to federal, lender and Carrington handbook regulations. Additionally, Carrington provided Ms. [redacted] the opportunity to receive tutoring support from the SSC and from faculty as outlined in the Carrington catalog and student handbook. Review: I am a former student of Carrington College California and I attended online. I enrolled in a new school since then and sent a request for transcripts over a month ago along with my money order to the appropriate address for processing. I have yet to receive my transcripts. It is now rapidly approaching two months since I sent the request and is now interfering with my studies at my new institution because they need to see I've taken certain classes in order to register for new ones. This is a huge inconvenience to me and after corresponding with the college several times they have send me in a continuous loop still failing to solve my issue every time. They are extremely unorganized as it seems as though their workers are not properly trained to handle every situation. its either that or they are simply unknowledgeable. I was told by Carrington that their parent institution DeVry handles these situation and after contacting DeVry they informed me that's only Carrington concern and they do not have access to process my transcipts. I am extremely inconvenienced due to this matter and have less than a week to prove Ive taken these classes in order to register. At this point I am requesting my transcripts be sent to me free of charge due to the issues I have incurred due to their incompetence.Desired Settlement: I am not exactly requesting a refund because I need these ASAP although I do feel that would justify it however, I'd much rather just be sent what I need free of any extra charges and as soon as possible so that I can register for my classes by next week.

DeVry Education Group takes student complaints very seriously. Thus, upon receipt of this complaint, it was requested that the DeVry Group’s Office of Ombudsman investigate Ms. [redacted]’s concerns. The Office of Ombudsman is the highest level of escalation for student complaints in the DeVry Education Group.

Review: I enrolled in Carrington College for an Associate in Accounting. This program cost me $28, 362.00. I graduated in September 2013. I am unsatisfied with the poor lack of education I received, the curriculum of this institution and their unstructured methods. The professors seemed like they did not have credible curriculum to go by. Most of the time professors had to give us their own assignments (not those assigned through the Carrington curriculum) and grade us on that. The professors themselves are credible and admirable, but they did not have the correct tools to teach us. The program I was in, Accounting, was a first for this campus. Towards the end of the program the original professor, left the position with Carrington College and got another teaching position. At the beginning of the program there were approximately 4 students, towards the end I was the only who finished the program. The dean of the college contacted me and told me I was the only who finished the program and that would be the first and last time they would offer the Accounting degree at that location. The professor who taught me towards the end of the program was distraught that I was unable to perform basic accounting. This is not because I lack intellect but because I was not given the correct educational instruction to perform such duties. I have not received my degree; I believe this might be because I have not gone through the exiting process on the Fafsa website. At this point, I honestly do not even want the degree. It has no worth to me; I am embarrassed to even put it on my resume. I am not well equipped to obtain a position in the Accounting field. I am angry because this institution charges an arm and a leg for their degrees, and in my personal case, it was not worth it. Most of the credits are non-transferable to other colleges, except their mother University like Devry University and Keller Graduate School, which themselves are also extremely expensive. I do not want to have to pay back over $20,000 in student loans, when I did not receive the correct education. This was not an investment, this was quick business sale.On a side note, I am a single mother, who receives welfare from the government just to try and make ends meet. I attend college to try and make a better future for me and my son, but at what cost. I do not want to leave college in a worse situation than what I started.

I. Curriculum Support

Carrington offered the Associate of Science Accounting degree ("ASA") from

November 2011 through March 2013. Although the program was removed from

Carringtons list of eligible programs due to lack of student enrollment students

enrolled in the program prior to March 25 2013 were allowed to complete the

program. Carrington and its Accounting program are accredited by the

Accrediting Commission for Community and Junior Colleges of the Western

Association of Schools and Colleges ("ACCJC/WASC")~ The achievement of

regional accreditation provides assurance to the public and to prospective

students that the institution has met standards of quality. This program was

offered online and at five (5) campus locations in a hybrid format:

o Citrus Heights

o Emeryville

o Pleasant Hill

o San Jose

o San Leandro

Review: Unwilling to work with me to reissue a loan stipend to satisfy a balance of $2020.38.

