I am a for-hire driver whose vehicle is being held by Custom Towing Inctowing companyI met with a driver, who did not state his name, at about 1:20pm on April *, 2016, to pay the towing fee and retrieve the vehicleI was unable to do so since the driver refused to give me a receiptThe towing company also agreed that the charge would be $initially then initiated a dispute on the price once I got to the locationSince the driver would not confirm a definite price and would not give me a receipt, I requested the presence of and NYPD officer to witness the interaction and to prevent the issue from escalatingI waited hours in the cold for the policeWhen they arrived, the officers explained to me that they could not even create a report since it was a civil issueI use this vehicle to conduct business and would like to get it back as soon to continue working and avoid penalties associated with the cost of renting the vehicleThis is my livelihood and would like assistance
