I own [redacted] In [redacted] 2011 I paid them to tear up and resurface my parking lot.Pavement starting lifting and buckling shortly after.On [redacted] 2011, I hired City Line Paving to dig up and resurface parking lot of [redacted]. Couple of months after completion they had to come back and fix an area that was lifting in front of the customer entrance to our waiting area, which was flooding because it was pitched incorrectly.Next winter it started cracking and lifting. They then had to come out and fill in cracks where buckling and lifting was occurring. 2013 we had them out to seal coat the lot, which was never completed because they started to late in the fall. Winter of 2013 the parking lot started buckling and falling apart. Customer waiting area in service continues to flood every time it rains, causing damage to carpeting inside room. I have sent them multiple request,with pictures both in mail and email, with no response. This spring, 2014, I had [redacted] come out and give me an estimate to fix the poor job done by City Line. [redacted] said the problem was, the job was done incorrectly around the service drive area. They are charging me [redacted] to repair.City line told me the resurfacing they did, should last 20-25 [redacted] will testify that the job was done incorrectly.Desired SettlementI want City line to fix it correctly, or pay me for having someone else do it, before the winter. did.I also want them to take any reference to [redacted] off their website as a satisfied customer.Business Response In [redacted] 2011, City Line Paving was hired by Mr. [redacted] to repave the parking lot at [redacted] . After recommending the existing asphalt and sub base be removed, Mr. [redacted] requested a quote and decided to move ahead with pulverizing/reclaiming the existing material. In order to keep business operating, work was scheduled in two phases. The first phase began on [redacted] of 2011, and the second phase on [redacted] 2011. We did return, as stated and to Mr. [redacted]'s satisfaction, to repair the area of concern. On [redacted] 2012 Mr. [redacted] emailed us requesting a quote for sealing of the lot at [redacted] which was forwarded to him on [redacted] 2012. At no time during this communication was there any mention of cracking or lifting. In [redacted] of 2013 Mr. [redacted] emailed that he was concerned with some cracking that had occurred over the winter. We were still in seasonal shut down and not regularly checking messages so he received no response. I did however respond to his email on [redacted] 2013 and apologized for not getting back to him. Being two years later and under no warrantee, we still went out and filled the cracks free of charge. Again, Mr. [redacted] was a satisfied customer and hired us to do the seal coating work that had been previously quoted. Mr. [redacted] put us in touch with his [redacted] to coordinate the job. Sealing was also to be done in two phases. The first phase was scheduled to begin on [redacted] 2013 and the second, Sunday [redacted] 2013. The first phase was completed but the forecast for second phase was possible afternoon showers so City Line spoke with [redacted] with obvious wash out concerns. [redacted] insisted on moving forward stating that all cars had already been moved and he was thinking the weather would be later into the evening. This was not the case, showers came soon after sealing was completed and washed out areas of the lot. When [redacted] had called that week informing us of the wash outs we tried to schedule a day to recoat those areas but was informed at that time Mr. [redacted] did not want to proceed because of the inconvenience of relocating the cars. On [redacted] 2013 we got an email from Mr. [redacted] stating he wanted a substantial discount off the price because he was unhappy with the results. (Without getting off track, the original quote in 2012 was [redacted] Before work began in 2013, we had lowered the quote to [redacted] plus added the small front lot that had not been part of any paving we did.) That being said, Mr. [redacted] was only invoiced for the first phase of sealing in the amount of [redacted] and to date we have not received any payment from him. As far as the repair quote, it looks like [redacted] is removing ALL UNSUITABLE material which was the recommendation we gave in which Mr. [redacted] opted NOT to do, instead going with pulverizing. With the work no longer under warrantee and the fact that we had gone above and beyond in trying to keep a satisfied customer, we feel because we had discussed the different paving options we should not be paying for his choice.Consumer Response (The consumer indicated he/she DID NOT accept the response from the business.)I am the owner of a succesful dealership, I have a different view of doing business then Cityline does., if any complaints against us, we satisfy the customer.Check your records and you will see few, if any complaints against us and we have been in business since 1977. Apparently, Cityline does not.When we spend [redacted] on repairing our lot and are told it should last for 25 years, we expect that. Not after 1 year we would need to do it over again.What Cityline is saying is a lie.I know nothing about paving, I relied on Cityline to tell me what to do. They recomended pulverising the pavemkent and using the regrind, which they said made a stronger base.They also said they were going to use hot asphalt that was fresh, not asphalt mixed with regrind.It would be stronger.They were continuosly notified about the problems. I have emails and photgraphs showing communication throught the problems years, whcih were never addressed.Other then the one time they came out to try and fix the flooding of the service entrance doorway, they have ignored the problems.As far as them sealcoating, the guy they sent down to do the sealcoating, a relative of them, recomended not sealcoating because it would not dry and may wash out. They will deny this.The son of the owner of Cityline felt the relaative didnt know what he was talking about. He said we should be ok doing the sealcoating. It didnt dry and washed out.If you looked at lot today, you would see there is no sealcoat on pavement, becasue it washed away.As far as the bill goes, I never recieved one from them, but would not have paid it anyway, because it all wahsed away.Final Consumer Response (The consumer indicated he/she DID NOT accept the response from the business.)They are missing the point that any pavong work, especially if it is dug up and compacted correctly, will last many, many years.The sealcoating has nothing to with the lot buckling and lifting, I dont know why he is adding that in. Why would I pay for seqalcoating that washed away?The contracting I did with them for sealcoating was done before the parking lot buckled and flooded our service waiting area.They new there was a problem. theey fixed some of the cracks with crack sealer, but in the winter it all lifted and buckled.The estimate of [redacted] is for [redacted] whom I know no one at. Just word of mouth and reputation.They are going to dig up damaged area nd replace correctly..They will give me in writing what they feel is the reason it cracked and lifted and when I sue Cityline in court, this will all come out, along with the pictures we took showing the pavement lifting 4 inches in places.Cityline was offered by my attorney to come down and take a look before Lazaro started their work. They never showed up.Final Business Response Again, let me emphasize on the fact that we pulverized the lot we did not dig it up. This was per customers choice. The area of concern was graded to the best of our ability as there are existing railroad tracks beneath the asphalt that could not come out. There was a problem with water collecting and we corrected it. The following Spring Mr.[redacted] contacted us about some cracks he noticed in other areas, it was the beginning of the season and he did get pushed back but we did go out and fill them with hot rubber. At this point there was no mention of any concerns with the previous repair to the entrance area. In fact this is where he requested the quote for sealcoating the lots. I still don't understand that if he was so dissatisfied with our work and supposedly so vocal about it, why hire us to do more! We now believe he never intended on paying! Thank You, [redacted]
