University, StPaul indicate that *** *** initially registered for six (6) credits during Summer semester which began on July 1, Data indicates that the student was then dropped without charge or record from the semester on July 15, 2011; after days of attendance
Title IV regulatory standards mandate student qualification for Title IV aid based on days of confirmed enrollment, not based on the amount charged by the educational institution
As such, the learner initially applied for and received a Federal Stafford Subsidized Loan disbursement in the net amount of $(Unsubsidized) and $(Subsidized) on July 19,
However, based on confirmed dates of actual attendance for the semester, it had been determined that the student qualified for $in Subsidized Stafford Loans
Therefore, to ensure full compliance of regulatory standards, all Title IV Stafford Loan Aid was returned for Summer semester, less $in Subsidized Stafford Loan funding
The student then registered for Fall term for eight credits and was assessed charges in the amount of $on September 20, The student then dropped without charge or record on September 21, The student did not qualify for Title IV for Fall 2011, as there was no confirmation of days of enrollment/course room engagement for the Fall semester
Ms*** notified Concordia that she did not wish to receive the financial award for Summer 2011, applicable to the 2011-aid year on September 29, at which time an additional $was returned electronically to the U.SDepartment of Education
Common Line Disbursement (COD) confirms a complete return of Stafford Loans for Summer on behalf of *** *** documentation included for reviewHowever, the National Loan Student Data System (NSLDS) rejected a partial return of funds from Concordia in the net amount of $which was not brought to our attention until February 26, documentation included for review
On February 26, Concordia attempted again to electronically resubmit the request to the U.SDepartment of Higher Education, which was again rejected and brought to our attention in October,
Due to multiple attempts to submit a return of funds electronically, Concordia University has mailed a paper check to the U.SDepartment of Higher Education in the amount of $684; the current amount due including interest charges between 2011-as identified by NSLDS dated October 23,
