Here is our response to [redacted] : [redacted] has lived at the property located at [redacted] since 02/01/Centurion started managing the property on 05/01/Since we first took over the management of this property [redacted] made things very difficult for usAs far as entering her unit to do the necessary repairs: we have a key to her unit but the locks were changed at some point in time and the key we have does not work (changing locks is against the rental agreement)She has threatened to call the police if we ever enter her unit (even after posting a 24-hour notice).On December 12/22/housing went to the property to inspect the unitThey sent our office a list of repairs that needed to be completed by 01/22/ We created a work order on 01/04/The work order was completed on 1/30/We have made multiples attempts to enter her unit and do the repairs, but she has denied us access every timeAs mentioned earlier, we don’t have keys to her unit and she told us that if we enter her unit she will have us arrested and would press charges for breaking an enteringEven after she continued to deny us access, we posted a 24-hour notice on 04/17/and we were still not able to enter because she didn’t answer the door and our key didn’t workWe posted another notice to enter on 04/19/with a note letting the tenant know our key didn’t work and we would be drilling the locks unless she called us and gave us a key or access to the unitShe never called us, but was home when maintenance Brad and Jose knocked on the door and denied them accessLater that day on 04/19/2017, Miranda and I went to the property to issue the tenant a hour notice for nonpayment of rentWe asked her why she denied Brad and Jose access and she said because they were not prepared and they didn't have all the materials they neededI told her that they first had to go inside to see exactly what they neededAttached are pictures for referenceWe posted notices to enter the property to verify that they all have smoke alarms for the insurance company and she's denied us access On May 22, I called her and left her a message letting her know that Orkin pest was going to be at the property treating all the units for pests and to please call me and let me know that she was going to be home to let them inShe didn't call me but she created a work order that said she would be there for the pest control company on the 26thOn the 26th I received a text message from the Orkin tech that went to the property and he notified me that he had knocked on her door three different times and there was no answer and therefore he was not able to enter her unit and treat itWe had maintenance go to the property on 02/14/in the AM, but the tenant denied our team accessInstead of doing the repairs in her unit they cleaned up the common areasAll the repairs that we requested by housing that were in the common areas were taken care ofWe were however, able to do some repairs in the tenant’s unit when she gave us accessWe had MCC Remodeling call her to measure the kitchen vinyl to replace it and he had a very difficult time getting her to give him access and do those repairsShe denied them access and they were not able to do the repairs in her unit until a later date than when she agreed to let them in to complete the repairs I called Steven D [redacted] with Marion County housing many times asking him for his help and letting him know that the tenant was denying us access to the unit therefore we weren’t able to do the repairsTo my knowledge, Steven D [redacted] reached out to [redacted] and asked her to work with us and give us access to do the repairs multiply timesI spoke to Steven D [redacted] and he informed me that they were going to send [redacted] a letter letting her know that because the repairs had not been done after failed attempts to enter the unit, they would be terminating the assistance for that unit and she would need to moveAt that time, I told him I would just step back and let that process play outHousing send [redacted] [redacted] a letter on 03/09/informing her that the assistance for this unit would be terminated on 04/09/and she would be responsible for the full rent amount of $After this, [redacted] didn’t pay the full amount but instead only paid the same amount as when she was paying when she was getting the housing assistanceYou can reach out to Steven D [redacted] at 503-798-He should be able to confirm the above information She is the only tenant on Section at that propertyWe had someone that applied to rent unit #at that same property that was on Marion County Housing and she was approved to move inSteven from Marion County housing went to the property and did the inspection and found that there were repairs neededWe did all the repairs that were requested by housing, but when the unit was ready the prospective tenant had already found another placeWe are always working with housing inspectors and tenants to get the necessary repairs doneWe have never had this problem with any tenants denying us access to do repairsOther tenants are always making themselves available, or give us permission to enter their unit in order to get the repairs done.We have about tenants that are on West Valley Housing, Salem Housing, Marion County Housing, Linn Benton Housing, Siletz Tribal Housing Department (this is not including the other agencies we work with such as Arches, Salvation Army, Congregations Helping People, Marion CoHealth DeptYoung Adult Rental Assistance Prog(YRAP), etc.) Many of our tenants are on Housing and have different DisabilitiesWe help our tenants with disabilities more than we have to and often go the extra mileFor example: [redacted] has been our tenant for many yearsShe has different disabilities and can be very hard to work withOn about June the owner of the property where [redacted] lived had the property listed for saleShortly after the owner had sold the property, the new owner requested that all the tenants be evicted in order for him to purchase the property and be able to remodel the unitsWe had to evict all the tenants at that property, out of the tenants we had there had disabilities and were not able to understand what was going onWe took it upon ourselves to relocate out of the tenants to other properties we managedThis was not easy having to convince them they had to move and even had to physically have our maintenance guys pack and move their furniture [redacted] was one of them and after she relocated to her new property, her rent portion increased and was not paying the right amountCenturion then gathered their employees to donate money towards this cause and we put it towards her rentWe take good care of our tenants and are compassionate when doing our jobThis is not retaliation or discrimination toward ***, rather it is the tenant that has made it nearly impossible for us to do our jobIf the tenant had given us access to do the repairs her housing assistance would have never been terminatedWe have not received a full rent payment for this unit since January when housing stopped paying their portion because the repairs were not doneShe refuses to vacate the unit as well and this has cost the owner a lot of money and continues to cost him[redacted] has since put in a day notice to vacate and she is due to vacate the property on June 12, We are just waiting for her to move out so we are able to do all the repairs and get the unit readyShe has not made any kind of rent payment since March 6,

