This letter is in response to a consumer complaint (***) generated by *** *** dated July 12, 2016.I assembled all the information for Ms*** to apply for a state funded program, Consumer Assistance ProgramI submitted her application twice because of necessary correctionsThis
program allowed her to receive $worth of automotive emission repairs paid for by the State of CaliforniaThe diagnostics, smog certificate and any additional emission repairs over the $would be the sole financial responsibility of Ms***.The Consumer Assistance Program has very specific criterion for qualificationThe vehicle must be currently registered in the State of CaliforniaMs***’s vehicle registration expired on May 14, She came to me on June 2, for assistanceI filled out the application and advised her that it would not be accepted because the vehicle had expired registrationI issued her a registration card posting the registration fees, but could not issue her tags because her vehicle was non emission compliantI completed the CAP application and mailed it off to SacramentoMs*** received her letter of eligibility (2790273) on June 28, authorizing the $worth of emission repairs.On July 5, Ms*** dropped off her vehicle for the emission repairsAccessing the data stream to identify the stored codes, POevap control system detected (gross leak) was retrievedThe check engine light was illuminated on the instrument panelThe evap system is a fuel vapor control enclosed system managed by the onboard computerRepairs were made to the evap system per authorization by both the State of California and Ms***.Once the repairs were completed, the computer monitors would need to reset (relearn) and report back to the onboard computer indicating that specific parameters for each individual monitoring system has been completed and is operating within the car manufactures designed specificationsAutomotive technicians cannot force or expedite the processThis is a communication between the computer controlled systems and the onboard computerWe can employ our scanners to access data while we test drive the vehicle and follow drive cycle procedures.The most difficult and time consuming system in a vehicle to reset is the evap systemThis particular car, a Saturn Ion, is very problematic with relation to the drive cycle reset on the evap systemI have submitted a testimonial from a Saturn website to corroborate this statementThe Saturn owner on the website stated that he had driven the car miles before the evap monitor eventually reset along with two tanks of gasoline.I drove Ms***’s car for a total of milesI would arrive to work in the morning, get into her car and test drive following the drive cycle procedures return to the shop and check computer monitor statusI would place an industrial exhaust fan over the engine to accelerate a cold soak condition, wait about three or four hours and drive the vehicle once againI attempted this procedure multiple times during the day and throughout the weekI communicated this information to the client so she was aware of the repair process.I certified the emissions on this vehicle on July 14, and issued her the registration tags.In retrospect, there is nothing I could have done to accelerate the repair process of this vehicleThis is a car manufacturer problem not a repair shop problem.Enclosed, you will find visual documents of the parts that were replaced.Lastly, I never abused the trust placed on me during the repair process of this vehicle or any other vehicle that enters my establishmentThe amount of time that Ibilled Ms*** for the repairs does not even remotely reflect the actual amount of time I have spent in the diagnostics and repair processes

I have reviewed the response made by the business in reference to complaint ID ***, and have determined that this proposed action would not resolve my complaint. For your reference, details of the offer I reviewed appear below.As I understand it, Mr***'s response to my complaint is (roughly translated) "You're way off base; I can justify every bit of what you paid -- GO AWAYlittle girl, I've got your money and I don't owe you anything !"
I dispute Mr***'s assertion that he told me my application for the CAP would be rejected because the - registration had expired -- as I recall, he urged me to get the application in progress immediately while it could still be approved in the current fiscal yearI did as he asked, and paid his Daisy Registration Service the DMV fees plus a convenience fee, and understood that the paper he gave me indicating the fees had been paid would suffice as evidence of compliance.I believe that the documents (blog posts, etc.) he submitted support my case as well or better than Mr***'s It is apparently a known fact in the industry that Saturn Ions are prone to the sort of problems mine presented, and that no easily accomplished number of drive cycles or miles driven will force the monitor in question to resetSince Mr*** has been an acquaintance of mine for roughly years, and the mechanic who referred me to CCSS spoke to Mr*** on my behalf, I believe he was well aware of my financial situation and limited resources. Knowing that I had not expected and would be hard pressed to pay for endless hours of labor time, he could have explained much earlier in the process that he had done everything he could and would have to ask the BAR for permission to cease & desist and return the car to me with my tags. I was NOT advised that the make & model I own had such problems until after the fact, and therefore was not allowed to make the informed decision which would have saved me a great deal of money and inconvenience, and protected Mr*** from a certain amount of stress and ill will.In my conversation earlier this week with *** *** at the BAR, I was asked if there was a dollar amount I would accept as settlement on this complaint, and I suggested $or $dollars, agreeing to accept $if that is offered.Thank you for your continued assistance
