Unprofessional Unreliable Company with No Communication. Contract/deposit 07Sep18 for max one-week job yet incomplete 26Nov18 with no response.
Contract signed and deposit taken on 07Sep2018 for what we were told was a max one-week job. As of 26Nov18, the job is incomplete with no response or timeline for completion.The owner subcontracted the job out (to Ricardo of Scion Construction), has been completely unaware of the project's details despite numerous attempts to communicate with him and the sub-contractor (SC), and has been unwilling to do anything about the below average workmanship. Per phone call with owner JS on 26Nov18, he is unable to reach the SC and therefore cannot provide any info.It has been a game of "telephone" from the owner to SC to the oblivious workers. The SC is never onsite with the workers.The reason this company was hired was because JS promised several times that he would ensure that the job was done right and that they would be IN and OUT since this was a MAX one-week job.Several phone calls and text messages have only produced constant excuses and no plan or change in workmanship. The windows/blinds/shutters were in for pickup at Lowe's on 25Oct18 and the windows were dropped off at the house on 26Oct18 by the SC. The job was supposed to be completely done while we were away 29Oct-06Nov18 and consisted of replacing 15 windows & repairing existing frames, installing 10 shutters/blinds, fastening metal to protect exposed corners of house, washing/repainting/repairing the stucco on side of the house and parking pad walls, re-asphalting parking pad and side of the house, building a back-door overhang. Contract signed 07Sep18 by owner JS and check for $6500 provided at time of contract for the cost of 15 windows. Upon return from vacation, 14/15 windows were installed (with undesirable workmanship and improper installation) and another $10,000 was requested by the owner to continue the work that was supposed to be finished but due to weather etc was not. Checks were written on 07Nov18 (cashed same day) for $4000 to John Shaw and $6000 to Scion Construction (SC). New screens installed before cleanup, so the stucco mud ran through them and down the side of the house that they just re-painted.Simply touching the new screens caused them to fall out which is not safe for our animals. JS agreed that the screens were unacceptable knocking out a screen himself while inspecting the windows on 17Nov18. Workers threw away previous brand new PET screens without even asking! SC Ricardo was spoken to in person at the house on 12Nov18, told of all the issues & that the job needed to be finished asap. Due to no change after this meeting, we again complained to JS who is ultimately responsible. It is very stressful working from home and having no window coverings on the main floor since 06Nov18. My boyfriend had 2 brain tumor surgeries, chemo and radiation this year and we need some peace and quiet in our house especially around the holidays.All of this information was explained to JS upfront and he promised to deliver timely results in one week.There has been no communication between JS and the SC. The SC has only been to the house twice and his workers are unaware of the issues each time they arrive to work.They are driven by the SC's 18yo son and arrived at 10-1030am on days they worked.We have been fed so may excuses after communicating our dissatisfaction with the window installation and the condition of our house (caused during window installation by the sub-contractor). Several of the windows do not lock properly, some will not stay up on their own, and some you can see daylight between the window and the frame.John and this company were recommended from the builder rehabbing the attached property to ours. JS and his company installed a new rubber roof for us in August 2018 and there were no issues.We started telling him of other work needing to be done around the house and he offered to do it for us. Since we had a good experience with him doing the roof, had the builder's reference, and he has an A+ Revdex.com rating, we felt we could trust him.

Desired Outcome

Please provide the following: 1) Date of Completion with concessions for not meeting the date unless valid reasons substantiated 2) credentials for contractor "Scion Construction" 3) oversee the completion of the job by being onsite to supervise the work being done. NO workers here unsupervised- their unsupervised work has produced the current unsatisfactory results. 4) The windows MUST be installed correctly and each one checked for satisfaction personally by the company AND owner at same time.

