We have reviewed concern ID [redacted] submitted on 9/12/16. We have spoken with this customer previously in an attempt to explain the process by which transactions are received and processed by our bank. The "delay" the customer is referring to is the time lapse between when the customer...
performs a debit card transaction at a merchant or ATM, and when that transaction information is received by the bank. This process is not instantaneous, and the bank has no control over when we receive the transaction. In some cases, it may take a period of a few days before the transaction is sent to us. This time frame varies by merchant and several other factors in the Electronic Funds Transfer (EFT) process. Once we receive the transaction, it is processed and posts to the customer's account. We have no control of when we might receive a particular transaction from a merchant. Additionally, some merchants (most notably gas stations) "pre-authorize" a transaction for a very small amount. This process is simply to verify that the account exists, it does not verify the amount of funds in the account. After this pre-authorization, the customer can then proceed with the transaction. This explains why a customer might be able to purchase gas in excess of their available funds. Again, the bank has no control over this. The pre-authorization process varies by merchant, and once we receive the actual transaction it is processed and posted to the customer's account. We reviewed the customer's account in question and have found no instances of processing delays that caused erroneous fees to be charged to the customer.
