I engaged D&E Custom Concrete via David A [redacted] (owner), to install a concrete pool deck, including a 20" concrete pool border around three sides of a 16' x 34' in-ground swimming pool The pool was being installed around the same time, having already been excavated and steel-framed I had started communicating with MrA [redacted] around mid-July informing him that I would need the concrete work done the week of August 15th The concrete border needed to be installed before the pool company could install the liner and perform all remaining work I paid in good faith $5,to MrA [redacted] prior to any work being performed On August 25th MrA [redacted] and crew poured the concrete pool border, failing to properly agitate the concrete as well as failing to properly rub the inside edge of the border This resulted in a failed concrete pour, with chunks of concrete missing around the inside edge, as well as numerous places where the rusty steel reinforcement was exposed on the
