I hired Mike S[redacted] to seal a crack in my porch that was causing water to leak into my basement. Mike is an extremely hard worker and very creative with how he uses decorative concrete. I was impressed with the final product -- it looks really great and so far the basement is staying dry! The sealant Mike uses is rated to last 20+ years, so I expect this problem to be more or less permanently solved.
Mike did a great job helping my wife and I figure out a color and pattern that works well with our house, I think the curb appeal definitely went up! Mike has a bit of an artist in him, he takes an exceptional amount of pride in his work, works hard, and gets the job done right, but the final product, in addition to being tough and durable, is also genuinely beautiful.
I also want to note that Mike came to my house on Father's Day to finish the job, and he was always able to explain clearly what he was doing it and why. I appreciate that in a contractor -- Mike genuinely loves working with decorative concrete, he is very knowledgeable, and best of all he is super enthusiastic about your project. Mike was as invested in the final quality of the porch as I was, so I felt confident the entire time he was doing a good job. Mike will be excited about your project and committed to making something that both looks great and is highly functional. I would definitely recommend Decorative Concrete Plus to anyone looking to upgrade/improve/fix any issue they have with concrete.

I totally disagree with Mr. [redacted]'s contention that the driveway has been completed to agreed standards. First, and foremost, Mr. [redacted] neglected to mention that he does not have an HIC number. I contacted the Pittsburgh office of the Attorney General's office a few minutes ago. Using his name, his company's name, and his telephone number yielded no results. The lady conducting the search stated that he must not be registered.
Mr. [redacted] may not be required by law to give an itemized receipt, but he promised me verbally that he would do so. His failure to give me any type of list regarding the products that he used on our driveway convinces me that he has something to hide. In January of 2014, we gave him check for $1900. Other than blades that he used in his grinding machine, the paint that he applied to the driveway, and the sealer that he used, no other supplies have been used. I find it hard to believe that those supplies cost $1900.
Mr. [redacted]'s statement that no charges were filed against him with the Attorney General is erroneous. I did file charges against him in July of 2014. He completed work on the driveway on August 11, 2014. At that time, I contacted [redacted] and told her to withdraw the complaint against him. I also contacted [redacted] and withdrew my complaint.
Mr. [redacted] and I certainly do not agree on what is causing the top of my driveway to chip and peel. He tells me it's the concrete and that I have a water problem. I think it is the products that he used. He stated that I forgot to mention the poor condition of the driveway slabs. Three of the slabs needed some patchwork. As of today, six of the ten slabs need to be repaired. A week ago, Mr. [redacted] told me that he was going to have a gentleman named Bruno come out to do an assessment of my driveway. As with most things Mr. [redacted] promises, it hasn't happened yet.
In his statement regarding our driveway, he forgot to mention that he has failed to remedy the extremely dangerous condition that occurs whenever the driveway gets wet. The surface is like an ice skating rink. I contacted him on September 6, 2014 regarding the slippery condition of our driveway. That same condition still exists today.

[redacted]  In attempting to resolve this complaint, I would like to address and rebut the statements made by Mr. [redacted] in his recent reply to the Revdex.com. At the time I sent my original complaint to the Revdex.com, Mr. [redacted] did not have an HIC number. As of April 13, 2015, he did receive an HIC number. I contacted the Pa. Attorney General's offices in Harrisburg and Pittsburgh and was told that they could not find any record of Mr. [redacted] having an HIC number prior to April of 2015. I had a conversation with [redacted] a few days after April 24th. She stated that they were still trying to decide what to do about Mr. [redacted] doing contractor work without an HIC number.     As regards Mr. [redacted]'s contention that there was no complaint filed with the Attorney General's office, I stated in my reply to the Revdex.com on April 24, 2015 that I had withdrawn the complaint to the AG and also one I had made to Angie's List. I did so because I had given my word to Mr. [redacted] that I would do so once our driveway was completed. If necessary, I will be able to provide documentation that complaints were indeed filed. The next issue I would like to address is Mr. [redacted]'s insistence that the lack of drainage is what is causing the problem. I had a gentleman named Bruno come to look at the driveway and give me an assessment of what he thought was causing the problem. Bruno was recommended to me by Mr. [redacted]. The first statement Bruno made about the driveway was that overlays on driveways only last a year or two. He then proceeded to tell me that he thought the issue was the concrete itself. He asked me if any deterioration was there before the overlay was applied. Whenever I told him that the contractor had done some patch work, Bruno stated that whoever did the overlay should have known better than to apply it to the driveway. I specifically asked him if he thought drainage was causing the problem. He stated that  he didn't think that drainage was necessary. I am waiting to hear from several contractors who work with concrete. I want to get their expert opinions. So far I have three different opinions from three different people. Once I get their opinions in writing, I will send them to the Revdex.com. Mr. [redacted] stated that I admitted that several of my slabs had moved farther apart. He misinterpreted what I said. I told him that two of the slabs were quite a bit higher than the adjacent ones. Now that warmer weather has arrived, the slabs are back to there original positions. Mr. [redacted] contends that he added non-slip adhesive to the sealer before he applied it. If he did, I would like him to explain why the driveway is extremely slippery once it gets wet. It rained in Cranberry Township last Halloween. A young boy slipped on the driveway and hurt himself. I gave his father Mr. [redacted]'s name, phone number and address and told him to contact Mr. [redacted] in the event of an injury to his son. I have no idea if he contacted Mr. [redacted]. Last fall, I sent Mr. [redacted] a registered letter informing him about the dangerous condition of the driveway. Prior to my sending the letter, Mr. [redacted] told me on several occasions that he was going to add a very fine sand to the sealer and apply it to the driveway. As of today, that hasn't happened. In closing, Mr. [redacted] and I had a telephone conversation two days ago. He stated that he stands behind his work and wants to help me correct the problems with our driveway. Only time will tell if he is a man of his word.

