After reviewing this complaint, we would like to provide clarification on how the fixed route bus serviceoperates. I will respond to each item individually.1. “I struggled to get on the bus with my package”: CATA has a package policy in place to helpriders understand what to expect...

when boarding the bus with packages. Please see“Attachment #1 — Package Policy”.2. “Bus was late or super early”: It is not likely that the bus was “super early”. Meadville is in themidst of a major downtown roadway re-construction project. Our buses do operate behindschedule right now due to detours, closed streets and very poor road conditions. Mr. [redacted]could have called the office and our dispatchers could have told him exactly where the bus isand when to expect it.3. “Isaw the bus coming so I stopped, held up my pass way in advance and he drove right by me”:We are a designated stop transit system. For safety and liability reasons our drivers are notpermitted to stop along the route and all stops are at designated bus stop locations. All busstops in our system have been evaluated for safety and security concerns and all bus stops havebeen marked with CATA bus stop signs. The driver was following the rules when he passed upMr. [redacted], assuming he saw him at all. When operating a transit bus, there are many distractionsand items that the driver has to be aware of. It’s possible he did not see Mr. [redacted].4. “I walked I and = hours to get to the bus station to make my complaint”: CATA takes complaintsvia phone, fax, email, US Mail and in person. Our phone number is posted on every bus, everybus stop sign and every printed bus schedule.5. “The lady there had the nerve to tell me that my pass is no good for in town”: I’m not sure what“pass” Mr. [redacted] is referring to but we do not have passes that are restricted as to geography.There are some public agency passes that specifically list trip pickup and drop off points and theissuing agencies do not permit us to change those listed locations. This pass may have been a“Community Health” bus pass in which the rider is provided a free pass to assist withtransportation from medical appointments. Community Health is the program funderforthispass and has strict guidelines from the Department of Human Services Medical AssistanceTransportation program on how and where bus passes can be used. Per a review of our records,Mr. [redacted] is a current Community Health Pass rider.One suggestion that we can offer to help better accommodate the transportation needs of Mr. [redacted]could be to offer ADA Paratransit Door-to-Door service. CATA offers this program, for persons whocannot access or ride a fixed route bus due to physical or mental impairments. Review: I am 55 yrs. old and temporarily disabled.2 days after my surgery for a ruptured bi-cep tendon, Rotator cuff tears and bone spurs, I had to take a package down town & cant drive because of surgery & pain meds ,so I decided to take the local transit bus(we live in a little bitty town)I struggled to get on the bus with my package only to hear the driver tell me I cant have that package on a seat!(there was no one else at all on the bus at this time) & he only had 3 more stops til down town, So I struggled to get the package(it was 2 ft. tall)on the floor when I was informed by the driver I couldn't set it on the floor,so I struggled with it the rest of the trip trying to hold on to it without hurting my arm anymore so I kindly asked the driver his name & he replied Mike & then he told me who to ask for to make a complaint,I said I'd walk down & do it in person,well that was that & I knew nothing was gonna happen to this driver,he probably would get no reprimand.But this latest issue (about the same driver)involves my Physical theropy for my injury, Mike the bus driver dropped me off out of town for my PT,so after PT I waited by where he dropped me off,well He was late or super early,& while I stood in the 85 degree heat watching the black clouds roll in I figured I better take cover.Now I used to ride this bus to work yrs. ago so I knew That 300 yrds down was another bus stop & it was inclosed so as tired and sore as I was from Physical therapy, I figured I'd walk to that one to get out of the heat & perhaps rain,I didn't get 15 yards from where mike dropped me off when I saw the bus coming so I stopped held up my pass way in advance & he drove right by me,end of story I walked 1 and a 1/2 hrs.to get to the bus station to make my complaint & the lady there has the nerve to tell me my pass is no good for in town,I'd have to walk all the way back out there & hope that mike stops this time or I could spend another hour and a half walking home WHICH I DID,& now I'm too sore for PT todayDesired Settlement: I think mike should be fired,if your gonna work with the public 1 should have a touch of people skills,this guy does everything (except his driving) by the book,They need to replace him with someone who cares about people & there job,which I could tell by mikes smerks & rude statements that he cares nothing about people or his job.I'm sure that there are hundreds of people that would love to have his easy as cake job...myself included after my recovery,I've had a C.D.L most of my life.