Even after she continued to deny us access, we posted a 24-hour notice on 04/17/2017 and we were still not able to enter because she didn’t answer the door and our key didn’t work. We posted another notice to enter on 04/19/2017 with a note letting the tenant know our key didn’t work and we would be drilling the locks unless she called us and gave us a key or access to the unit. She never called us, but was home when maintenance Brad and Jose knocked on the door and denied them access. Later that day on 04/19/2017, Miranda and I went to the property to issue the tenant a 72 hour notice for nonpayment of rent. We asked her why she denied Brad and Jose access and she said because they were not prepared and they didn't have all the materials they needed. I told her that they first had to go inside to see exactly what they needed. Instead of doing the repairs in her unit they cleaned up the common areas. All the repairs that we requested by housing that were in the common areas were taken care of. We were however, able to do some repairs in the tenant’s unit when she gave us access. We had MCC Remodeling call her to measure the kitchen vinyl to replace it and he had a very difficult time getting her to give him access and do those repairs. She denied them access and they were not able to do the repairs in her unit until a later date than when she agreed to let them in to complete the repairs.  I called Steven D[redacted] with Marion County housing many times asking him for his help and letting him know that the tenant was denying us access to the unit therefore we weren’t able to do the repairs. To my knowledge, Steven D[redacted] reached out to [redacted] and asked her to work with us and give us access to do the repairs multiply times. I spoke to Steven D[redacted] and he informed me that they were going to send [redacted] a letter letting her know that because the repairs had not been done after failed attempts to enter the unit, they would be terminating the assistance for that unit and she would need to move. At that time, I told him I would just step back and let that process play out. Housing send [redacted]  [redacted] a letter on 03/09/2017 informing her that the assistance for this unit would be terminated on 04/09/2017 and she would be responsible for the full rent amount of $495. After this, [redacted] didn’t pay the full amount but instead only paid the same amount as when she was paying when she was getting the housing assistance. You can reach out to Steven D[redacted] at 503-798-4170. He should be able to confirm the above information.  She is the only tenant on Section 8 at that property. We had someone that applied to rent unit #6 at that same property that was on Marion County Housing and she was approved to move in. Steven from Marion County housing went to the property and did the inspection and found that there were repairs needed. We did all the repairs that were requested by housing, but when the unit was ready the prospective tenant had already found another place. We are always working with housing inspectors and tenants to get the necessary repairs done. We have never had this problem with any tenants denying us access to do repairs. Other tenants are always making themselves available, or give us permission to enter their unit in order to get the repairs done.We have about 100 tenants that are on West Valley Housing, Salem Housing, Marion County Housing, Linn Benton Housing, Siletz Tribal Housing Department (this is not including the other agencies we work with such as Arches, Salvation Army, Congregations Helping People, Marion Co. We took it upon ourselves to relocate 2 out of the 3 tenants to other properties we managed. This was not easy having to convince them they had to move and even had to physically have our maintenance guys pack and move their furniture. [redacted] was one of them and after she relocated to her new property, her rent portion increased and was not paying the right amount. Centurion then gathered their employees to donate money towards this cause and we put it towards her rent. We take good care of our tenants and are compassionate when doing our job. This is not retaliation or discrimination toward [redacted], rather it is the tenant that has made it nearly impossible for us to do our job. If the tenant had given us access to do the repairs her housing assistance would have never been terminated. We have not received a full rent payment for this unit since January 2017 when housing stopped paying their portion because the repairs were not done. She refuses to vacate the unit as well and this has cost the owner a lot of money and continues to cost him.[redacted] has since put in a 30 day notice to vacate and she is due to vacate the property on June 12, 2017. We are just waiting for her to move out so we are able to do all the repairs and get the unit ready. She has not made any kind of rent payment since March 6, 2017.

Thank you for your feedback.  As you know we do not own the property but only manage in accordance with the owners objectives and direction.  It is true that we have tried to resolve issues by the tenant and have faced opposition and an unwillingness to cooperate.  We are more than...

willing to be accommodating in any way possible.  We are more than happy to address any issues that the tenant currently has.  However, we have been very prompt to respond in the past any time an issue or work order has been requested.  When we were made aware of the common area needing to be cleaned we promptly sent out a carpet cleaner to have the hallway and stairs cleaned and the response from the tenant was an irate call instead of gratitude.  When we were made aware of issues by the fire department we likewise promptly took care of the issues addressed.  We are very surprised at the negative response from the tenant and truly desire to see any issues resolved in order to make them happy.
