Please see attachments.COBB ELECTRICBrownfield Road, Douglas WY 82633Office 307-358- Cell [redacted] Email: [redacted] 6/15/17Dear [redacted] ,Case # [redacted] Thanks for keeping us updated on this case.I have a few additional thoughts on this case to share with you.This is not a new invoice, only a reminder of the unpaid balance that is dueWe believe that we have done what was asked for by [redacted] We invoiced her for the work that was done on her propertyShe sent us a payment of $ and a hand written noteThe envelope is post marked 7/25/The note explains that she needed additional time to payPlease see a photo of the attached noteWe have been very patient with this account, although she has never sent any additional money as promisedAfter waiting for many months we sent a reminder of the unpaid balanceIn return we received a questionable letter from Mrs [redacted] .After receiving the letter from the [redacted] s, I made several calls and left messages requesting them to contact me On the third attempt Mrs [redacted] did come to the phone, upon introducing myself she hung up on meI waited several days expecting a return call from themWith no return call and they being unwilling to talk with me on the matters the account was turned over to an agency for assistance.Yes – communication is the problem here!This is simply a “ Side Job” between the [redacted] s & Robin W [redacted] that went wrongA” side job “goes something like this, usually between friendsI contact you requesting that you do some work for me on the sideI will pay you in cash, you make some money, I save some money because I do not have to pay the price your boss charges & your boss will never find out about it This deal was started in the grocery store as stated in previous documentsProbably when Robin went to look at the work he discovered that it was a bigger project than he anticipatedHe needed additional manpower and our specialty tools for locating the problem underground cable He called me asking for a man, service truck, materials and toolsLikely they were to pay Robin in cash & never expected to be receiving an invoice form Cobb Electric, LLCThe State of Wyoming Electrical Safety Laws require a journeyman electrician to work under the supervision of a master electricianI am not aware of all of the activities that were going on or have taken place between Robin & [redacted] With what has taken place between them possibly there is some questionable activity here.Robin no longer works for us, attempts to contact him have been unsuccessful.Neither of the parties are willing to have a conversation about what has taken place at their property.As stated in previous correspondence, Robin was not the estimator or ever authorized to do estimates for our company.In the previous documents [redacted] has written about electrical issues at her placeUpdated wiring, bad outlets and breaker boxesI was not aware of these issues or what it takes to correct the issues, yet somehow she seems to be trying to hold me responsible for them.If our scope of work was to repair the underground cable to the house, then I believe that repair was completedThe other electrical issues appear to be an additional project.If she has electrical problems that are a safety concern I recommend that they proceed with the repairs in a timely manner.Communication is the problem here! June 7, [redacted] RE: ID [redacted] I am writing this in regard to the unresolved complaint about Cobb Electric in Douglas,WyomingI have not dealt with any electric companies to know what all it entails to get work done on a project and I guess I should have researched it betterThere was no paperwork or a bid or quote as to how much this would costOnce we received the bill in April of 2017, approximately eleven months after the payment was sent, there was no itemized invoiceSo I am not sure on the current business practices for pricing and work performed and the hourly rateI checked with the local rental business here in Wheatland to see how much it would cost to rent equipment to dig up the old electric line rather than people spending all day digging with shovelsReliable Equipment quoted a price of $140/day for an hrperiodI did not realize at the time that I needed to contact the office in Douglas to get this doneCommunication seems to be key for all of thisWe have spent $a year ago and are no closer to having a solution to the electrical issues that we started with, like updated wiring and outlets and breaker boxesNow Scoot Cobb has turned it over to a collection agency who has added another $on for a total of $I am at a loss as to what to do from here and would really appreciate any suggestions you may have in this matterSincerely, [redacted]

5/3/17 Dear [redacted], Thanks for forwarding the information from the [redacted] onto us. This situation has left me in a state of confusion as to what actually has...

