Clement Construction Reviews (1)

Company was hired to complete a 203k rehab loan. None of the work was completed, and funds were taken for services not performed.Hired contractor to complete work based on a scope of work, and a agreed upon price. After making several attempts to get them onsite to do the work, they finally sent someone who attempted to frame a bathroom, and was unable to even build a straight, level wall. I contacted [redacted], he came out to look and confirmed the work was not satisfactory. His crew was once again dispatched, was unable to figure out how to do the work and left. [redacted] was contacted and said he would come out and do the work himself, but never showed up. Since then nobody has been back out to do any work, and we have had to find a new contractor. He is currently in possession of a couple thousand dollars of our money for work he didn't do. I have documentation in the form of pictures, emails, and recorded conversations to prove my allegations.Desired SettlementBased on the funds dispersed to them, and the work we were charged for and was completed, we are owed around 2000 dollars for funds he charged for sealing HVAC ducts, bathroom framing, and several other services he was unable to perform.Business Response /[redacted]/Contact Name and Title: [redacted] presidentContact Phone: XXXXXXXXXXContact Email: [redacted]@aol.comYes it was a 203k loan which means my contract was with them not the owners. But upon starting the work the owners would call there own subcontractors to do the work and tell me I needed to write checks to them. I scheduled several days to go out there and when we get there they change there mind on what they wanted the bathroom layout. When it was decided I sent a crew out to do the work. They complained and said the walls were out of level so I sent another crew out there and the tub wall in question looked out of level but it was level the studs were just cut different lengths due to the existing floor being out of level. Reason why I stopped going because they ran out of the allocated funds the loan company gave me by hiring there on subcontractors to do the work and by having me do other items that weren't on the original scope of work. The only monetary dispute was over the trip charges going out there not to do anything and a dumpster they said they wanted which I normally use my dump truck or dump trailer. After talking with the loan provider they told me it was best just to credit those two items which was a total of $750 which I did and mailed it to them yesterday and I have proof of my conversations with the homeowners and the loan companyConsumer Response /[redacted]/I would ask that this person provide documentation to support his statements - I have mine. The reason we had to request that he wrote checks was because he wasn't doing his job. And just to correct you, the contract is with the homeowner, not the mortgage company or housing administration. Contractors approved for 203K rehab loans are required to have the credit limit, and resources to complete a job without receiving the second draw. He had been paid 15k for the first draw, and wasn't even smart enough to track how much was spent, we had to do that. No work had been done when our mind had changed, so nice try. Once we agreed on a design you had over a month to do ANYTHING and did nothing but send two unqualified employees to frame a wall, and they couldn't even do that. I have pictures of the wall showing it was out of level by over 2 inches, and pictures of the tub frame to show the work provided by this company. In addition, I have since located another contractor who was literally laughing at the quality of work this company provided.Bottom line is this. Clemont Construction is not a construction company. Their employees, all 2 of them, are better suited working in the fast foot industry as they admitted to me they had no experience framing - he was a flooring contractor. You also lied and said you made numerous trips and were sent away, or nobody was home. You had ample opportunity to complete this work but realized you didn't know how, and didn't have the money to pay your employees - simple as that. We were charged 700 dollars for an HVAC contractor [redacted] provided to seal the duct work under the house which was never done. He also began work without securing permits and actually asked us if we wanted them ( how are we supposed to know if its required, thats the contractors job!). [redacted] misrepresented his company as being able to handle this job, sadly they were not. He didn't have the experience or monetary resources to pay his own employees without our funds which is also a requirement of an approved 203k loan contractor. Lastly, I recorded the conversation between [redacted] and myself when he came back and said the work HIS people had performed was unacceptable, and apologized for the work. He knew they didn't know what they were doing, simple as that.Final Consumer Response /[redacted]/(The consumer indicated he/she DID NOT accept the response from the business.)Simply put. I will not pay a single penny for any labor he says his employees performed on our bathroom. The work they did was not as even as good as what I could have done myself, had to be redone 3 times, and still isn't done right as it stands now. I have pictures to verify what I am talking about, as well as emails from him confirming the work was poorly done, and needed replaced. The document he provided is currently being disputed with OnQ and FHA. Once we have a final determination of the amount owed, I will attach these documents. This person should not be allowed to do business as a contractor - he clearly has no idea what he is doing.Final Business Response /[redacted]/I attached the contract and the invoices. I have the invoice with what I have spent on everything, but then the loan company wanted me to take off the amount that was over the original $14,750 to make the home owners happy so I did that even though I was losing money I did it to make them happy. The second invoice shows the amount of $14,750. Then the loan company said that they were still complaining about $750 so I took it off to lose more money just to try to make them happy. I have all the emails and stuff to verify what I have told you.
