Dabella windows and siding

I was approached by Sam Choi to install new windows. Since I had no problems with the current windows, I told him I wasn't interested. But as a good salesman he continued to chatter. I'm a senior citizen on a fixed income so I still wasn't interested. He continued telling me about a rebate from Nevada Power for installing efficient windows. I would never agree to this without the rebate (Which went from 3K to 6K) that he promised. I have been in communication with him through text every week since June 2024, until last week he stopped. WAS THIS A SCAM? I never would have agreed to this without his promise for the rebate. He promised every week that NV Energy was going to get in touch with me. If I don't hear from DaBella I'll go to the BBB, and maybe a radio station or social media.