Upon contract signing and obtaining a deposit for the said job on September 7 2018,to paint exterior of house and install 15 windows and install interior window shutters, the client was aware that both windows and shutters were special order items that needed to be ordered with different lead times unknown to us until paid for and ordered.
The windows was ordered on September 11 2018 with a delivery date of October 9,which is one month to wait time through *** home improvement, on October 9 we contacted *** to check on the arrival of the windows only to be informed that there was a problem with making of two windows so we had to wait another 2 weeks for them to finish the windows and deliver them to the store location. this information was passed on to the homeowner via a phone call from the ordering clerk at *** with myself present.2 weeks later the windows arrived with one window damaged which of course compounded the situation for the install and and further delayed the time line.
As we were waiting for the windows to be delivered the exterior paint was taking place and other areas of the scope of work was being completed. By this time the homeowner was very frustrated because of the delay and began to lash out by turning water supply so we couldn't was paint brushes,speaking to the workers in a very condescending manner and making the workplace hostile.
Once the windows finally arrived the install started right away. Upon installing the windows the client stated that they were unhappy with the window screens because they previously had pet screens and they were not pleased with the quality. these were high grade windows, double hung, with UV protection and vinly costing close to $4000.00 in total. After the windows was installed the client claimed that there was damages to the window casings which was pre existing and all windows were installed from the outside of the house because they did not want to replace the window casings due to budget.
At this time communication became broken.The client then placing stickers and post its on all windows stating that were install incorrectly, which was not the case, the windows were double hung which meant that the top and bottom window pain needed to be secure firmly before the latch would engage.
The windows and shutters were ordered at the same time however due to space issues for staging equipment and materials we only took what was needed to the jobsite, and the shutters were left at *** so that they weren't damaged at the jobsite. Upon completion of the windows the client stated that we had a deadline to complete all work or they threatened with complaints to Revdex.com Etc. By this time all that was left to install was the custom shutters, when we went to pick up the shutters from ***, we found out that the shutter hardware application was not compatable with the existing windows and new hardware would be needed, and due to the deadline given the install would not happen in time so at that point, *** refunded the cost for the shutters and refunded the client with the cost for the shutters and installation.
No one intended for this job to go sour, however delivery times for custom orders is out of our control and that all collided with personal issues going on with the homeowner at the time, which was expressed to us, a death in their family and a brain surgery a couple months before.

