DECA records support this debt to be valid, based on the documentation provided by our client, [redacted] [redacted] purchased this debt from [redacted] Services of New York, where emergency room physicians performed medical services for the consumer at the [redacted] on February 10, [redacted] supplied this account to DECA on October 28, 2013, for DECA to collect the balance after insurance payments have been madeThe birth date and social security numbers on the verification document (itemized statement) match those of the consumer On February 5, 2014, the consumer called DECA and spoke to a collector The consumer stated that she “had Blue Cross Blue Shield Insurance and it wasn’t billed’ and claimed that was DECA’s fault The consumer insisted that she had only incurred a $charge, and the DECA collector informed her that records documented that the $was a bill for her CT scan, and not the $bill from the emergency physicians From the materials DECA received from [redacted] , we see no evidence that any insurance company was ever billed for the ER doctor’s services Contrary to the consumer’s allegation, DECA had nothing to do with the transactions between the consumer, the provider and her insurance company DECA is a collection agency that collects unpaid debt for our clientsSince the consumer’s date of service occurred more than three years ago, it is beyond typical ‘timely filing’ with many insurance companies, and it may be difficult for this consumer to open a new claim with Blue Cross Blue Shield for the ER doctor’s services In another inbound call to DECA from the consumer that same day, the consumer stated she would send DECA proof she had insurance on the date of service, and also threatened legal action against DECA DECA’s collector was professional and assertive and correctly maintained and stated to the consumer that proof of insurance at the time of service in not proof of payment, and proof of insurance still does not negate the balance owed, and recommended that the consumer try to contact the doctor/service provider to convince them to bill the insurance company DECA reported the consumer’s debt to the bureaus on January 30, To facilitate the consumer’s request, to give her ‘benefit of the doubt” that her insurance will pay the contract amount for her services, and to provide her time to attempt to have her insurance company bill the provider, DECA has requested removal of the consumer’s negative reporting with the credit bureaus, and marked this account as disputed DECA has placed a cease and desist communication notification on the consumer’s account in our office to assure no additional calls are made or statements sent to the consumer for as long as DECA holds her delinquent account

There are several inaccuracies in the consumer's rebuttal which I desire to clarify: 1) DECA is not a debt buyer, 2) DECA does not own the consumer's debt, 3) DECA was pursuing the ER physician's charges that have gone unpaid -not the CT Scan charges of $120; they were two separate services, 4) DECA is not employing 'bad tricks' - that would be illegal DECA is not able to resolve the original issue; that the doctors have not been paid for their services for whatever reason As stated in DECA's response to this complaint, I recommend the consumer contact her insurance company to have them re-bill the provider if possible DECA has requested removal of the consumer's negative reporting from all credit bureaus, and has stopped collection efforts for this account

Deca can not answer at this time for the simple reason that they didn't receive my proof from the health insurance that claim that the original Doctor never apply his charges to my insurance company. The following phrase is in the original sheet from Bluecross-Blueshield of NY: "WE HAVE BEEN UNABLE TO DETERMINE THE BENEFITS AVAILABLE FOR THIS CLAIM BECAUSE A RESPONSE TO OUR REQUEST FOR INFORMATION FROM THE PROVIDER HAS NOT BEEN RECEIVED"This mean that the original charge of $for a simple scan escalated to over $when the original bill was tossed from one collector and sold it to another: If that's how Deca and other company make money, I would fight to the end to prevent this rip off to take place to my person: DECA STILL INSIST ON A ER CHARGE AND THIS WAS ONLY A SCAN FOR $(AND I HAVE THE PROOF) AND THEY CAN'T PRODUCE ANY REAL PROOF OF THE CHARGES, SIMPLY BECAUSE THEY DON'T HAVE ANY....(even that they are not interest in my proof, I did send it to them two days ago)
I trust the "Revdex.com" to solve this problem in my favor and maybe, at the same time, restore the confidence that I have in our system, where not everybody can get away with this kind of demands
If you need a copy of my provider I'll be glad to send it to you, the same way I did send it to Deca: (in a conversation over the phone a representative from Deca decline and had no interest in my documents that prove that they were wrong, wrong, wrong)....(they got stuck buying a bill that had no value, and now they are using any of their bad tricks to collect on a bad business deal...( I don't really know how they can buy and sell peoples tragedy and make money on it)The Revdex.com is my last resortA lawyer will cost a small fortune to prove them wrong*** ***

I don't understand the response: DECA IS SAYING: "DECA HAS REQUESTED REMOVAL OF THE CONSUMER'S NEGATIVE REPORTING FROM ALL CREDIT BUREAUS, AND HAS STOPPED COLLECTION EFFORTS FOR THIS ACCOUNT"I don't understand this from them....also, they mention two more charges and from the very start of they claim I simply ask for proof of charges....is nice to mention but: WHERE ARE THE CHARGES?....I know very well who I saw the day of the claimPlease explain to me what they really meant with that sentence in the "message from DECA"To me it sound like they decline to insist on this claim and they remove the negative report on my impeccable credit history... let me know if that is what Deca is saying
(Looking for help in may case I had to make a decision: should I get in touch with CONSUMERS AFFAIRS IN NEW YORK or should I go to the main source for help: I'm glad I went to the Revdex.com, thanks *** *** for the time you spent with me and for help me clean my credit history, many thanks, just explain their response in plain English