I would like to respond, for the last time, to Mr. [redacted]'s last complaint.
According to Mr. [redacted], I do not have an HIC Number, this is false. Mt number is, 115661, and is on file. It is under my name as I have to file a ficticious name with the state. Regarding a receipt for supplies, I will comply with what is legally required under Pennsylvania law. The total cost included supplies. Regardless of amount, I spent well over 40 hours grinding, designing, and appliying the colored acrylic to Mr. [redacted]'s driveway. Not to mention the time I spent talking to several of my suppliers regarding the issues I was having with his driveway, namely, the failure from the previous sealer, which was a 100% solids epoxy. I talke to Representative of Eliete-crete and Chemist from Indmar Coatings on numerous occasions. More than 80 hours of my time in prepping, outlining, retreiving supplies, and application were spent. I charge $95.00 per hour as a usual, normal, and customary fee for any service, if based upon hourly rates.
Regarding his claim that he has filed a complaint with the AG. I called [redacted] of the Pittsburgh office to inquire about this, According to her, there are no complaints on file, Either Mr. [redacted] needs to produce a file number, or stop stating this, period. Making false statements are punishable by law.
When Mr. [redacted] hired me, his driveway was decorated with an epoxy overlay. In the decorative industry, there are several types of overlays that can be used, some are "breathable", others are not. An epoxy is not normally considered "breathable". What this means is, the resin allows for moisture under the concrete to evaporate out. Epoxy's, polyurethanes, polyaspartics, are not breathable. What I used is considered very breathable, a 30% solid acrylic sealer. Two different companies used two very different sealers, yet the same results happened, concrete failure. When a sealer, such as epoxy or acrylic fails, they flake off, or peel off, yet the concrete remains unaffected. What has happened in Mr. [redacted]'s case, the concrete could not release excess moisture from underneath due to his landscape, and it crumbled due to moisture. What Mr. [redacted] fails to mention is that we had several conversations regarding this issue, and that he knew he may need to instal French Drains to aid the process of water evaporation. I strongly recommend he do this.
My question to Mr. [redacted] is this: If what has happened to your concrete is due to my failure, how is it that you were experienceing the same issues from the previous sealer? Two different sealers, one, mine, much weaker than what you had previously, yet the same issue. Mr. [redacted] nees to address his drainage problem in order to fix this. He has even admited to me that several of his slabs have moved further apart since last year. Generally, concrete stops setteling after 12 years. This is not the case with Mr. [redacted]'s concrete. I wonder, did my sealer cause that too?
Regarding the "dangerous" condition he calims I have yet to remedy. I applied non-slip additive to the sealer before applying. I take safety seriously, for all parties involved.
In closing, I used a completely different sealer, and still the concrete failed. Where the concrete is good, the sealer is good. Where the concrete has crumbled, the sealer went with it.

My experience with Decorative Concrete Plus was totally positive. From the first contact, to home visit for the job estimate and then to finishing the job in a timely, professional manner, all went just as promised. We are very happy with the finished product and would certainly do business with this firm again as well as refer to friends and family.

Review: We were offered a service contract (work order number [redacted]) for applying color and sealant to garage concrete and basement concrete by Decorative Concrete Plus on 10/7/2015 for work totaling $3900. Initial payment of $2900 made on 10/12/2015. Second payment of $500 was made 10/23/2015 when work was scheduled to begin.

Mr. S[redacted], owner of DCP stated his schedule was empty and work would be done quickly. Because he was giving us a "deal" we would need to pay the majority of the cost ($2900) up front for supplies. He stated that a itemized receipt would be provided. We have not received documentation of the supplies, nor have supplies been delivered in the months since the contract was signed.

Our work was initially scheduled to begin Monday, 10/19/2015 "right after lunch".

10/19/2015 Mr. S[redacted] requested a "one day reprieve".

10/20/2015 Stated he had two outside jobs to finish and requested to start on 10/22/2015.

10/22/2015 Arrived at 9:40am and left at 10:13am after patching in the basement.

10/23/2015 Performed 3 hours of preparation work on the basement.

10/29/2015 Update requested. Stated that he had a "back issue" and would need to postpone for a week.

