Julian Torres of Dallas Sod and Irrigation required a $deposit for materials I had contracted MrTorres to complete an irrigation job and requested a quote for the work He sent a quote, we agreed on the price, and paid MrTorres his deposit He canceled the scheduled work four separate times (with little to no communication), but cashed the deposit check within two days of receiving it Because of MrTorres' lack of communication and inability to complete the work as agreed, I requested he return the deposit so I could find another contractor He did not respond to my request, and he has not returned the money In Texas, this is considered a crime of fraud and theft
