Review: We pre-paid Couture Rugs for a custom rug they never delivered. We paid $530.00 to Couture Rugs via PayPal for their invoice # [redacted] dated 4/**/12. The rug was due to us by July **, 2012 documented in their invoice. They responded to only one of our numerous phone calls and emails, their first follow up to us was Aug *, 2012, stating that the rug was caught up in customs, but a ship-date would be forthcoming. On November **, 2012, we emailed Couture that the rug either needed to be in hand by Nov **, 2012 or a refund needed to be made. At that point we began receiving email replies from the company's owner, [redacted], who stated that all I needed to do was initiate a dispute within Paypal, and they would not contest it, and we would be reimbursed. I replied no less than three times with a full explanation that it was not possible as Paypal system does not handle claims on transactions over 45 days old. He continued to tell me to process through Paypal. On Jan **, 2013 he indicated that his vendor had given him a credit and that our refund "should be done anytime now." We never received it nor any further communication from him. Today I sent him a Paypal invoice for non delivery of their invoice [redacted] in the amount of $530.00, and sent him another email letting him know we would post a Revdex.com complaint as well as contact the license owner on the rug we never received. On 1/**/2013, the last communication we received from Couture Rugs was this email from [redacted]: "Hello [redacted], The refund was promised to us before the years end, its late, but you should have any time soon. We had to wait ourselves for the credit from the manufacturer because it was a custom order which we cancelled because of the lateness. We apologize for such a long process, but it should be done anytime now."Desired Settlement: Refund of $530.00 via PayPal

At this time, I have been contacted directly by Couture Rugs regarding complaint ID [redacted], however my complaint has NOT been resolved because:
On June **, Couture Rugs emailed me in response to receiving a payment request from me through paypal. The owner wrote:

On June **, I wrote back: Have not received that confirmation yet. I did file complaint with Revdex.com NY, and with [redacted], fyi
On June **, Couture Rugs replied: [redacted]
As of today's date, July **, we have received no further correspondence nor have we received the refund he has been promising since December 2012.
