I am rejecting this response because:I disagree with most of what MrM*** stated in his replyAll the references to how I was informed, agreed with him, stating everything was to my liking and that I thanked them for the prompt, courteous and professional service are wild exagerationsI was corteous to MrM*** even though he did not do the job as I wanted, charged me too much and did not even caulk the holes he made in my walls where the wires went in and out. I will copy portions of his statements and reply with how I actually felt of each one in order of his reply to the Revdex.com dated March 27, I will start his statements with blue highlitesMy replies will start with a blue higlite"On 4-07-He did not ask us for a price quote so we automatically performed his requested work on an “actual time-used + actual materials-used” cost basis. He then happily wrote out check #for the full invoice amount and thanked us for our prompt, courteous and professional service." MrM*** was not even present when this job was requested or the work performedHis statements about happily writing the check and thanking them for prompt, courteous and professional service are inaccurateThe two employees did do a good job but the rest is just MrM*** trying to gloss up work he was not even present for"On 12-27-We told him it would be in the $to $range, plus the permitting fee."This statement is not accurate at allMrM*** stated the cost would be between $and $but could go higher due to the nature of the work which involved running wires from the first floor garage to the basementWe discussed that I had a permit for electrical work and he stated that that had been sufficient in past similar work they had performed many timesMrM*** repeatedly told me my permit was adequateIt is possible at some point he may have mentioned the possibility of being chargedBut I do know he stated it had not happened previously for this type of jobMrM*** even states this later inhis reply"He understood and agreed, voicing his hopes that Boise City would not charge us for our contractor’s permit."Again, this statement by MrM*** is not correct to the best of my recollection"*** *verbally accepted our price quote and we performed his requested work."I did accept the price quote beleiving MrM*** when he stated the work would require to hours or longerI would not have agreed to such a quote if I knew it would be done in the cheapest and quickest manner and taking less than hours to completeDue to my previous good results working with Mitchell Electric I had no reason not to beleive MrM***'s estimates "Upon completion of said work we also tested all of his electrical installation which he had performed in his basement to verify proper operation (this task was NOT included in our quote)."This is trueIt was completely unnecessaryI beleive they did this just to fill in some time since they were done so quickly and not as a jesture of goodwill "He said everything was to his liking, and he signed the “Work Performance Acceptance Signature” line on the invoice (#***) which we presented to him.He then happily wrote out check #*** for the discounted amount (we gave him a $discount from the quoted amount because the job went slightly faster than we had allowed for) and he thanked us for our prompt, courteous and professional service. I did not state everything was to my likingWe had a long discussion when I expressed my displeasure over the cost for a job which took less than hoursMrM*** then explained to me his understanding of billing for a job quote and billing for time and materialsHe was adamant that I pay the amount he charged me at that time. I did not happily write the checkI was quite displeasedI kept my composure and dealt with MrM*** as an adult with a tone of voice. There is no way I can consider $a discount when the job took less than 1/to 1/the quoted timeI was overcharged due to the fact MrM*** was very aware of how little time this job would actually take and inflated the quote. I was polite but there is no way I thanked MrM*** for courteous and professional serviceI felt I had been cheated and stated this in a more polite way when he presented me with the billThen later I found that he did not even wire the circuits to my requirementsSince all his work is unseen inside of conduit and walls I did not realze what he had done "When we secured our electrical permit we discovered that Boise City no longer honored the afore-mentioned exception and we indeed had to pay a fee for our permit." This statement by MrM*** pretty well sums up the fact that he had not anticipated being charged for a permit to work on my job and that it had not happened to him before I am certain he would have included this in his quote, in writing, if he really thought there might be a need for this permit "The next day we called *** *and informed him of Boise City’s charging us a permitting fee and asked him to send us a check to cover this cost as we had originally agreed upon.He did not want to do so but we reminded him that we had agreed upon him paying any cost we incurred in securing our electrical permit, and that we had also performed the work for less than the quoted amount.*** *was never threatened by any one at our office.