To whom it may concern;
I'm writing this letter for ***, who is a 91 year olds, 30 percent hard of hearing, legally blind veteran.
Mr. has asked me to explain the reason why he feels he was wrong by the office of, Chiropractic Associates of Bedford, for the $50.00 fee he paid, which was never clearly explained to him till after his second visit to the office.
He explained to me that the staff never made it clear why he had to paid the fifty dollars and that the offices was very noise at the time, so he had a hard time even hearing them. Providing a sheet of paper stating that the office visit was not covered by Medicare to a legally blind was about the must down right unprofessional thing to do, a specially if you do not try to make sure the special needs person understands what they are getting! It takes him hours with his machine to read anything. He has only every got to the VA for medical, so office visit fee was new to him.
Now I find it very shameful that the staff was not trained to work with special need people and that the chiropractic office was not willing to understand and work with him. Is this all about the almighty dollar for them, I'm sure that $50.00 is a drop in the bucket for them, but for a veteran who gave of himself to keep us safe and is on a fixed income, every little bit of money means a great deal for him.
just find this very shameful! So *** has ask that we try to resubmit his claim. Thank you for your time.

Per Medicare's guidelines for chiropractic care, the only billable and reimbursable service is spinal manipulation. Exams and x-rays when done by a chiropractor are not covered. When this patient called to schedule his visit, we did note in his account that he was very hard of hearing, but we explained over the phone that the exam we were scheduling would not be covered by Medicare and the cost is $50. When the patient arrived for his appointment, we explained these policies again and helped him fill out his paperwork. Upon leaving that day, the patient paid the $50 for the exam that was done. He came back to the office for a few more chiropractic adjustments, all covered in full by Medicare and his supplemental policy. We submitted the exam to Medicare and the patient's supplemental at the patient's request, as well as another plan called UCT, and even spoke with the insurance company on the phone after the service was denied to verify it was processed correctly. The patient has contacted the office on a few more occasions, asking for a refund...and we have again explained that his insurance does not cover that service and he does indeed owe the $50 that he paid when he came in.

1. In reference to the call, he stated that he NEVER was told about the $50.00 up front fee.
2. At office visit he was asked if anyone had come with him and he stated "No, was I suppose too?" was what *** asked the staff. They said no, that they would fill out the paper work "period".
3. He got his first treatment "was real good" he went back for second appointment, at the end of the second treatment all the office staff and Doctor, (all talk over one another) tried to explain the $50.00 up front on every treatment. He explained that he had never paid up front on an insurance covered and was never explained that was his last treatment. The $50.00 was paid by Discovery credit card. "We had much commotion about the $50.00 up front. Why? "I asked why the charge was not made by "UCT insurance accident". They said that he was very much covered. (the UCT pays him for lost time and movement)
PS "*** is the kind of man that went he hears something new, there will be much conversation on it. Just like when the staff was explaining that were he was sign in/paper work, was their office visit /payments policy was listed. (His a blind man) how would be able to read it.

We thank you for the opportunity to respond to Mr. concerns. We understand that insurance coverage can definitely be confusing, but we make every effort to our patient's to explain their coverage as clearly as possible. In Mr. case...he called to schedule his initial appointment on 10/19/18 and we have it documented in his account that patient is very hard of hearing. We confirmed his appointment several times and explained that Medicare does not cover exams or xrays done in our office. We also have it documented that on 10/29/18 when he presented for his appointment, he was unable to complete his paperwork so we reviewed everything with him and had him sign the required paperwork. The patient's visits were submitted to insurance, and as expected Medicare did not cover his exam. We also submitted his visits to UCT at the patient's request 3 times. In July 2019, we also spoke to the patient's supplemental insurance after the patient contacted them, and it was also determined that the initial exam is not a Medicare covered service and was processed appropriately. We are sorry that the patient was not clear or confused about what his insurance was going to cover, but we made every effort to explain those benefits to him on multiple occasions.