DECA records support this debt to be valid, based on the documentation provided by our client, [redacted]
""> [redacted] purchased this debt from [redacted] Services of New York, where emergency room physicians performed medical services for the consumer at the [redacted] on February 10, 2011. [redacted] supplied this account to DECA on October 28, 2013, for DECA to collect the balance after insurance payments have been madeThe birth date and social security numbers on the verification document (itemized statement) match those of the consumer. On February 5, 2014, the consumer called DECA and spoke to a collector. The consumer stated that she "had Blue Cross Blue Shield Insurance
and it wasn't billed' and claimed that was DECA's fault. The consumer insisted that she had only incurred a $charge, and the DECA collector informed her that records documented that the $was a bill for her CT scan, and not the $bill from the emergency physicians. From the materials DECA received from [redacted], we see no evidence that any insurance company was ever billed for the ER doctor's services. Contrary to the consumer's allegation, DECA had nothing to do with the transactions between the consumer, the provider and her insurance company. DECA is a collection agency that collects unpaid debt for our clientsSince the consumer's date of service occurred more than three years ago, it is beyond typical ‘timely filing' with many insurance companies, and it may be difficult for this consumer to open a new claim with Blue Cross Blue Shield for the ER doctor's services. In another inbound call to DECA from the consumer that same day, the consumer stated she would send DECA proof she had insurance on the date of service, and also threatened legal action against DECA. DECA's collector was professional and assertive and correctly maintained and stated to the consumer that proof of insurance at the time of service in not proof of payment, and proof of insurance still does not negate the balance owed, and recommended that the consumer try to contact the doctor/service provider to convince them to bill the insurance company DECA reported the consumer's debt to the bureaus on January 30, 2014. To facilitate the consumer's request, to give her ‘benefit of the doubt" that her insurance will pay the contract amount for her services, and to provide her time to attempt to have her insurance company bill the provider, DECA has requested removal of the consumer's negative reporting with the credit bureaus, and marked this account as disputed. DECA has placed a cease and desist communication notification on the consumer's account in our office to assure no additional calls are made or statements sent to the consumer for as long as DECA holds her delinquent account

There are several inaccuracies in the consumer's rebuttal which I desire to clarify: 1) DECA is not a debt buyer, 2) DECA does not own the consumer's debt, 3) DECA was pursuing the ER physician's charges that have gone unpaid -not the CT Scan charges of $120; they were two separate services, 4) DECA is not employing 'bad tricks' - that would be illegal.  DECA is not able to resolve the original issue; that the doctors have not been paid for their services for whatever reason.  As stated in DECA's response to this complaint, I recommend the consumer contact her insurance company to have them re-bill the provider if possible.  DECA has requested removal of the consumer's negative reporting from all credit bureaus, and has stopped collection efforts for this account.

DECA sent this consumer a bill (statement) on December 20, 2013.  This bill contained the legally required information validating the unpaid debt: the $584.00 balance for physician services rendered.  This consumer sent DECA a request for verification of the debt on December 31, 2013.  DECA sent the consumer verification of the debt, in the form of an itemized statement from the original creditor, on January 28, 2014.  In this itemized statement the date of service is displayed, the referring doctor's name is displayed, the code for the medical procedure is displayed, the name of the hospital where the service was performed is displayed, the name of the company the doctor worked for is displayed, and the name of the consumer, the consumer's birthdate,  and the unpaid balance is displayed.  For reasons unknown to DECA, the balance for the procedure owed to the physician is still owing - which is why this account was sent to DECA for collections.  DECA has taken action in a manner that may give this consumer time to try to get the provider to rebill her insurance company, if she thinks that was not done correctly.  As previously stated, DECA has marked this consumer's account as a 'cease communication', and has requested removal of our negative reporting to the credit bureaus.  We have stopped our internal collection activity.  This gesture is to give this consumer the benefit of the doubt (at her request)  that she is still has a valid claim to the insurance company.  If she doesn't, she still owes the debt.  If the insurance company does pay the claim, she may still owe a lesser patient balance, depending on her coverage at the time of service.  DECA's client is due to retract this consumer's account/file back from DECA in April, 2014 (as they do for all accounts where the balance remains unpaid).  It is likely ( I am speculating because I cannot predict what action they may take) DECA's client will place this consumer's account with another collection agency, and the next collection agency will begin their efforts to collect the debt.  The original creditor's contact information is available on the internet, as is the referring physician's contact information.
