First off the health issue related to the request was the tripping hazard of the carpet. I lived in this apartment for 15 years and the carpet was stretched out and they refused to fix it. But my main complaint is not getting my deposit back. I specifically asked before I moved out if I would get my deposit back and they said YES because I had lived there for so long that it was considered normal wear and tear. They asked me what my deposit amount was that I originally put down and I told them $400. I specifically remember the exact amount because at the time it was the same amount as my entire monthly paycheck. Then I come to find out they send me a bill in the mail instead of a check charging me for 16 hours worth of cleaning!! I spent a week cleaning that place. Also on the bill they only gave me credit for a $100 deposit. I am officially filing this for my records for any future rental questions. I do not want them to contact me. The only thing I do want is a check for the amount they owe me sent to my mailbox.

I am writing in response to the Revdex.com Complaint ID: ***.

The resident moved in on 9/2/2004 and paid a $100 deposit. The only thing that the resident was charged for was the replacement of drip pans and cleaning charges. If asked about the return of deposit after move out, residents would be told that we would not have an answer to that until after a move out inspection was done. Due to the resident living in this apartment for nearly 14 years, there would be no charge for carpet, blinds, painting of the apartment or any other things that are considered normal wear and tear. However, the amount of time that it took to clean the walls (which were covered in dirt and what looked to be either damage from smoke or candles), stove, fridge, cupboards, inside all the drawers, bathtub, toilet, sinks vinyl floors, washer and dryer, pantry area, clean any blinds that were covered in dirt and salvageable, windows and window tracks, outside patio, patio door and tracks and outside storage area. Cascade Meadows feels that we are fair in the charges that were charged to the resident and that we consider that the circumstance to be resolved in the way that Cascade Meadows consistently and fairly conductstheir move outs.

I am rejecting this response because:I definitely put down a $400 deposit. It was my child support check that I signed over to Cascade Meadows as a deposit because it was exactly $400. It was every dime I had. Before I moved out the apartment managers asked me what my deposit was that I put down and I told them. I remember them being confused and thinking it was only $100. My mother also lived at Cascade Meadows. She moved into her one bedroom a year before me and guess what? Her deposit was $400 too. Her apartment was in the same condition when she moved out 14 years later and she got her full deposit back. The apartment managers that are currently working there are not the same ones that I dealt with when I moved in. I've lost count of how many times the staff has changed hands at that place. I actually asked them for a copy of the original paperwork and they said they didn't have it. Only the current year's lease. Can you believe that? What a convenient way to say my deposit was only $100. There is no smoke damage on the walls. That's from having the same pictures on the wall for that many years. It's dust that has settled into the wall around the picture frame. I was a smoker while I was living there for awhile. But children are taught in kindergarten that smoking kills. My daughter would have pitched a fit if I smoked inside. So I never did. She gave me hell on a daily basis just because I was a smoker period. And that was before they changed the rules at the complex to a no smoking inside rule and a certain number of feet away from the buildings. Before I even decided to move out I told them several times about the condition of the walls and the carpet. Said something needed to be done. They said they wouldn't do anything until I moved out. Then I told them my parents would be willing to help me paint the living room. They said I couldn't do that that I had to use their contractors. So considering the conditions I was living in I decided to move. Not only that but I have reported them to HUD and submitted pictures. They were really bad at repairs. It would be 30 below zero in the winter with only one heater working in a 900 sq ft apartment and they would tell me that every heater had to be broken for them to come over right away. So they made me wait 3 weeks to get my heaters fixed. I had to use the oven in the kitchen as a heater. And this happened every single winter. Every year. I would also not pass inspections because they weren't doing repairs and the inspector would have to walk over to the maintenance building and physically hand them the paperwork with a list of everything they needed to fix. I didn't even realize they were bad landlords and that there are laws to protect me until I moved into my new place. I remember a year or two after I first moved at in Cascade Meadows I had an inspection and there was a hole in the carpet that was there when I moved in. The inspector wouldn't pass me until something was done. So a carpet guy came to look at it and said the carpet couldn't be stretched to close the hole that I needed all new carpet. So that's what was done. All new carpet was installed. I was so grateful. And I called the apartment managers after to thank them for the new carpet. They didn't even know it had been done. It was strange how completely angry they were about it. Like they didn't care about the conditions I was having to live in. I have so many sad stories about what I was forced to live in while I was there. And when I reported them to HUD and submitted the pictures I said to them "If you can't do anything for me please do something for the residents that are still living there." I am not letting this issue go. I deserve my deposit back not a bill.
