Initial Business Response /* (1000, 14, 2016/01/26) */
The Solid Waste Service (SWS) department handled the issue as follow:
Assigned driver, [redacted] arrived to location to empty container. [redacted] noticed graffiti on container and contacted Foreman, [redacted], instructed [redacted]...

to continue with route and not empty container. [redacted] then communicated with office staff regarding the issue and submitted issue on cartegraph.
Shortly after, resident, [redacted] called department and left a voicemail stating his cart was missed. [redacted] contacted Mr. [redacted] and explained the situation. [redacted] stated the cart was COE property and needed to be treated as such, once notified of container being cleaned arrangements would be made to empty container.
[redacted] later contacted Supervisor, [redacted] regarding the issue. I, [redacted] went over the account and cover the same information [redacted] had cover with Mr. [redacted]. Customer was very unhappy to have to clean COE cart.
This issue took place on 12/18/15 and [redacted] went back to empty container on 12/21/2015, once SWS had been notified of graffiti being removed.
There is another issue listed on cartegraph for 9/24/15 (see the attachment, which makes the two issues listed as customer states in complaint), stating the container was too heavy and truck was unable to lift and empty cart.
I am aware that this customer had been missed twice in the past 6 months, both times were due to new drivers covering the route. These issues are not listed on cartegraph because it was not due to customer error, both of these times resident contacted SWS and was arranged a pickup.
Polycarts are COE property and misuse of them is not allowed. The SWS will always work additional arrangements for resident if its due to driver error and ask residents to comply with policies and procedures to ensure everyone is service on a timely manner.
Every issue mentioned by the resident has been addressed accordingly.
