I was trying to assist the customer who had no order form or anything. To help him I did try and offer a settlement because I cant find any paperwork or date of order

Sir, if you disputed this with your bank then why are you still trying to get your money back and not letting the bank do its job?  This is a typical case like where lil jimmy gave away his candy and then said someone stole it.   You only dealt with me twice, once before Ranger School and now?  Ranger School doesn't allow 5 pair of boots in school sir, so is this that Integrity thing you were referring too?  I mean your wasting the Revdex.com time, my time and your time, you just PCSd you clearly could be focusing more on the mission at hand than going back n forth with responses.  You refused every effort to solve this issue because you want the last word and now you want a check sent to you when you already disputed this with your bank.  In agreement with the Revdex.com the best course of action is to let your bank settle this issue and I wont even dispute the charges.  I ve been in business for over 10 years and I can honestly say I ve never seen anyone buy 5 pair of boots at one time and I quite sure the rest of the soldiers can agree or seen anyone go one and one about trying to get the last word instead of settling the dispute.   Bottom line either you had more dealings with us or you bought the five pair of boots which would have total over $800 in sales in one transaction either way your story leans more toward an argument than a settlement.  Looking back on this issue would you tell your soldiers to follow these exact steps that you did in handling a dispute?  There certainly other ways that I could have handled this, one, I should not have allowed the sale and just said call to place the order, two, better communication. 
Sir, its a lot more important things in life going on like healthcare, terrorism and homeless veterans.  Lets come together and be a solution, I have a program where every quarter a wound veteran can get outfitted with boots FREE to help his or her transition back to full duty.  I  donate used boots to homeless veterans, serve meals to the needy.  I am the only retail store that have a NO TAX program for soldiers.  If you were truly after a refund you would have ended this like 5 conversations ago but yet you continue to reject my settlement offers and constantly complain about non issues when your card was canceled and stopped payment.  10 years from now you'll look back and see how pointless this was and laugh about it, in the mean time lets both find some better use of our time, me doing a better job with communication and you concentrating on being a better leader.
Final Settlement- No check will be mailed out, no boots will be mailed, contact your bank to follow up with your dispute procedures.  FYI, with any dispute a bank will automatically deposit your funds in your account until I dispute transaction.  Note: I WILL NOT DISPUTE THE $151.19 SO THEY CAN REFUND YOU YOUR MONEY. GOOD DAY SIR

Even in your message you said you bought 5 pair of boots so lets do the math.  An average pair of boots last about 12 months, you bought 5 from me, we been knowing each other for around 3 years and you say you didn't know I was shady????   Come on now lets be honest, you know honesty is the best policy right....listen if your feeling was hurt I'm sorry, my apologies ok.  Now, back to your refund....just to show Revdex.com and the whole word how Shady I am, this is what you get.  A refund, and.....I'm still mailing out your boots (if you like).  You purchased boots, you liked my service you came back for more, I gave you a discount, you came back for more, discounts started adding up and you was happy.  You lucky I didn't screenshot pictures of us hanging out drinking  together but then that would mean we were friends right???
Listen, Sarge, you pcs to Kentucky and insisted on paying for the boots (remember my employee was in there too, should I upload her statement were you insisted on paying, should I forward a copy of the security tape with voice recording your conversation???)
Again, I m not out to steal your money sir, I mean really ($153)  if you were really concerned about me stealing your money you would have disputed the transaction with your bank and cut off card, no you want to send a message??? Well you got it