The entire $19,300 job consisted of replacing 15 windows, repairing existing casings/frames, installing 10 interior shutters/blinds, washing/repainting/repairing stucco on side of the house, washing/repainting/repairing concrete parking pad walls, re-asphalting parking pad, re-sealing the side of the house, and building a back-door portico. We relied on this Contractor/Company to tell us what needed to be replaced, never refusing to replace anything due to budget constraints. The estimate provided indicated that the existing window casings/frames did NOT need to be replaced and that is all we ever heard about this topic. When signing the contract in September 2018, we understood that the windows and interior shutters/blinds would take 6 weeks to be manufactured and delivered. We are reasonable people that understand special orders take time. What we didn't want (and communicated several times up front), was for this company to start the job and then drag it out for a month with their stuff all over our house and us living in a construction zone not being able to decorate for the approaching holidays. One of us works from home and the other is recovering from year long intense brain cancer treatment. We even trusted this company enough to arrange to not be in the house for TEN DAYS, so they could complete the work and we wouldn't be in the way. Then, when we returned to the incomplete job on 06Nov18, we also understood despite various excuses. Our complaint is NOT based on the time that the job took (even though unacceptable and NOT because of waiting for the windows) but the unfinished unacceptable results with no accountability from the contracting company, sub-contractor, ***, or ***. See the 6 pictures submitted with this original complaint for examples of the poor workmanship. This company and the Sub-Contractor would have dragged this situation out for months for various invalid excuses if we didn't pull the plug at the end of November 2018.
To clarify, the other non-window work was not initiated while the windows were on order as indicated and we have the documentation to prove this. The first thing completed was the back-door portico built on 25Oct18, the job start date. Of note, this back-door portico built by the Sub-Contractor still has exposed unprotected wood, not long enough drip edge flashing, and an incomplete paint job. The Sub-Contractor (SC), Sub-Contractor/SION Construction, dropped the windows off at the house on the evening of Friday, 26Oct18, with the understanding that his part of the job would be complete upon our return on 06Nov18 or shortly after. Until the windows were installed and fitted correctly, the interior shutters/blinds could not be hung, and we would not want them to be hung over windows installed incorrectly. However, it turns out that the interior shutters/blinds were incorrectly ordered through ***, but it took several threats to get the Sub-Contractor to eventually refund the $2200.
When it became clear that the SC's workers did not have the knowledge and were not capable of correctly installing/fitting the windows, we tried to communicate the issues on several occasions to the Contractor and Sub-Contractor, Sub-Contractor. However, neither would come to the house and supervise/inspect the work being done. This did cause quite a bit of frustration as you can imagine because a lot of money was at stake and already paid but the work was sub-standard.
The workers were focused on cosmetic issues but were asked to immediately address the installation/function of the 15 windows but despite several requests nothing changed with regard to the window installation. Several still do not stay up on their own, several have a visible gap/air between the window/frame, NONE of the screens stay in place or fit the windows, NON-galvanized nails were used (which invalidates the *** warranty), and several windows do not lock correctly. We have had 2-3 other contractors/companies out to try and salvage the situation and give estimates (including *** where these windows were purchased) and have been told that the windows were measured incorrectly (brick to brick), therefore the wrong window sizes were ordered and consequently not installed correctly which invalidates the *** warranty. We cannot get anyone to "fix" these windows because no one is willing to stand by this company's workmanship and provide a warranty for the brand new windows we purchased through this company. The only option is to purchase 15 more brand new windows in order to obtain a valid warranty. Neither *** or *** will help salvage this situation.
We made it very clear this contractor that we wanted EQUAL or BETTER quality replacement windows/screens than what we currently had (MI 1650 series insulated dual-pane glass with heavy-duty weather-stripping). However, *** NON-INSULATED windows were selected as replacements when according to ***, they were not the correct selection for this region and for $10/window, the INSULATED *** 250 windows should have been selected. Again, we trusted, PAID, and relied on this company to get our new house ready for winter. We don't even have an itemized bill from this company; the windows were purchased in the Sub-Contractor's name, but the receipt not provided or any warranty information. We had to find the serial number on one of the windows in order for *** and *** to look up the order and speak to us about this issue. Imagine if one of our animals went to sit in an opened window they installed and leaned against these loose screens? The workers had to have known when installing them that they did not fit but I guess they just hoped we wouldn't notice. Contractor was notified PRIOR to starting this job that we had just bought brand new PET screens and wanted them saved or equal/better quality replacements.
This contractor and SC were provided with the house back-door keypad code as well as the alarm code to enter as needed. No one turned off the water supply, so paint brushes couldn't be washed, that doesn't even make sense. We never even knew when the workers were going to show. There was no communication at all throughout this job.
In the end, we paid this company $17,200 for 15 un-warrantied incorrectly installed windows without screens that must be replaced again (*** estimate $9200-$9700), a poor uneven patchy exterior paint job, completely unacceptable stucco repair done by hand, and they never even completed the job by re-sealing the side of the house and re-paving the parking pad. We have documented all the poor workmanship and incorrect window installation with pictures, filed an Maryland Homeowners Improvement Commission (MHIC) complaint, and will also be filing a civil complaint once appropriate. This company took our money to perform work that they and/or the Sub-Contractor were not qualified to do and left us in a worse position than before we signed this contract. The burden is on us to document and prove this company's misconduct and it is monopolizing our time and energy which is not fair. We haven't even mentioned all the marks all over the walls, the hardwood floor and new dining room table gouges, the stucco mud all over the exterior bricks that can't be removed, the stucco mud in the new HVAC machines because they weren't covered, etc. Currently, as of this response in January 2019, we have paid this company $17,200 but still have non-caulked exposed windows, exposed exterior wood, the side of the house desperately needing re-sealed, a patchy exterior paint job, and non-fitting loose window screens. We are beyond frustrated and will aggressively pursue this matter until either this Company/Contractor does the right thing and returns our money, or we are satisfied with the consequences/penalties bestowed upon them so that in the future they are less able to take advantage of unsuspecting customers placing their trust in them.

I used this company to repair and restore my deck. Alexander S and his uncle were very professional and kind. The quote for the work I wanted done was very reasonable. They did an EXCELLENT, EXCELLENT job on my deck.
