Custom Security & Fencing

Reggie S (owner of custom security & fencing). His job description on proposal, from 10/10/19, is as follows:
Install 50ft x 7ft. 1 Roll gate - 24ft with privacy and 4 remotes. Slider with 4 remotes and 2 photo sensors and 1 single gate.

Deposited $4050.00 on 10/10/19, and job is still not finished. Gate is built poorly with bent metal and is uneven across the top. It is rusting. Line posts are not level. No motor was installed. Fence and guide rail for gate is not anchored completely. Rollers for gate are rusted. No caps were installed on posts. Fence not installed to right measurements (in order to keep gate from blocking driveway, side of fence had to be uninstalled.
I called him to find out when he would come finish the job. Reggie stated he would come the next day, but never did. After conversations like this for a month, the job is still not complete. Reggie no longer answers my phone calls.
Everything is either rusted, damaged, or beginning to rust due to incompletion.
