by high bills during peak seasons. It is a means of offering the customer an equalized payment amount for 11 months with the settle up period during the specified settle up period, which is currently March. The amount calculated is based off the customer's previous usage history.

It was explained to the customer that he would pay the same amount each month until the settle up month at which time any difference between the actual charges and the budget billed amount would be due or credited. The customer service representative explained to the customer the difference between his actual bill and the budget billed amount and that the difference accumulates as a credit which is utilized in the time when the actual charge is higher than the budgeted amount.
