Cromwell and Company

Review: [redacted] Cromwell was paid a retainer to conduct an independent audit for the [redacted] at [redacted] Homeowner Association. Initially he agreed to the terms of the contract and never submitted an invoice for the retainer but failed to notify anyone of this until he was asked for the product he was supposed to deliver. He informed me several months after he was supposed to. Begin that he never began the work. I talked with his quality control partner, [redacted] assured me he would confer with Cromwell to re-submit the engagement letter for reconsideration to perform the audit within the specified timeframe, approximately six weeks.We received the the letter and the management company received the invoice to pay the retainer. The retainer was paid July, 17, 2013 with a product delivery date to me of August 29, 2013. When I contacted him on Sept 4, 2013, he failed to respond to emails or return calls. I was finally able to speak to his quality control partner to inform him that Cromwell took the retainer but never did any work and that he would need to refund the the retainer to the HOA.Desired Settlement: Cromwell needs to refund the retainer to the management company who paid it on behalf of the [redacted] at [redacted] HOA. He needs to write a formal apology to the HOA for wasting 8 months of our time waiting for his independent audit to be accomplished.