*** *then sent us a check to cover the permit fee." I have flawless creditSo when MrM*** stated he would do what was necessary to collect this fee I told him I would consider itRather than risk damage to my credit status I decided it was cheaper to just pay him for what I felt was an unjust billHe is correct that I did not want to pay this bill as I already felt overcharged "*** *never contacted us regarding his eventual dissatisfaction, he obviously went straight to the Revdex.com with his complaint." I had already discussed my dissatisfaction with MrM*** the night they performed the workAfter the additional billing for the permit I saw no sense in more discussions with himHe was adamant that he treated me fairly because he stayed under $even though his quote was a complete fabrication in the actual time needed to perform the work "*** *requested a price quote on 12-27-16, so we performed this work for the quoted price (we actually gave him a $discount from the upper end quoted dollar amount, even though we performed the extra task of checking out his wiring which he installed in the basement).Obviously he was aware of both options and he made his informed choice." Again, there was no discountMrM*** quoted to hours and $to $As such I assumed if it took hours it would be $Again, the extra task is of no meaning other than for killing time as they finished so quicklyAnd I was absolutely unaware of the two billing methods and was never informed of them by Mitchell Electric nor was there any mention of it until I complained about the huge bill for so little workI was not informed that the first job was referred to as time and materialsThey gave me a bill and I paid it. The next item involves seperate items grouped together by MrM***I will address each one seperately using his numbers "Regarding the specifics of *** *.’s desired settlement: We performed his requested task for less than the agreed upon amount and was performed to his satisfaction, attested to by his verbal appreciation and Work Performance Acceptance signature and his happily handing us a check for our services when we finished." The task was not performed to my liking which I only figured out laterI will discuss this at length later in the replyI did not HAPPILY hand over the checkMrM*** was well aware that I felt overcharged and worseI had no options but to pay himThe charge was not less than the agreed upon amountThe agred upon amount was a range into which the bill fellSo MrM*** is using word games to make it sound like he was generous and gave me a discount. "He had agreed to pay for the electrical permit if indeed Boise City decided to charge us, and he verbally acknowledged that he understood that this might be the case."I have no recollection of ever agreeing to pay for this permitMrM*** stated repeatedly his son did the permit work on his smart phone and as he stated later this was new that they were charged for this permitAlso, on the previous job they did not require a permit. "He was charged for hour x technicians = Total Hour @ $per hour for the service call on 12-27-16." This date of this statement is obviously incorrectI was billed $for the work performed on 12-27-MrM*** has obviously switched the dates on items and here. BUT, if you were to double the time to the two hours that was spent on the job on 12-27-it would be $for labor plus partsI am certain this would have been less than $total and they charged me $550. "Because the work performed on 4-07-was performed for an agreed upon amount, it matters not how long it took to complete the work nor how much the materials costWho asks the restaurant owner how much Time and at what Labor Rate was spent preparing the meal, and how much the Ingredients cost, when they obviously agreed upon the menu quoted price by ordering said meal???" The agreed upon price (for 12-27-17) was based on a quote in which MrM*** stated it would take between and hours or possibly more to do the job and that I would be given that amount of work It very much matters how long it took to do the jobI would not have accepted a quote if I had known it could be done in under two hours. "When you see the price and you order the meal, and you consume the meal, and you tell the waitress and cashier that you are satisfied and pleased, you are obligated to pay the menu price." For this electrical work I ordered to hours of workIf I ordered hamburgers and they delivered only hamburgers and the hamburger was not properly cooked I would not feel obligated to pay the bill in fullSo receiving only hours of work and a single circuit I also do not feel an obligation to pay as chargedWe are talking about a to percent over estimation of time required in MrM***'s quoteMrM*** knew from our conversation I disagreed with the amount he charged me. My Summation; I expected to be quoted and billed based on work performedI do not feel MrM*** who states they have years in the business and 60,customers could not have given me a more fair and accurate quoteI beleive he saw me as a novice and took full advantage of my lack of knowledge in this areaI feel he did this to make a highly profitable job at my expense and did so intentionallyBased on the work performed by MrM***'s employees 4-7-I thought I could trust them and did not think otherwise.MrM*** also did not complete the work to my satisfactionDuring our discussion of the original bill I found that MrM*** had already made up his mind to overcharge me and there was no going backSo I saw no sense in pointing out the inadequacies of the work performed when I found themSince