Thank you for your correspondence.  If you will check the tone of this individual you will see that, unfortunately, there will be no reconciling of the event.  Students needing a replacement card are required to pay a fee for a replacement card, this is a documented policy.  If the student had the card in his possession, and it had a balance on it, then he should have used the balance.  I'm sure that the Revdex.com has dealt with unreasonable people before, so it will be up to you to determine how you will document the resolution of this case.
