First, Chancellor's Learning Systems, Incis a publisher of educational materials, not a schoolMs*** entered into a written contract for the purchase of our study materials on or about March 31, It is clearly stated that Chancellor's is a publisher and not affiliated with any schoolFurthermore, the contract states that "Each college or university has its own transfer-of-credit policyChancellor's Learning Systems, Inchas provided me an unofficial estimate of my needs but final approval rests with the college I attendChancellor's Learning Systems, Inccannot be held responsible for changes in any college's curriculum,"
Our customer service is available daily to answer questions and aid our customers with questions, as well as having registered nurses available to research and answer questions regarding their study materialAs each student proceeds at their own pace, we are unable to know if a student is having a problem unless they contact us
In Ms***'s particular case, she has called in for assistance multiple times including in 2010, 2011, and and Our notes show that she was given assistance each of those times for the questions she asked, She made some claims in her complaint regarding the terms of her contract which were inaccurate; however, she called in and was provided a copy of her contract on or about 2-13-
Regarding the changes to the Excelsior curriculum, at the time she purchased her guides, the Microbiology and Anatomy and Physiology would have been accepted at Excelsior,

however, Excelsior changed its policy in or around October so that those courses had to be taken within years and we do not have any control of that
On the signed retail installment contract stated directly above the signature line, is the Chancellors' cancellation policySpecifically, a person may cancel the transaction at any time prior to the 5th business day after the contract is signedOur records do not show that Ms, *** requested that her contract be cancelled in the allowed time periodMs*** was given a written contract, and chose to sign and return itThe terms and conditions were clearly stated
Chancellor's does not offer refunds pursuant to the contractInstead, we offer a written guaranteeThe guarantee is included in each of the study guides, the contract and on the Chancellor's websiteThe Chancellors Guarantee as found on the chancellorsonline.com website and is stated as follows:
"Chancellor's study guides come with a money-back guaranteeWe will give you your money back for our product if you do not pass your examChancellor's guarantees the use of its study guides as preparation to pass the standardized tests for which they were writtenIf, after two attempts within one year from the date you receive a guide, you are unable to pass the exam, Chancellor's will refund the cost of the study guideYou must return your two original failing test results, dated within twelve months from the date of receipt of the guide, to receive a refund." [emphasis added]
Based upon the foregoing information, the customer is not entitled to a release from her contractShe was given a written contract, which filly discloses the entire program, states that all she is receiving are the study guides, discloses that we are not a school, and that we are not affiliated with ExcelsiorMs*** has received three of the eight guides she financedAccording to our records, there is no indication that Ms*** was misled in any way about the programI will forward a copy of the contract to you upon written authorization from the client to release a copy of the contract to you
Obviously Ms*** is unhappy with her situationWhile it is not our fault, in order to aid her, I am prepared to either provide her with our Microbiology and Anatomy and Physiology guides free of charge (a $value) or to cancel the remainder of her payments and send her the remaining guides she contracted for

I have reviewed the response made by the business in reference to complaint ID ***, and find that the second part of the resolution which is to stop any further payments that I owe to Chancellors Learning systems and to receive the remainder of my (7) study guides that I had a contract for would be satisfactory to me. I will wait until for the business to perform this action and, if it does, will consider this complaint resolved
