May 20, 2016Dear *** ***,I am in receipt of the notice of complaint filed regarding the billing for services provided by our client, Clarks Summit Fire Company No In the complaint, it is mentioned that he does not agree with the fact that he is being balance billed because my client is a
non-participating provider with his insurance carrierPlease understand that many ambulance companies are not participating with *** *** plans due to the fact that *** *** does not make it beneficial to do soTheir reimbursement rates to participating providers are well below the cost of doing business in exchange only for the benefit of having the check for services mailed directly to the provider rather than to the patientI'm sure I don't need to tell you that it is increasingly difficult to finance the vital services that EMS providers render to communities in today’s economyWith decreasing reimbursement from government programs as well as many other insurers coupled with increasing costs of supplies, vehicles, manpower, etc., being nonparticipating is the best option even when it means chasing patients for payments.All of that being said, we do sympathize with the complainantWe feel that in emergency situations insurers such as *** *** should not process claims considering participating or non-participating because the patient does not have a choice of who responds when they dial The complaint here is not with my client but rather with *** ***I wander if he appealed the claim with his insurance asking them to consider the claim differently due to the nature of the call and the fact that he had no choice in who responded?Please note that during a conversation with the complainant's spouse on December 11, 2015, our office staff explained that the patient would be responsible for any balance after insurance and a payment plan could be arranged at which point she agreedAs a matter of fact, she herself had asked for a payment plan to settle the balance on the accountAlso note that on March 16, we received a letter of hardship from the patient which we had forwarded to my client, Clarks Summit Fire Company No Because Clarks Summit Fire Company is a volunteer organization, they must wait to pass that letter for approval before their BoardWe were currently waiting for approval when we received the notice of the Revdex.com complaintAs a token of good faith, we have placed a call to Clarks Summit Fire Company No who has agreed to write off the balance on this account.Again, we sympathize with the complainant in that insurers should understand that their insureds have no choice in the provider who responds to a call in their time of needLikewise, insurers should fairly reimburse EMSproviders for the valuable and necessary services they render to the communities in which they reside.Please feel free to contact me with any further questions or concernsI will be happy to assist in any way possible.Regards,Heather GCAC, CAPO, CACO Operations Manager HIPAA Compliance Officer