taken place with as many questions as answers. On the evening of 6/6/16 [redacted] called me and asked if it was possible that we could do a job for the [redacted] the following day. He requested a helper with the tools for locating & repairing underground electrical cable. [redacted] lived in Wheatland, WY and we are based out of Douglas, WY. Approximately 50 miles away. At the time [redacted] was a journeyman electrician employed by our company. On the 7th [redacted] took a company truck, tools and materials to Wheatland to do an underground broken cable locate and repair. [redacted] net [redacted] in Wheatland. [redacted] and [redacted] told me the following day that they were able to locate the broken cable and were able to make the repair, restoring the power to the house to normal. On 6/14116 we sent an invoice # [redacted] for $ 929.95, ( please see attached invoice & note from [redacted] ). We received a payment of $ 300.00 from the [redacted] and a note explaining that the invoice was more than expected and they would be making payments on it. We were expecting they would make regular payments until the invoice was paid. On 3/21/17 we send a second copy of the invoice to them as a reminder that the invoice was still unpaid. I was unaware of any problems with the work or job until receiving a letter from the [redacted] on 4/20/17 ( please see attached copy of the letter ). On 4/24/17 I tried calling the phone number that we had on file for the [redacted], the number had been disconnected. A simple internet search showed [redacted] name as working at the [redacted]. I called the library on the 24th and was told she was not there that day leaving a message for her to please call me. On the morning of the 25th 1 called a second time with the same results. At 5:00 PM on the 25th I called again [redacted] did pick up the phone, after I introduced myself she hung up on me. Realizing the work place is not the best place for personal business, I left my cell phone number for them to call me at their convenience. I have not received any calls from them on this project. The appearance is that they are unwilling to work for a solution to the disputed invoice. Diagnosing, locating and repairing bad underground wiring requires knowledge, time and specialized tools. The cable is buried and cannot be easily seen, that certainly complicates the job. My understanding is this was the feeder to the house and they were experiencing power problems in the house because of the damaged cable.Open conductors and fluctuating voltages because of bad cable can under certain conditions be dangerous to life & property. A person could make the argument that walking away from an unsafe conditions might be considered unprofessional or non reputable. This leads to a few observations and questions. [redacted] had obviously been to the place several times and yet we only have time on his sheet for 6/7/16. How many time he had been there working prior to the 7th is unknown to me. It is stated in the documents that he was there several times. [redacted] no longer works for us. I have left him a message to contact me about this but have not heard from him. The [redacted] have never contacted our office asking for an itemized copy of the invoice. Neither the [redacted] nor [redacted] Wickem are willing to talk with me about actually took place between them. Why is that? Mrs. [redacted] has never contacted our office about getting someone to her place to do an estimate. The flow of business is that a customer makes contact with our office and sets up an appointment for someone to look at the job. I am the one that meets with the customer and takes care of the estimates. Hiring a contractor in the grocery store is that normal?[redacted], [redacted] & [redacted] appeared to start out as friends having parted ways during the process. What has gone on here that we do not know about? Could this be a "good friend "project that has gone bad? I have never been to there place, done work for them before or have any knowledge of what their current or past electrical problems are. Thank you Scott Cobb - Manger

Unfortunately [redacted] was not authorized to do estimates for our company nor was it ever part of his job. I was never made aware of the need for an estimate of work and cost for this job by [redacted] or the [redacted]. I am rejecting this response because:  Over a year ago we have tried to get an estimate,bid or quote on some of the electrical issues at our residence. At one time there were 4 or 5 electrical companies/contractors here in Platte County. Now there is one here that stays really busy and I am not sure if they do residential work. So that is why I tried to get something done with Cobb Electric in Douglas,Wyoming. My husband has been acquainted with Robin W[redacted] from when he lived in [redacted]. He has bought firewood from us the past 2 winters and knew where we live.  I never intended for this to be a "side job". Robin W[redacted] told me his boss approved of the work to be done since work was slow in the Douglas area. We did not have any reason to believe that was not true. And we were not aware that Robin W[redacted] is not the required electrician for the job nor that he cannot evaluate the situation and what is needed. How could we have known that he was not authorized? Or that we needed to only go through the office? Yes, communication is an incredible tool when used the right way. Not calling someone numerous times at their place of employment and being sure that someone you thought you needed to speak with hung up on you. This isn't a personal attack on you. I needed to get the job done, and over a year later I am no closer to that goal. And since Robin W[redacted] is no where to be found, it seems I will have to pay the price for his employer not communicating what needed to be done and having everything in writing. I only hope this doesn't happen to someone else trying to get work done with Cobb electric. If you were going to follow protocol when doing business, perhaps you should explain everything that is needed for a job to all your employees so this does not happen again.  I do not appreciate the slanderous remark about " all of the activities that were going on or have taken place between Robin & [redacted]. With what has taken place between them possibly there is some questionable activity here." You stated that Robin no longer works for you. Perhaps because there is such a poor line of communication for everyone involved.Regards,

I am rejecting this response because: When we originally asked about getting an estimate on the cost and time frame and all that would entail, the evening of June 6,2016 [redacted] came by after work we thought he would assess the situation and get back to us with more information. The next day he showed up and supposedly did all that was needed. We sent a payment, thinking there would be work done to justify the $999.94 bill sent to us. Since there was no further contact, we sent sent a check for $300 that we thought was more than  fair and thought we had heard the last of Cobb Electric. So it was somewhat of a surprise almost a year later to receive a bill for $669.94. Yesterday we got a collection notice from [redacted] in [redacted] for what Scot Cobb thinks we owe him. In order to resolve this matter, we would like Cobb Electric to leave us alone. And use our money to resolve the electric issues as needed by a company that will give a price quote and do all the work needed