I have reviewed the response made by the business in reference to complaint ID [redacted] and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.I really don't know what this merchant's response does to grant me a refund which is what I'm requesting.  I appreciate that the merchant posted our conversation, I was going to anyway, and everything that is stated in the text messages is exactly what my complaint and report stated. I have bought boots from him in the past (5 pairs in 2010 for RANGER school, some boots held up better than others). It sounds like he has me confused with someone else by his last statement, calling me "SARGE" and stating we have drank beer together. I'm not a Sergeant nor have we ever hung out other than in the store trying on boots.  My only interaction with this merchant is in 2010 and most recently with this complaint.  I don't see how any of this matters though, I'm an officer in the US Army, a man of integrity, and my word is my bond. Please have the Merchant send the statement from his employee, who I'm sure is worried about losing her job if she doesn't say what she is told to, but if he really has an audio recording (not sure if that is legal without posting notice in your store so your customers/employees know everything they say is being audio recorded) it will confirm that I asked to purchase the boots and have him mail them to me, the owner said there would be no issue with doing that and I would have the boots in 1 week.  Please post the audio recording! 
As for my bank, they are looking to challenge the purchase and get me a refund, that was the first step I took.  The only reason this has gotten so out of hand is because the merchant would not respond to my inquiries for days on end (look at the text dates) and finally, when stating he would issue a refund, couldn't recall the amount of the sale and needed my confidential debit card information which seemed strange to me and my bank and they told me not to give that info out. 
Again, all I want is a refund without giving my debit card info, is it not possible to mail me a check for $151.19 or refund the money based on sales records in your computer (reverse sale)?  No need to send me the boots in addition to the refund, I'm not wanting anything except what I'm already out.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.The merchant did not tell me the boots were on back order, in fact, he said they would be delivered to me the following week (paid for boots on 24 APR 15 and expected notice of delivery by 01 MAY 15.  Merchant was very happy to take my payment and did not attempt to deter me from this action.  Merchant went days at a time ignoring my phone calls, text messages, and voicemail messages in my attempt to resolve the matter. 
My financial institution has instructed me not to give my card information to this merchant and has opened an investigation due to the risk of the merchant using my card information illegally due to several "questionable" request from the merchant to include: Merchant claims to not have a record of the purchase price of the boots and needed me to tell them how much I paid for them, merchant requested all of my debit card information including my 3-digit security code from back of card, merchant calims to not be able to process a refund without my card information which is not accurate according to my financial institution ([redacted]) who stated the merchant should be able to reverse the sale, like most businesses do without needing the card information again.  According to the Revdex.com, the merchant can issue me a refund by mailing me a check without needing any of my card information.  I informed the merchant of the purchase price and informed the merchant I would not give my 3 digit code out or my card number due to the risk involved.  Merchant called me yesterday and threatened me with physical violence after I told him I would continue to file complaints on his business until he issues me a refund for a product I paid for but never received.  I have contacted the Columbus, GA Police Department following the threats of violence and will notify military police at Ft. Benning, as well as, my local law enforcement.  
Due to these extenuating circumstances, I do not trust the merchant enough to give him my card information and will adhere to my financial institutions advice not to.  If the merchant wants to put this matter behind him, he can send me a check in the mail or offer another method that does not require me sending him my card information.

In the complaint I explained that I had not received my items nor received proper recollection of funds. In this email I ask that my complaint be taken down from the Revdex.com website, due to the recollection of my refund I am receiving today. Thank you for your time in helping with the situation but it has been resolved.

I laugh at the attempt the merchant makes to
legitimize his business and his morals. He has a C- rating with the Revdex.com and has
been banned from doing business on Ft Benning, here's the link to banned

If he was so great to Soldiers, why not let him come on post
to conduct business???  If I had know
this before I attempted to do business with him, I would not have entered his
store.  You take 4 pairs of boots to
RANGER school, I bought the extra for when I was done so I would have a nice
pair to wear at graduation.  And yes, it
was a lot of money to spend all at once.
You have not tried to resolve this at all.  You insist on me giving you my debit card
info and my bank does not trust you, I do not trust you, and apparently a lot
of other people don’t trust you according to your Revdex.com rating and restriction to
Ft Benning.  The Revdex.com is who told me you
could send a refund check, but you don’t want to do that?  You obviously want my debit card info for
reasons other than a refund.
I already paid for the boots, can’t put a stop payment on
something that was paid for almost a month ago. 
I do not want my bank to pay for your businesses shady practices.  If they grant me a refund, great, but I hope
you have to pay them back and I hope no one else falls victim to your scams.
Trust me, I know there are other things going on in the
word, hence why I wear the uniform…what are you doing about those things?
Ripping off Soldiers who are trying to protect you and give you a place to run
your shady business…great American you are indeed.

Customer was told that boots was on backorder with no definite time for delivery.  Customer insisted on paying for boots after I requested he wait till they came in.
      Several attempts for him to call us to refund his card failed because...

he do not wish to give us his card over the phone.  His card number is not kept on file so if he wish to complete the refund please call 706-689-2324 and we will process and refund his card.
