Ctiensoft.com

I placed an online order on April 11, 2020. It was stated on the website that the funds would not be taken until the order was processed. The funds were taken from my account on April 13, 2020. Have yet to recieve my purchase. I sent an email to this business on May 17, 2020 and have not heard back from them.

On April 17th, I made a purchase to https://www.ctiensoft.com for a product that totalled $34.07 in PayPal Credit. After making the purchase, they failed to send an email confirmation, as promised. So I became suspicious.
A few days later, April 21st, I noticed that their domain disappeared, so I requested a refund through PayPal Support. They looked into it, and allegedly I was supposed to get an e-check refund from "Guy O". So PayPal was able to contact someone on their end, probably through transaction information.
But today on May 1 I received an email from PayPal that the refund didn't go through. I feel it appropriate to now turn to the Revdex.com to approach this dispute. Their domain may be gone, but I did notice another domain (https://www.***com) that showed up around the time the previous disappeared. It has the same layout as the previous, with the same "contact email" at the bottom. Maybe this information would help in locating them. Thank you for your help!
