I have reviewed the response made by the business in reference to complaint ID [redacted] and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
There are several issues with the response given:
The accident in question was on 8/15/15, a week earlier than the car wash claimed.  Clearly they are not keeping good records.
Yes, my car was accidentally hit from behind by another car that was on the car wash conveyor belt. Culver Auto Spa failed to acknowledge that the car pushed my car into a speed bump at the end of the tunnel, and subsequently my car rolled back into the other car. This happened several times, causing more damage.  
An amount of $459.63 was offered on 8/19/15, but Culver Auto Spa did not offer any additional money to cover the replacement cost of the spare tire cover or the rear bumper.  If they are willing to do so, I would like to see an estimate from a reputable body shop (NOT a general mechanic) that takes these into consideration.  The three body shops that I have contacted are willing to replace the spare tire and paint the bumper at a cost of $1500-1600.
An independent witness I have contacted regarding the accident confirmed (in person, on the day of the incident) that the damage I identified was in fact caused by the accident, and not (as the Culver Auto Spa suggests) as a result of pre-existing conditions. The bumper on the vehicle has a textured plastic running board, which cannot be repaired - requires replacement.  The cracking paint is on the spare tire cover, which is a result of the damage above.
Lastly, I am concerned that the Culver Auto Spa indicated that this is a rare incident. In my conversation with Mark, the manager, he admitted that this type of accident has happened numerous (at least 5-6) times recently.
