Initial Business Response /* (1000, 5, 2015/04/14) */
Due to HIPAA guidelines, we are unable to place a Christie Clinic bill in the name of a parent for an adult patientThe State of Illinois views an individual as an adult when he/she turns and at the age of 18, each patient has certain
privacy rights by lawOne of these rights prohibits our organization from disclosing any protected health information, or PHI, to anyone other than the patientOur billing statements include PHI, so these may not go out to anyone other than the patientWhile the balance on this particular account is listed in the adult child's name, internally we have the parent's name listed and any collection activity will be directed to the parent as the child was a minor during this time frameShould this balance be turned over to a collection agency, it would be turned over in the parent's nameOnly balances incurred after the patient's 18th birthday would be pursued from the patientOf note, the majority of the balance was billed to the parent on five separate statements with no payment, with the oldest statement being sent in June of The account was just recently placed in the adult child's name due to ageIn an attempt to resolve this issue and as a courtesy to the patient, I have suppressed statements from going out under the adult child's name and have sent one final statement reprint to the parentWe would anticipate payment in full on this statement as the consumer indicates that is what she intends to do in the desired resolution portion of the complaint
Initial Consumer Rebuttal /* (3000, 8, 2015/04/15) */
(The consumer indicated he/she DID NOT accept the response from the business.)
When my son received services by Christie, he was years-old, still making him a minorChristie sent the bill after he turned years-old, but when he received the medical services, he was still years-oldIn addition, of the $charges were paid during my son's office visit, so the bill is not $50, it is $Christie still billed me after taking my cash for the co-pay during those visitsI will send proof of payment following this response
However, I still do not accept the explanation received by Christie, in that they sent a bill to a minor, year-old, who is still in high school, with no job! I believe that Christie is fraudulent when billing, and they know my son was years-old when he received services, but yet, they are lying and saying that he was years-oldIf I have to, I will get a lawyerI do not want my son's credit to be compromised, because of this billI only ask that the bill is first corrected, then sent in my nameI know Christie can do this, they refuse toI do understand that once he is years-old he is considered an adult, which is crazy when most year-old are still in school!!! But in this case, he was years-old when services were rendered

The payment that was received for $was posted to the account to charges that had not yet been sent on a billing statement. This was done in error and we apologize for the confusion. This payment has been moved to the balance that it was intended for originally based
on the July statement. The charges that still remain due on the account will be sent on the next billing statement that will come out in September 2017. Billing statements do not go out on charges that are pending with the insurance carrier for payment, therefore the account balance will often change from month to month or increase month to month even if payments are being made by the patient as claims continue to process. Christie Clinic has no control over the time frame in which these claims process with the carier. HIPAA laws do prohibit Christie Clinic from releasing any Protected Health Information (PHI) for a patient to anyone other than the patient. This would include service details, dates of service, demographic information, etc. The patient can give someone access to their account by filling out a Verbal Release Form. This would allow the person that they've designated on this form to access their account verbally. Due to the fact that this document had not been signed by the patient, I was unable to provide any specific information to the patient's spouse. As mentioned above, the payment has been moved to the charges it was intended for. This complaint is considered to be closed at this time with no adjustments being made to the balance
