Initial Business Response /* (1000, 7, 2015/03/11) */
Regarding Mr. [redacted]'s [redacted] with the Turbo problem. The truck was brought to City Tire & Auto for an MVI (motor vehicle inspection), turbo issue and an illuminated ABS light. Upon initial inspection of the turbo system, the turbo itself was...

free spinning (a test to see if the turbo is broken) and was obvious that one of the issues was that the back pressure tube was completely disconnected from the exhaust manifold. In order for the turbo to work correctly it requires the back pressure sensor to be operating correctly which cannot happen with the tube rusted off from the exhaust manifold. As well, there where DTC's (data trouble codes) indicating that the systems wasn't working because of the failed tube/sensor. Even if the turbo itself was replaced without the back pressure tube fixed, it still would not work correctly. City Tire followed the manufactures recommendations to rectify the issue, but still did not produce the customer's desired result. It was determined after the turbo system was fixed that the turbo needed to be replaced. If the turbo wasn't free spinning upon initial inspection we would have quoted a new turbo along with the back pressure tube and exhaust manifold.
The duration of the repair was due to parts that needed to be ordered from out of the province. Even though they were flown in weather related delays occurred with the shipping process which were out of our control.
We did not complete any work that Mr. [redacted] was not informed of or did not approve of. Due to rust related issues extra hours were required; Mr. [redacted] has since been reimbursed for these additional charges.
I did not avoid Mr. [redacted]'s calls. I was out of the country on business and returned his call my first day back in the office but did not get an answer. Later that day he reached me before I tried his number again. At which point I informed Mr. [redacted] that I would talk to the store manager and he would offer a resolution.
With reference to the other garage quoting on the work City Tire completed (No more than a $1000). Labour rates vary from one garage to the next we have a higher labour rate than that garage so naturally we would be more expensive. As well it is very easy to suggest that they could have done it in less time. Later City Tire told Mr. [redacted] that we would not be able to properly install a turbo for less than $2000. At which point Mr. [redacted] located a garage with a used turbo for $400.
To the point that Mr. [redacted] felt that he was targeted as a "Sucker". Upon inspection our technician identified a large number of issues with the vehicle that would not allow it to pass the provincial motor vehicle safety inspection. At which point we tried to advise Mr. [redacted] NOT to invest the money required to get the vehicle to the proper road safety standard (this included the exhaust manifold and back pressure tube) as the vehicle would not be worth the money invested even after the required work was completed.
The lateness of this reply is due to the wrong mailing address that the Revdex.com has a file for City Tire. We did not receive letter until the 6th of March, 2015. It was on this day that Mr. [redacted] picked up his reimbursement we offered derived from where we believe City Tire was wrong (extra unapproved labour time).
