Company not honoring contract agreement.

Purchased order 536871, on 8-18-2013 entered into agreement with Jermaine Jenkins on behalf of D&H Home Quality Services for a 15X15 Deck Treated,9 Halogen light caps with a Natural Honey Gold tone with a black rail system. After initial deposit was made Jermaine and or D&H Home Quality no work has began. As of 15 October no permit has been file with the city of Bridgeton. At this point, do not trust company Jermaine Jenkins and want no dealings with company. I tried to go to place of business no address and cannot get a straight answer.