I did not put into writing exactly what I required I felt he would have just blown me off, againI still treated him in a polite and corteous manner even though I was upset.Other inadequacies of the work performed;I used a book on how to properly wire a house as a guideIt said to make at least two separate circuits with each having a separate circuit breakerSo I set the east half of the basement on one set of wires and the west side on anotherEach circuit was wired to a seperate GFI outlet using gauge wireEach GFI had seperate gauge, three wire cables going up to an area that would be easily accessed from the first floor garageThis was in anticipation that MrM*** would also use the same type of cable and tie each circuit into the breaker box using seperate circuit breakers for the east and west halvesWe did discuss the use of the seperate GFI outlets so I am certain he was aware of what I wanted done. I later found out that MrM*** used shared wires and a single two pole circuit breakerThis in effect makes it a single circuit so that if any one outlet kicks the breaker, both the east and west sides will lose power and the whole room will go darkTwo complete sets of wire would have been able to carry more current and avoid a complete blackout if wired properlyAn overload on one side of the room would not cause the other side of the room to go darkThis would have taken longer and required more partsOne of my electrical inspectors stated this was referred to as an Edison Circuit and my original plan was much betterIt was too late when I realized what MrM*** had done to save on parts and labor.Since MrM*** had to hours still left on his quote I do not understand why he took the cheap and quick way on this job.To remedy this situation I will now have to remove sheetrock, insulation and percent of the work done by M*** ElectricI still need to fill in the access holes made by M*** Electric where they had the AC cable enter and leave the walls in the garage so bugs and mice have no accessI live in the country and it is a garage so this is probable.My biggest problem is the fact that MrM*** gave me such an outlandish quote based on his years in the businessI had no reference to make a qualified judgement on whether this quote was reasonableI counted on the fact that I had used Mitchell Electric before with good results and a fair billThen for them to do the bare minmum on this job instead of installing completely isolated and seperate circuits is beyond anything I would call professionalLeaving open access holes in walls is probably not even thinkable to a professional. The extra money for a permit is really of no concern financiallyBut to come after me for more money when he already charged me far more than what would be expected for a two hour job using less than $in parts is just greedy and wrongHad MrM*** not gotten so greedy I am certain I would not have filed a complaint, even though the work is also below my expectationsBased on the previous work performed by Mitchell Electric and using MrM***'s figures from his respone I should have been billed about $and possibly for the permit as wellBut I was billed $plus the permit and told that this was a discount!!!! I feel cheated and lied to as wellI still feel I deserve a partial refund.thank you, *** ** *** 3-28-

and thanked us for our prompt, courteous and professional service.This work did not require an electrical permit to perform.On 12-27-*** *again called
us out to his home.He walked us through another electrical project he wanted to
accomplish, and he asked us for a cost estimate to perform said work.We told him it would be in the $to $range, plus the permitting fee.He then informed us that he had secured and paid for a Boise City homeowner’s
electrical permit for the electrical work he himself had performed in his
basement.We explained to him that because Boise City will not allow a
homeowner to install wiring under a Contractor’s Permit, nor will they allow a
contractor to install wiring under a Homeowner’s permit, we would need to
secure a contractor’s permit; and for many years Boise City would allow us
electrical contractors to secure without payment a contractor’s electrical
permit in such cases where the home owner hired us to finish work that he had
started, without charging us contractors a permit fee as long as we connected
it to the homeowner’s paid permit numberWe explained this to *** *and told him that if Boise City
decided to charge us for our permit then we would have no choice but to pass
that cost on to him.He understood and agreed, voicing his hopes that Boise City would
not charge us for our contractor’s permit.We asked him to provide us his permit number so that we could reference
it when we secure our electrical permit.*** *verbally accepted our price quote and we performed his

operation) M*** Electric has performed top quality electrical work in the
Treasure Valley; promptly, courteously, professionally and integrously serving
upwards of 60,customers, 99% of which are repeat customers and their
referrals ??*** *did not ask for a price quote on 4-07-16, so we performed
this work on an “actual time-used + actual material- used” cost basis.*** *requested a price quote on 12-27-16, so we performed this
work for the quoted price (we actually gave him a $discount from the upper
end quoted dollar amount, even though we performed the extra task of checking
