Federal Law Title Section and the Veteran's Disability Act of is not a law that exempts Mr*** from paying this accountWe have discussed these Sections/Acts with Veteran's Affairs and they do not specifically cover this type of accountWe have advised Mr*** of what was needed for Veteran's Affairs to process his claim but he has refused to contact them
I recommend that Mr*** contact Veteran's Affair Medical Center at XXX-XXX-XXXX for further information regarding the denied claimWe have not in any way harassed Mr*** other than to assist him in trying to resolve the issue with Veteran's Affairs

I do Not accept this response by Central Collections, because of the fact that other collection companies have had the same issue with me ( unpaid Medical bills ) and their legal department has reviewed the federal Laws I said exempt the debt and found the laws correct and removed the debtsCentral Collections does Not have a legal department or No legal staff that is trained in law, therefore, they are relying on uneducated personnel to interpret laws
They claim they called the VA and asked for advice on the legal matter, but the VA does Not give out legal advice or advise or interpret laws to the public or any agency, unless by court orderThey just talked to a clerk on the phone who did Not understand laws and is Not an attorneyThis claim is Not valid
I went above and beyond to make Central Collections understand the legal matters, but they insist that I am making up the federal laws and it is all some kind of plot to get out of paying what the VA ( veterans Administration ) is liable for payingThe hospital that was holding the debt is No longer holding the debt and has written-off the debt year ago, therefore it is impossible for me to do anything to make the VA pay the debt
Central Collections is ruining my credit because it does Not want to face factsThe Hospital is responsible for billing the VA within a time limit and with many other details subject to regulations out of my controlIt is their fault many times for improper billing and codes detailsI cannot just call the VA and demand paymentThe accident was a car crash and I was rushed to the nearest hospitalI had no control over which hospital I would be sent t and my 100% disability status and medical coverage allows for me to be sent in emergencies to the nearest hospital to be stabilizedCentral Collections is trying to go back in time and make claims about appropriate procedures, etcThey are unreasonable and clearly harassing in nature because Nothing can be done at this time and the Federal laws I previous sited are valid and exempt me from any debts to include medical bill and the collections of such debts
I will have no choice but to sue Central Collections for damagesI cannot buy items with credit because of them and my image and reputation in the public is ruinedThe Federal Statues are from the US civil war to prevent disabled Veterans from coming home and being sued and overwhelmed with debts that they become homeless and fill the streetsCentral Collections is Not only violating these laws but violating the moral fabric of the community and those that give their lives for this countryThey are nothing more than greedy
They need to remove all the adverse information from my credit report immediately and send me a letter of apology

Central Collections purchased a debt from a Hospital as a business purchaseThey assumed that the Hospital did all they had to bill & collect from the veteran Administration for this emergencyThis action is for Collection agencies and they take a risk in doing soHowever,they failed to determine if the debt was actually legally collectible and if the debtor was actually liable for the debtI as the debtor and disabled Veteran am Not liable for this debt for many reason as following:
I am protected & exempt under Federal laws Title Part IV Chapter section A,B,C, D & the veterans disability Act of
I am Not responsible for the Hospital Not following the VA's Procedures for payments of Emergency treatment for disabled Veterans
I am Not responsible for anything except giving the Hospital my Identification and Military I.Dcard with my medical information on itI am not involved in a pre-authorization situation since this was am medical emergency
The VA's Health Care website ( MILL BILL ) gives information for providers and veterans and it states that the treating hospital DOES NOT need authorization for medical emergencies ( I was in a car accident )It does state that it is, the Responsibility of the treating doctors & hospital administration to decide if it is Proper to transfer the patient to the nearest VA facility after stabilizationThis action is Not the responsibility of the patient ( me )
The Hospital Does Not have the debt any more and they will Not contact the VA for paymentsThey sold it to Central Collections and in doing so, they sold a NON-COLLECTABLE debt to themIt is their mistake and their responsibility
Central Collections does not want to face facts and is harassing me by keeping a Non-collectible debt on credit report, hoping that I will pay them even though I am not liableThis has been pointed out many times now and they still refuse to remove this inaccurate and adverse information from my report, thus, is is now intentional harassment
Central Collections stated that they contacted the VA and the VA told them that the laws I cited as my exemption did not apply to meHowever, the VA and all their personnel are Not allowed to give legal advise or to interpret laws as they should apply to individual casesSo, this is a lie
Central Collections of San Bernardino is violating federal laws that protect me as a 100% disabled veteran and after repeated complaints with proof to define and defend myself under laws, they continue to harass me and report adverse and incorrect information to the credit reporting agenciesThey have stated many times that they Do Not have a legal department or anyone of their staff with legal education and this is why they cannot understand and respect the lawsHowever, ignorance of the laws is not excuse
Please have them remove all adverse information from my credit report and stop all debt collectionsPlease forward to the police or government agencies for prosecutionI will start a small claims law suit after the investigation of the Attorney General

We recommend that Mr*** request a copy of the Explanation of Benefits from Veterans Affairs for him to have a clear understanding of the denial of the claimAs we clarified before, the medical claim was discussed with Veterans Affairs representatives and a supervisor and found that his claim does not fall in to the laws he mentions in his complaint
The claim was denied due to Mr***'s lack of information providedUnfortunately, we are unable to assist in deleting any trade line from his credit report as this is a valid debt
