the issue(s) with their login information for the compliance website and also to address the issues with the terminal that caused the merchant to call into our Tech Support lineThe merchant signed a year contract in April 2016, however due to the fact the merchant expressed their unhappiness with our service and requested to close their account; we will honor the request to close out the account without an early termination penalty/feeWe are issuing a return label to allow the merchant to return the equipment that our company supplied as part of the agreementIf the equipment is returned as requested there will be no additional fees assessed to the merchant and Payment Alliance International will consider this matter closedSincerely, Payment Alliance International

investigated this matter and here are our findingsThis merchant account was under review by our Risk Department due to the merchant processing outside of their known and approved parametersPer the merchants’ submitted application, they were approved in with a processing volume of $720k annually with an average ticket of $The merchant processed $446K within a month time frame of opening the account which is 60% of their annual volumeThey were also processing sales between $2k and $7k which are outside the approved ticket amountFor two weeks we attempted to contact the merchant concerning their account without successOnce the merchant did contact us we requested supporting documentation of the applicable sales in questionWe continued to see volume increasing and spoke to the merchant about the merchandise they were processingDuring this period we also started to see chargebacks for merchandise not receivedDue to the increasing volume that looked to be future delivery charges we began a process of trying to confirm what items were future delivery salesThese factors showed an increase risk to Payment Alliance InternationalFailure of the merchant to not provide all or any of these items (per merchants agreed upon contract) could result in processing being stopped, funds held and or account closed to processingThe information that the merchant supplied was not adequate enough to release funds, as additional negative action surrounding chargeback's for non-delivery occurredAdditional information and or requirements at that time were needed to help resolveIn this case the merchant exceeded their volume parameters and failure to provide the requested information resulted in funds being heldAs of the date of this response we are still waiting for the merchant to provide the requested information or the stated time period to pass from last chargeback to allow for a review for release of fundsSincerely, Payment Alliance International

We are in receipt of your letter dated November 2, 2016 regarding the above reference Complaint. Our records indicate that we spoke with Ms. [redacted] on 11/2/16 and advised her of the...

process she would need to follow in order to dispute the transaction in question.  Our national network of ATMs performs millions of ATM transactions flawlessly each and every day but there are times when a communication error may occur.  We are certainly sorry if this is the case and has caused Ms. [redacted] any inconvenience. The Federal Reserve has established formal requirements for resolution of electronic funds transmittal transaction errors. The cardholder must file a dispute with the card issuer and following an investigation and confirmation, any disputed funds due and owing to the cardholder would be returned to them according to normal banking rules and regulations.  Thank you for bringing this matter to our attention. We would like to reiterate that Ms. [redacted] must follow the official dispute procedures available to all financial institution customers by filing a dispute affidavit with the card issuer.
