The customer in concern, renter of the home which we provide service, has been frequently delinquent for a number of years.  After several attempts to work with customer and make arrangements with customer and customer not honoring the agreements made, customer was made aware that any further...

deliveries would be COD ONLY, which is policy for any rental house in which we provide service.  Special Delivery fees are charged when a customer does not give proper notice and requires us to make an emergency trip.  Customer called when he was out of gas and required a delivery within 24 hours (normally delivery time frame is ~1week).  He was made aware of this fee before delivery as well.  The majority of our residential invoices have been partially, if not entirely, handwritten for the past 24 years-- any fees would indeed be hand written on the bill.  The responsibility of post-dating a check lay entirely with the customer.  Even after said $200 payment was applied to customer's account, he is still $232.31 delinquent, which also eliminates the possibility of said "~$80 credit" that customer claims was not noted on his bill.  Customer owes entire balance in question, and must pay all for all future deliveries prior to, or at the time of delivery.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint. What do they mean "customers issues have been addressed"?  Nothing has been addressed.  The bill attached is the same one I have.  It can clearly be seen that the special delivery charge was added on after the bill was filled out.  The tax and total have been scribbled out and changed to reflect the fee.  Also that bill is missing a credit of about $80.  If the company states that all deliveries are COD, how is it that they delivered and billed later for 4 years?  Sorry but this is a matter of principle.  There is no way I will pay this $50 fee.

This response from Cincinnati propane is a lie.  They have never charged a special delivery fee.  I have called numerous times to request a delivery and was never charged this fee.  They say that rentals are COD, yet they have always delivered and billed at a later date.  I will not be paying the $50 delivery fee.  I was never informed there will be a special delivery fee.  This fee was made up by the business because of the argument over the phone.  Unless they are willing to drop the fake fee and pay form my bank fee because of not honoring a verbal agreement, I will not pay the remainder of the bill.

All of the customers concerns have been addressed.  Attached is a copy of the latest delivery, clearly stating COD as the majority of his bills have stated.  Customer has also received multiple automated disconnection notices via our statements which are continually ignored.
