As required under the Fair Debt Collection Practices Act consumer was sent a validation notice on 09/07/16. That notice was not returned by the U.S. Postal service and there is a presumption of law a notice is deemed delivered if not returned by the [redacted]. VCS left voice mail messages for...

consumer 10/26/16, 11/8/16, 11/17/16 with no response from consumer. On 11/21/17 a representative spoke to consumer however he refused to verify he was the right party and said do not call him again.  On 11/22/17 consumer disputed account via the credit reporting agencies and VCS contacted our client [redacted] County Emergency Ambulance Authority and verified we have the correct consumer and amount. On 12/01/17 this account was reported as disputed to [redacted] and [redacted] as required under the Fair Credit Reporting Act. On 12/06/17 VCS sent consumer an Affidavit signed by the [redacted] Director of [redacted] County affirming the debt to VCS, Inc. and the consumer. This Affidavit is legal and binding and consumers allegations of a scam and false representation are baseless and without merit.  Consumer was also sent a itemization of charges with the Affidavit, neither have been returned by the [redacted]. Consumers statement of not being in the [redacted] County system is incorrect. Consumer has a past due account with [redacted] County Emergency Ambulance Service for services rendered on 05/24/2016 as reflected on the itemized statement provided to consumer on 12/06/17. In addition consumer signed the "Ambulance Signature Form on 5/04/2016. Valley Credit Service, Inc. is the collection agent for [redacted] County Emergency Ambulance Authority and services their past due accounts. VCS, Inc. is and has been complaint under the [redacted] and [redacted]. Consumer is welcome to contact VCS and we would be glad to help consumer resolve this matter.

After carefully reviewing the account and speaking with the VCS representatives consumer did speak with a VCS representative ([redacted]) on 9/16/15 and representative advised consumer she would "request" a letter to be sent not that she "would" send a letter. asked if we could send such letter to consumer as this is not standard operating procedure.  In reviewing the account and although consumer has agreed to make monthly payments consumer has not made a payment every month as agreed. VCS had not received a payment between March and July of 2015. A payment was received on 8/31/15. In addition VCS agreed to help consumer out by reducing the monthly payment amount. A letter stating consumer was on a payment arrangement would not have been accurate as consumer failed to make a payment every month as agreed. On 9/17 Mr. [redacted] from VCS contacted consumer and advised her we would not be sending a letter and tried to explain but consumer hung up on Mr. [redacted]. It is unfortunate that consumer misunderstood Ann's response in that she would "request" a letter to mean would "send" letter. Consumers allegations VCS has lied to her is baseless and without merit. VCS is under no legal obligation to send such letter. However, in an effort to assist consumer I, [redacted], Vice President would be willing to speak to consumers prospective leasing company, with her authorization, regarding the payment arrangement. I may be contacted at [redacted]

Review: I have repeatedly asked the company to provide me with a payment history invoice and a final bill. I believe my account is paid. However, after many written communication, I have yet to receive the requested information. I cant pay a bill I don't know about. I firmly believe that during their business location move the company lost track of my account. I should not be punished for trying to make my debt right. I need this account settled. If a person has an account with a collection agency, the rights to see my account should be granted, not denied or ignored. Please help me on this matter.Desired Settlement: I would like the proof of my account. If a balance is owed, prove it and I will make the arrangements to settle the account. I need the documentation so the credit agencies will stop looking at me so negatively. I also require the documents for tax purpose as medical expenses paid out of pocket, as that is why the account exists in the first place. I was a minor when my son was born and the expenses where incurred during pregnancy and child birth. I have been making payments for the last 10 yrs

Response:

In response to consumers complaint there is no obligation under the Fair Debt Collection Practices Act to send payment histories nor "final" bills. Consumer was set up on a payment arrangement and was sent payment reminders. In addition CBC, Inc. sent balance notices to consumer on 12/16/11, 02/09/2012, and 11/05/2012. CBC, Inc. is currently reflecting a zero balance and the accounts have been closed at our office. CBC, Inc. has submitted to the four credit reporting agencies to delete this account from consumers file. Credit reporting agencies may take up to 30 days to update their files and is beyond our control.

Review: I have had multiple issues involving their customer service. One person I speak to (when I can actually get a hold of someone) says one thing and then if I have to call back another representative contradicts what the first person says and tells me something different. For example, I needed a letter to be sent to my future leasing company stating that I have a payment arrangement with them. I spoke to a woman named [redacted] at 4:30pm on 9/16 she said they could do it and they would fax it out to the leasing company. Then on 9/17 at 10:00am [redacted] calls to tell me they can't and [redacted] misspoke to me the previous day. I told them I needed this done and they apologized and told me they couldn't do this. I need this letter to move into my apartment. I will not be able to move in if I do not have someone from their company give them official correspondence.

I have had multiple issues with them lying to me and denying they've spoken to me. I have communicated to them via e-mail, however when I've spoken to someone they said they don't communicate to clients via e-mail. I have called several of their numbers, several times a day, multiple times in a week and haven't ever gotten to speak to a representative.

They have misinformed me and haven't been able to help me and I am fed up with the customer service I receive when I'm trying to make payments or schedule a different payment plan. They need to train their representatives better so they don't misinform their clients. I was told that I could get this letter and now I can't.Desired Settlement: I want them to send the letter. I know I haven't paid my account in full but without this letter I cannot move and then I will be in a worse off situation than I am in now.

Review: I pulled a credit report and noticed a collection for $240 placed on my Credit Report this month from this company

I have no itemized bill, statement or contact name for the organization that is being collected for. If it is commonwealth laboratories I have no bill on file with this company and again no statement that would provide specific services and for whom.

I wanted to know what physician I have seen and what laboratory services were provided and where.

I have no information of this neither from my insurance company or any other physicians office.

This collection account is invalid and definitely needs to be removed.Desired Settlement: I am requesting immediate removal of this account from my Credit Report. This has had an adverse effect on my credit.
