D&C Renovations and Complete Handyman Service Inc

I filed an insurance claim with my insurance co. because my roof was damaged by hail. I gave the money to said company on 1/6/13. No work Started.
In Dec.2012 I filed an insurance claim with my insurance co. ([redacted])to get my leaky roof fixed.D&C Renovations has the contract. My insurance co. gave them until July 2014. to complete the work. They told us that the law states that the contractor has 2 yrs. to complete the work. That's the first lie. I called the insurance co. later and someone else told me I had 2 years to get someone to do the work. So far no work has been done on my roof other than delivery of 104 bundles of roof shingles sitting on top of my roof since June 28th, 2013. That's not a misprint, they have been on my roof over 16 weeks. Every time I contact the company, all I hear is; my truck doesn't run, I have the stomach flu, someone stoled all my roofing tools,etc. I don't know what else to do. I have already paid him for the work (THAT'S MY MISTAKE) but no work has been done. Does this make any sense? Winter is coming along with the snow and I want this done immediately.I don't know what else to tell you. We gave him the money in good faith and this is the way we are being treated, like a piece of garbage. If you can help us that would be great, if not then could you direct me to someone who can. Thank you.
