This letter is written to you in response to the complaint issued on November 4, 2016 (D [redacted]) about Corporate Payroll Services. [redacted], of [redacted], joined our services in January of 2013. In January of 2015 [redacted] called explaining that he was in a temporary layoff situation...

and that he would not be able to resume payroll for two months. He stated that when payroll resumed the company would be switching to a company recommended by their CPA friend. On January 5, 2015 it was confirmed with [redacted] that in order to terminate services he must fill out and return our Termination of Services Agreement. [redacted] confirmed that he understood his account would remain open with us until our termination letter was returned and processed. Corporate Payroll Services emailed the termination agreement to him that same day. However, it was never returned. On November 4, 2016 [redacted] called to complain that we had sent his third quarter returns and billed him for third quarter filings. Due to the fact that [redacted] never terminated services with us, Corporate Payroll Services continued to file zero returns in order to ensure that [redacted] was compliant with R5 regulations (which require any company with an active ETN to file returns regardless of if they are running payroll). Each quarter in 2015 we processed and sent his returns, as well as billed $120 (a total of $480 for the year) to cover the cost of this work. No calls were ever made to Corporate Payroll Services disputing these amounts. in 2016, however, our quarterly zero returns cost did rise to $145. Due to a lack of response from [redacted], we once again began to file his quarterly returns to ensure his compliance with the IRS. These returns have been emailed to him at the end of each quarter.Once [redacted] contacted us, on November 4, 2015, explained in great detail the reasoning behind these charges. also explained to [redacted] that we have no record or documentation of his returning the termination letter, nor do we have any documentation of him following up to ensure receipt, Unfortunately, due to the fact that prior quarters had already been processed, submitted and charged, we were unable to refund those quarters, However, we were more than happy to return this most recent quarter back to him upon receipt of the termination letter. The $145 charge was credited back to his account, and it was received by him on November 7, 2016.While we truly are apologetic that [redacted] has experienced this frustration, we could not have terminated his service without his written authorization - just as we do not start services without written authorization. We would be failing many of our clients if we operated on assumptions. Corporate Payroll Services prides itself on the extensive amount of communication upheld with its clients each and every day. We hope that [redacted] becomes understanding of our situation over time and realizes we were only operating in a way that we believed would be best for his business and himself.Audrey H[redacted] Assistant Branch Manager Corporate Payroll Services
