Regarding the complaint from *** ***:
On 6/3/16, *** (using the name ***) brought "***" to our clinic with no appointment, and requested to be seen immediatelyShe was concerned that "***" had parvo, as the dog had vomited times that dayDrR*** did an exam and parvo test,
which was negativeMs*** then informed us that she had brought no money with her today and left without making any payment arrangementsThis was the first interaction our business had with herWe sent a written statement regarding her bill, but received no reply.On 6/21/16, Ms*** returned to the clinic with "***", again with no appointment, concerned that the dog had rabies, because it had snapped at another dog during play on this dayThere was no known exposure to wildlife, no history of bites from other animals, and no overall behavior changes were notedMs*** again spoke with DrR***, who did a cursory examination and informed Ms*** that the dog was currently showing no neurological signs, and the history was not consistent with rabiesMs*** requested that the dog be quarantined anyway, just in caseShe also stated that she intended to rehome the dog at the end of the quarantine.Ms*** was at this time informed that all fees are due at the time of services, that boarding is optional as this is not a rabies suspect dog and not a health department or law enforcement quarantineShe was quoted $18/night for nights boarding, the entire total of which ($180) would be due at the time the dog was picked upShe was also requested to pay the balance remaining from 6/3/16, no payment toward which had yet been madeShe was informed that we would not accept the dog for boarding if she did not pay this existing balanceWe offered payments through the Care Credit payment plan, but Ms*** declined to apply for this program.Ms*** paid her outstanding balance with a $credit toward account, and left "***" for boarding.On 6/27/16, Ms*** returned to the Chewelah Veterinary Clinic and discussed "***'s" condition (normal, with no signs of illness) and verified that the days would be over on 7/1.On 7/1/16, (day duration) Ms*** did not arrive to pick up dog from boarding.On 7/5/16, Ms*** arrived to pick up dog from boardingShe was asked for the total of her boarding bill at $18/night for nightsMs*** became upset that we were asking for the balance to be paid, despite admitting during the conversation that she had been told at drop off that the entire bill would be due at pick upShe was also upset that charges included an extra nights boarding, despite having left the dog through the holiday weekendShe was reminded that we charge per night for boarding, and that each night the dog remains here she will be charged $Ms*** was again informed of the payment plan through Care Credit, and again declined to apply for this payment planReception suggested that she borrow money from a friend or family member, or ask a friend or family member to be a co-applicant on a Care Credit policy.She stated that we would "just have to take the dog then" and left without making any payment. Ms*** returned later that day to verify that we would continue to charge her for each night the dog remained in boarding, and that she would be required, as she was informed at drop off, to pay her balance when she picked up the dogShe took information and an application for Care Credit and left, again without making any payment.On 7/7/16, we contacted Ms*** by phone, as we had not heard back from herShe stated that she had not yet applied for Care Credit, nor had she developed a plan to pay for "***'s" boardingDiscussed releasing the dog to the Spokane Humane Society, as she wanted to rehome her anywayReception informed Ms*** that she can rehome or release the dog as she wishes, but she will still be required to pay the boarding bill up to the time the dog leaves, and that she will be responsible for any intake fees required by the Humane SocietyShe was informed that if she leaves the dog here with no further contact, we will hold the dog for weeks and then declare her abandonedMs*** would be charged for the total time of boarding from drop off until she is declared abandoned, at $18/nightEncouraged her to apply for the payment plan through Care Credit, or contact a friend or relative to help with the bill.On 7/8/16, Ms*** came to the clinic requested an explanation of her billStated that she'd paid $when she dropped the dog off and wanted to know why that was not applied toward her boarding feesReminded her that this was to pay off her outstanding balance from 6/3, and after that balance was paid, she had $left as credit toward boardingThat credit was being applied to her balance, but her balance was increasing each night that she left the dog hereProvided a printed statement of the prior charges and payment covering them.Ms*** claimed during this conversation that she had been quoted $11/night for boarding, and accused the clinic of changing the price after she had dropped the dog offShe was informed that our boarding charge is $18/night, that we have no boarding services offered at $11/night, and reminded her that we had quoted her a total of $for night's stay - $18/night.At this time, Ms*** threatened to get a lawyer and sue us, and informed us that she would be reporting us to the Revdex.comShe left without making any payment toward her balance.Approximately hour after she left, we received a call from Officer *** at Chewelah City Police, who stated that Ms*** was at the police station requesting to file fraud charges against the Chewelah Veterinary ClinicHe asked for a brief summary of the situation, and after explanation stated that he would inform Ms*** that the police do not dictate what businesses can and can't charge, and that her best option was to pay her billFailing that, she could look into a small claims court filing against the clinic.On 7/13/16, a letter stating our intention to declare "***" abandoned and transfer her to a rescue for rehoming at the end of weeks no-contact was sent by certified mailThis letter reiterated that until such time as the dog was declared abandoned, boarding fees of $18/night would continue to accrue, and that all fees accrued were due and owing whether the dog was picked up from boarding or declared abandonedIf the dog were declared abandoned, an additional fee for transfer to rescue of $would be assessed, as would a $fee for transfer of the account to an outside collections service(It appears that you received a copy of this letter from Ms***, as it was included in the paperwork we received from the Revdex.com.)On 7/14/16, Nancy from Colville Valley Animal Sanctuary called stating that Ms*** was at her facility, requesting to surrender "***" to themShe relayed that Ms*** had not spoken to anyone the Spokane Humane Society because no one answered when she calledNancy stated that Colville Valley Animal Sanctuary was currently at capacity and not accepting new dogs.
