73,600 gallons had gone through. [redacted] came in to sign up for service on April 13, 2015. We billed him for the usage since he was the one that had been there. We have no way of knowing how long he was there or how much of the 73,600 gallons would have been the leak. I talked to our General Manager about this and he said that since he was using illegally we could not adjust. We told him that each month he could pay his current bill plus so much on the first bill instead of making him pay the whole amount of the first bill up front but as you can see on his account history, he isn't even paying for his regular bill each month.
