I have reviewed the offer and/or response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
Mr. W[redacted] response makes no sense to my original complaint. Yes he did call me downstairs to look at the improper wiring AFTER he had already tried to flip the switch which somehow resulted in shorting out the wires.  I could smell the burning smell as soon as I entered the room. He said it was not proper wiring and was a fire hazard to which he is not certified to repair.  My opinion is that he should NOT have attempted any repair if he saw the wiring was faulty.  He then states in his response that he didn't do any work therefore I'm not due a refund. Yet I paid him a bill of over $[redacted] which I do have the receipt. So if no work was performed what did I pay for?  He indeed replaced a pressure gauge to the bladder pump. The next day an electrician was st my residence for other work and he redid all the wiring with a new panel box and was appalled that another professional left it as it was being a fire hazard. And yes Mr W[redacted] came out on a Sunday. Our appt was originally for Monday and he asked me if we could switch the day- I did not request an emergency weekend visit. Im also not asking for a refund for the pressure gauge which he replaced. I was asking for assistance in the fact that the next day I paid $[redacted] for electrical work to replace the burned up wires. That cost was unavoidable however An additional $[redacted] for a plumber to come and replace the entire hot water heater as it had been shorted out completely was avoidable.  Had Mr W[redacted] pointed out the faulty wiring and told me to get it repaired before he was able to safely replace the pressure gauge, I wouldn't be replacing an entire hot water heater nor had no hot water for 10 days. He showed me the wiring was bad after he had already sparked the wire.

I am attaching the $[redacted] bill from CWS for the replacement of the pressure gauge. Even tho he stayed in his email that he didn't do any work. I'm also including the two bills from the company who had to replace the hot water heater. I didnt include the $[redacted] bill from the electrician who redid all the wiring and installed a new panel box. This is what CWS said was bad wiring and that was my responsibility to repair. However, had he told me that before trying to slam the switch off and catching the wires on fire, the hot water heater would never have shorted out and blown up too. Also the process of scheduling all these repairs with an electrician and then plumbing company to diagnose and reign for full replacement was ten days of no hot water at the residence. There should be 3 attachments. Please notify me if for some reason they are not included. [redacted]

Mr. [redacted] called stated that the gauge and the switch he replaced were both for pressure. He stated that he did not touch any of the wiring that is being brought up in the complaint. He stated he brought the issue to the consumer attention. He stated that he will not fix it because he is not licensed to do so nor did he have anything to do with the work. Mr. [redacted] stated that no refund will be issued.

Mr. [redacted] stated that he went out on a Sunday the beginning of June to look at what was going on. Upon looking into the issue he found that the previous company that did work wasn't correct. The work was a hammer disconnect to the water heater. While he was there he text Mrs. [redacted] to come down...

He stated that he brought to Mrs. [redacted]s attention that the work that was done can cause a fire hazard and it needs to be fixed. Mr. [redacted] stated that he is not licensed to fix the issue. Mr. [redacted] stated that since he didn't do any work he will not refund any money because he did nothing wrong.
