Undisclosed fulfillment fee on prescription food orders

Covetrus is charging a "Fulfillment Fee" on Prescription Diet food purchases. Nowhere is this fee advertised, no notice has been provided to customers about this reoccurring fee. This fee shows up only after placing an order in "Your Cart" and after Auto-Ship orders are placed. This fee directly contradicts what the Covetrus website is advertising; the website specifically says "Free shipping on orders over $49". Please explain.
