In the fall of 2015, Roman Engineering, LLC operated and managed by its President, *** ** ***, was hired to conduct a *** *** stabilization project for a private property owner in the Town of ***, ** The steeply sloping *** bank rose up to feet above the beach area with a 1.5:slopeThe bank erosion was threatening a residential structure and pool area of a large estate home Close to linear feet of *** bank required stabilization due to the significant storm wave impacts which could impact this area especially during nor’eastersThe lower beach was inaccessible to heavy equipment so a temporary access road needed to be installed along the slope to allow excavator access as well as material transport The existing bank was a mixture of sands and gravels but the beach area was essentially rock outcrop with a thin layer of eroded bank and rounded beach stone The hard exposed ledge surface along this coastline tended to increase the impacts of storm waves along the bankThe project involved the construction of placed and locked (choked) rip rap armor (up to tons each) along the base of the bank resting on the natural ledge surface and lying against the bank slope on an inch bed of trap rock which also retained a geotextile filter fabric to retain slope sands and gravels The rip rap which was set to establish a foot thick layer of locked armor was extended approximately half way up the slope and then capped with smaller boulders and stones before transitioning to an anchored coir envelope reinforced vegetated slope above and natural slope vegetation extending up to the top of bankAs design engineer’s for the project we observed and monitored construction operations and the progress of the work at the site Based upon those observations, Roman Engineering performed all work in a very timely manner, progressing continuously until complete We found the workmanship, especially in the armor placement and locking, to be exceptionalThe talented equipment operator took his time to secure/lock/choke each piece of armor to resist subsequent shifting and settling under wave action The management staff also performed exceptionally well through the timely scheduling of equipment, materials and subcontractors (coir envelope placement and anchoring) The work proceeded quickly with minimal delay throughout the entire construction process The contractor initiated and maintained erosion controls, dealt suitably with wet weather events and conducted material handling on the beach area in a fashion to expedite work while protecting water resources Material and work invoice processing were generally uneventful and engineer and contractor were generally in agreement with work progress and percent complete Change Orders generally only involve owner requested work expansion and were both reasonable and timelyIn summary, we would highly recommend this contractor for similar projects of this natureThe management’s attention to detail and desire to provide a quality product were clearly evident and the net result was a well built stabilized slope
