Creative Fence

I initially met with Brad, the owner of Creative Fence, at his business premises in early November, 2015. Brad was helpful in showing me different fencing options for a project at a family member's property.
I met with Brad on 11/23/15 for an estimate on the fence installation. I was told the estimate would be ready by that Friday or Saturday. Since that was Thanksgiving weekend, I told Brad if the estimate took a few days longer that would be no problem, by the following weekend would be okay.
I will also note that on the same day, and at the prior meeting, Brad was specifically told that we wanted the fence done as soon as possible, but would understand if it didn't happen until spring, depending on the weather. For now, we wanted the estimate, then to be put on the waiting list.
After not hearing anything for 2 weeks, I emailed Brad on 12/7/15 and asked where we were with the estimate. His secretary, Kay, told me "Brad didn't forget me, he was just a little behind on estimates." I took her at her word.
Three additional weeks passed and no word from Brad or Kay. When I emailed on the 12/29/15, I was given a different excuse. Now the reason the estimate hadn't been done, over 5 weeks after meeting, was because they thought I didn't want the fence done until spring, so Brad put it on the "back-burner."
This excuse was a flat-out lie, as I repeatedly told them I wanted the fence done as soon as possible; and I certainly wanted the estimate with a week or two. Also, this contradicted the previous excuse. After emailing Brad one more time (on 1/24/16), I received no response.
Brad told me on 11/23/15, he doesn't really need to advertise because his "word-of-mouth" advertising is very good - I can't see how! Having been a prosecutor in Philadelphia for many years, my bs antenna is pretty well tuned. Anyone who can't follow through on a simple estimate, or has to make up phony excuses for why it wasn't done, delivered by his secretary via email, shouldn't be trusted to work on your property or not waste your time. The guy didn't even have the courtesy to contact me directly about why he didn't follow through with the work.
