High school sports officials in California are, by state labor law, independent contractors and make their own decisions. They are not employees. Officials are not guaranteed games. Units in California, including Channel Coast Basketball Officials Association (CCBOA), are instructional entities -- not assigning bodies. They provide instruction. The Assignors assign games based on member’s becoming and staying qualified. Games are assigned by assignors based on official’s ratings, availability and other factors including the official's experience and competency.CCBOA is an independent, non-profit organization instructional entity and conducts business and charges dues based on CCBOA needs. CCBOA is accredited by California Interscholastic Federation (CIF) for meeting the state’s instructional requirements. CCBOA elect a Board of Directors who make decisions for CCBOA based on the Unit’s needs. Annual CCBOA dues are what members pay each Unit to belong to that Unit. Association dues cover the costs of running the Association. Dues also include annual NASO membership and state-required liability insurance. Annual Association dues are what members pay each Unit to belong to that Unit. Association dues cover the costs of running the Association and study material for the required knowledge test. Dues also include annual NASO membership and state-required liability insurance. Annual CCBOA dues for 2017-are $As part of the development of new officials, CCBOA requires new officials to attend six basketball games to observe experienced officials work a game. I am rejecting this response because The refund should not be based on prorated time after the materials have been distributed but based on the number of games assigned.  I have ONLY received 8 games in this unit.  At one time I did not have a game for almost 3 1/2 weeks.  When I questioned this to the assignor, he said "too many games were canceled due to the fire.  So many officials lost their games so they are being assigned these games."  If it is in this case that I was not able to get all 35 games per your assignor fee, then perhaps you should bring down your assignor fee or be explicitly clear that each official will only get a certain number of games per year and allow that official to go to another unit.   The unit has no basis on rejecting me as an official and not assigning all 35 games to me per the assignor fee.  The unit SHOULD not award other referees more games than I because number one, I am an official, independently contracted and agreed to pay your association fee whereas you have accepted my admission into your unit which means you will award me just as many games you have awarded others.  You have discriminated against me as a deaf referee.  There is no proof that I am not assigned these games because I am not qualified enough.  All my evaluations have been good.  Because you have only assigned me 8 games, I have had received only one evaluation.  I have two more left to play and you recently broadcasted to the unit that your number of evaluations and observations required have dropped.  There is no investment on your part to me.  You are totally invested as a unit which should include everyone and not reject anyone because of their years with your unit.  I have been getting only girl games which is also discriminating.  I would like a refund on the association fee based on how many games you have assigned to me as well.  Although I have a meeting with Brook Avery and the assignor next week, this complaint still stands as far as any movement on your part goes.