In 2011 I received a call to fill out a form to have my student loan paid to the college. I filled the form out accordingly.

A year later, I started getting a collection notice. After calling I find out the form I filled out also required me to receive and cash a check and then turn around and write a check in that amount and I owed an additional $40. This was never told to me, and apparently they've issued three stipends to me (all of which did not get cashed because I'd moved several times). They are now unwilling to issue one last stipend in order to resolve this issue. Desired Settlement: I am asking for a stipend to be reissued to I can take care of this matter immediately.

This is in response to Ms. [redacted]'s letter to the Revdex.com on October 18, 2013, regarding Carrington College California ("[redacted]").

Carrington understands Ms. [redacted]'s concerns to be as follows:

1. Carrington is unwilling to reissue a stipend check to her; the previously two issued checks were not received due to her change in address, which is preventing her from satisfying her student account balance.

Carrington understands Ms. [redacted]'s requested resolution for the above complaint to be:

* Resolve her outstanding student account balance

Set forth below is an explanation of our findings based on our understanding of the allegations and requested resolution. However, before addressing the complaint, set forth are the facts DeVry deems relevant to the resolution of this complaint.

I. Student Account Balance

Carrington's records show, upon completion of the May 2010 term (May 10, 2010 - June 18, 2010), Ms. [redacted] completed and passed all course requirements for graduation from the certificate in Medical Assisting. At the end of the term, her student account balance was $2020.38 comprised of applicable tuition and fees (Exhibit A).

Carrington's policy states that student must satisfactorily fulfill all financial obligations to the College in order to graduate (Exhibit B).

On June 17, 2010, Ms. [redacted] met with a Carrington student finance advisor to complete her enrollment process for Carrington's Medical Assisting associate's program ("MA"). As a good faith effort, Carrington agreed to allow her to enroll in the MA program and incorporate her outstanding account balance with her new program costs (Exhibit C).

According to the 2012-2013 FSA handbook, federal funds may only be used to pay for a student's costs for the period for which the funds are provided (Exhibit D).

During Ms. [redacted]'s enrollment in the MA program, she received federal student aid (Direct Subsidized and Unsubsidized Stafford loan and Federal Pell Grant). Carrington's records reflect a June 2011 credit balance of $1,980.00 on Ms. [redacted]'s student account. In accordance with federal regulations, as a result of credit balances on her account, she was sent a refund totaling $1,980.00. The refund was sent directly to Ms. [redacted] in the form of a check leaving the prior outstanding balance of $2,020.38 still outstanding on her student account. The check was sent to her address on file: [redacted] St, [redacted] CA XXXXX.

According to the master promissory note (MPN), Ms. [redacted] signed on June 16, 2010, students must notify the financial aid office at the institution if they change their address or telephone number. It was Ms. [redacted]'s responsibility to inform [redacted] of any changes in address.

It is [redacted]'s policy, in compliance with federal escheatment requirements, to return unclaimed student refunds from the Title IV federal financial programs to the appropriate programs.

On January 16, 2013, Carrington was notified the check sent to Ms. [redacted] on June 16, 2013, was unclaimed. Carrington voided the original check and issued a new check on January 22, 2013 to Ms. [redacted] at her address on file.

On April 9, 2013 Carrington was notified that the second check was unclaimed. In response, Carrington voided the second check and, in accordance to federal requirements, Carrington returned the funds to the lender, Sallie Mae.

II. Summary

Based on the above, Ms. [redacted]'s student account balance of $2,020.38 is accurate and all funding was disbursed and refunded according to federal regulations. Carrington twice attempted to send the credit balance to Ms. [redacted] at the address on file. However, the funds went unclaimed which resulted in Carrington returning the funds to Ms. [redacted]'s lender, decreasing Ms. [redacted]'s outstanding aggregate loan debt. However, as a gesture of good faith, Carrington has written off her remaining $2,020.38 student account balance, resulting in a zero (0) balance with Carrington.
