Center Township Sewer Authority are municipal corporations and not private enterprisesAs
such, each Authority has promulgated Rules and Regulations that govern their operationsBased
upon my review of this matter, it is my opinion that each Authority and their respective employees
have complied with applicable Authority Rules and Regulations in connection with the subject
customer

Review: I have encountered an issue with transferring water service to a new address. I have recently moved. I am in the same district and under the same water and sewage municipality. I was threatened to have my service disconnected at my new residence if I didn't come in a pay off my balance and pay a new deposit for the water and a separate deposit for the sewage in order to transfer my service. The balance is $279.00. In addition I would need to pay another $125.00 as a new water deposit. In addition to the current deposit of mine they have of $140.00 that was paid to start service at my old address. I was told my deposit was non-transferable and would be applied to any remaining balance,(The balance I was told I needed to pay off) and if I overpaid I would have a credit. I was then told that I need to pay 125.00 for a sewage deposit, even though when the bill is paid the payment is made strictly to the water department and they divide the payment between the two. My attempt to was simply transfer and not disconnect and start a new service. I was advised that no one else has ever complained and that is just the way it is. Their practices are financially straining and no other utility service requires full balance payment to transfer causing financial hardship on its customers as Center Township Water and Sewage Authority are doing to their customers.Desired Settlement: Transfer of service foregoing new deposits for water service and sewage.
