[redacted] began to email the Park regarding an unlivable Spartan RV we had for sale for $1.00 if the eligible tenant passed our back ground check and paid a security deposit.  This is the $1.00 ad for the Spartan:We are offering to the right person a Spartan Trailer for $1.00.  What...

is the catch?  It needs work!  And you must live at our Park.  This home is unlivable at this point.  It has no kitchen, bathroom needs work, plumbing, electrical, sewer, painting inside and outside. And more. Since this home is not livable so we will offer you 3 month’s free rent while you get it ready.  You would pay every other month, plus sewer after 2 months and electrical when that is working.Ms. [redacted] responded to this ad, but I think she was confused.  In order to have the $1.00 price for the home, she would be required to pass the back ground check and pay a security deposit.  Our other ad for the home read: Spartan Collectors: The inside of this home does not have much salvage, but the outside has some items that you might need for an on-going project. Uncertain of the year of this unit, best guess is between 1950 and 1960 (ish). Tires are worn and possibly flat. No idea about the condition of the hitch, axle, or other questions like that.The pictures speak for themselves, but in the right hands this could be a beautiful home. We are asking $350.00.Ms. [redacted] and her father, [redacted] came to visit and see the home.  I took their information for the back ground check, which I explained, was needed if she and her father were going to live at the park.  Had they wanted to buy the RV, all I would have needed was a money order or a cashier’s check for $350.00 and they would have been given a bill of sale.  I would have needed to know how long they were going to keep it at the Park, as if it went past a month arrangements for a storage agreement would have been required.  My understanding was the Mr. [redacted] was going to live in the space next to the Spartan.  His daughter would live with him while they made this home livable.  She would have bought the home then for the $1.00 and paid rent every other month for 3 months.  Her father would have paid regular rent, with an incentive we offered new tenants of $100.00 off the first full month and a security deposit would have been required from both of them.  I had all of their information, but needed the money for their background check.  I thought they had left to get it.  I discovered that Mr. [redacted] had parked his RV on the space next to the Spartan.  I told them they could not stay, as they were not approved by the Park.  At that time, they said they would find another place to stay and would return.  They did not.I emailed the following to Ms. [redacted] regarding our policies to become a resident at our park on July 5, 2016.Hello [redacted]!Here is the process we go through for new tenants.Who we areAt the Columbia MHP-LLC we are looking for people who want to be part of a community.  Neighbors helping neighbors, looking out for one another, and making this a quality home.  We are located at [redacted], Longview WA  98632.  We are close to beautiful Lake Sacajawea, down town Longview, and the Oregon border.  Rent information• Rent: $450.00 • Sewer $45.00 (after 2 months) • Electric as used by tenant. The Park uses its own meters and they are recorded monthly.  • Water may be included as part of the rent at some point, but is not at this moment.Other Expenses• Back Ground Check- $29.95 per adult (non-refundable)• Security Deposit- To be determined by the ParkThe Incentive!As part of an incentive we are offering $100.00 rental credit off of your first month’s rent.  After consecutive months of on time payment we will give you $450.00 off of the seventh months’ rent.   (Electric and Sewer must still be paid).Back Ground ChecksThe Park does back ground checks on all future tenants.  This is to ensure that we get quality residents and everyone one who is interested is encouraged to apply.  The back ground check will research criminal and credit history.  Don’t let a poor and non-existent credit history discourage you.Cashier Check or Money Order $29.95 per adult is to be made out to:Columbia MHP-LLC.  What we are looking at:Criminal History- Some of the things the Park looks at is Major Felonies and Misdemeanors. Using, selling, or are involvement with illegal narcotics (meth, heroin, etc.), involvement in prostitution and other illegal activity.Credit History- Evictions and credit rating.  We can work with those whose history is not the greatest.The items needed to fill out the back ground check history is the following:1. Photo ID2. Social Security Card (We will not make a copy of your card, but we need to make certain the social security number that is put on the back ground check is the one that is your SS# card.  The Park Manager will write it down for you on the application)3. Phone numbers 4. Email address for each person applying5. Bank account number6. 4 months of paycheck stubs for each7. Any other information regarding other monies such as SSI, SSDI, Child Support, Financial Aid, etc.After the $29.95 is deposited you will receive an email link and will fill out the back ground check again.  You will have been given a copy of your back ground check and can use that to enter your information.  Fill it out immediately so my supervisor can let you know how much security deposit will be.  Depending on your credit history, the Park will decide how much the security deposit will cost.   Again, don’t let this worry you.  If necessary, we will work out a payment plan with you.  However, the security deposit must be paid as soon as possible.  Depending upon when you move in you will be pro-rated for that month’s rent.Older HomesOur park accepts older RVs, 5th Wheels, Mobile Homes, and Motor Homes.  These are our requirements:• Must be livable with working shower and bathroom• Must be in decent shape.  If it needs painting or power washing you must be able to comply.  No dents, holes, or dilapidated exterior and interior• You have to be willing to make your home as nice as possible, inside and outPetsPets are welcome at the Columbia MHP-LLC if they meet the following conditions:• All animals must be spayed or neutered• No animal over 35 pounds• Must have proof of rabies shots updated• Must have or get license(s) per Cowlitz County Ordinance• No more than 2 dogs or cats• Owners MUST pick up after their pet’s feces• Dogs must always be on a lease when in the Park area• Any complaints from other tenants from animal barking, left messes, aggressive to other people, or other will result in the removing of your pet from the ParkIf you have more questions my phone number is 360-423-5909.  My hours are10:00 A.M. to 4:00 P.M- Monday through Friday.  It is best to make an appointment, as sometimes I am away from the office for other business.Sincerely,Holleigh Y[redacted]Property ManagerColumbia MHP LCC[redacted]@cammgtservices.com360-423-5909I was always polite and clear about the difference between the $1.00 and $350.00 in sales regarding this RV.  I would never coerce anyone into buying or applying at our Park.  I did not change what the original arrangement was to be with Ms. [redacted].  I found her father and her very nice people who would have made a nice addition to our community.  I honestly believe there was a misunderstanding regarding the $1.00 and $350.00 deal we were offering.  I was not deliberately trying to make this a difficult process for the [redacted]s.