11/5/2015 Update requested. Stated that he had a chest cold and would not be able to work for two weeks. We again accepted the delay and wished him further recovery.

11/9/2015 Stated still sick.

11/18/2015 Notified us he would be starting "next week".

11/30/2015 No show. Update requested.

12/1/2015 Mr. S[redacted] agreed to stop by, stated truck issues. Arrived at 10:51am, stated materials ordered for basement a month ago had frozen, would need to thaw for 7 days. Offered to start the following Wednesday 12/9/2015. We requested that garage work begin sooner as materials were ostensibly fine. He agreed to complete work on garage on weekend.

12/3/2015 We requested the time he would be arriving the next day, no response.

12/4/2015 Mr. S[redacted] called, stated he would not do the work this weekend and would complete the entire job on Wednesday 12/9/2015. Notified Mr. S[redacted] we were beginning to feel like we were at the bottom of his list of priorities. He stated that our feelings were "emotional opinion not based in fact".

12/5/2015 Requested refund. He stated refund was not in contract but that if we pay for 4 hours of work and deduct $720 refund until he used supplies, then he would issue refund. Made a final attempt to settle without a refund requesting scheduled dates in writing. He requested that we proceed with refund.

12/6/2015 Submitted a refund request to Mr. S[redacted]. Stated he would send to attorney.

12/11/2015 Notified us that he had spoken with attorney and would call in evening. Gave a synopsis via SMS that attorney advised not to change contract, he must do the work. Informed Mr. S[redacted] that work needs to actually get done. Requested exact time frame and better accountability. At 6:48pm and 7:50pm requested update. At 8:53pm requested he call the next day as it was late and stated accountability issues.

12/12/2015 Received response from Mr. S[redacted]:

"I would like you to step back for a minute and put things in perspective. One: I checked all my texts and phone calls. I have always kept in contact, with you. Two. Any delays, (illness, holidays) have been approved by you. Three. Our original agreement was arranged to show off the floor to a potential client. For this, I would give you a 50% discount. That client will never see your floor because he signed prior. I am honoring this agreement regardless. Four: These floors are time consuming. Just the nature of the floor. I cannot get it done this week, garage possible, due to the holidays. My days are shortened considerably. Five: I have usual, normal, and customary business hours. Monday through Friday 7 am to 5pm, Saturday, 9-3, closed Sundays. I am open later in the summer, and shorter in the winter. If you can be a touch more understanding, I assure you, you will have a gorgeous garage and basement floor for pennies. Put the price you are paying into the perspective of this situation. All will be well.

FYI I have a funeral to attend Tuesday. A good friend of mine, a fellow contractor, killed himself last week."

Provided response to Mr. S[redacted]:

"Mike let's just look at the facts. Point one, if you say you're going to call then you need to call (if for some reason you can't call, a text explaining why and when you will call goes a long way). Point Two, we have been very understanding each time we have been rescheduled, but there are limits to our patience. Point Three, we understand that our basement is no longer needed and would be fine with a refund but your preference is to finish the work. Point Four, if that's so, why would you tell us that you'd complete both the garage and the basement all in one shot on Wednesday? From the very beginning you told us that your schedule was nearly empty and that everything would be done quickly. Final Point, when we put the price in perspective we see that we've payed the majority of the cost up front and have nothing left to bargain with. You have all the money, all the supplies, and a schedule that apparently can't fit us in any longer. We are continuing to do our best to be polite and accommodating. Going forward we'd like to focus on the plan for completion. Please help us by providing your professional estimate for the hours required to complete the garage and the hours to complete the basement. And what date and time this week will you be starting?"

Stated he would check his schedule. At 4:15pm stated "pretty confident regarding the garage, 16 hours, this week. I'll get with you Monday to get this done." Requested an estimate of hours required to complete basement, and time of arrival Monday, no response.

12/14/2015 At 10:48am and 1:46pm requested update. Informed us that he would contact in afternoon 12/15/2015.

12/15/2015 Update requested at 6:40pm, no response.

12/16/2015 Stated he has "two school meetings today, and school plays on Thursday and Friday. It will have to be Saturday or Monday". Reminded Mr. S[redacted] he had confirmed work on garage for this week. No response.Desired Settlement: We paid Mr. S[redacted] (DCP) a total of $3400 nearly two months ago, and the work he was contracted to perform has barely been started let alone completed. Each and every attempt to reschedule has resulted in a subsequent rescheduling ad nauseam. Mr. S[redacted] is unwilling to provide us with a refund and is apparently either unwilling or unable to perform the work he was paid for in advance. After seeking professional advice, we received counsel that we have likely been subjected to an elaborate scam and that it is unlikely we will receive our money back nor have the work completed. We pray that this is not the case and that Mr. S[redacted] will either refund our payment or complete the contracted work by the end of December.

We would prefer a refund of the amount payed to DCP ($3400) minus the $380 of labor performed. Therefore a refund of $3020.

If DCP continues to deny our refund requests, we need to have a 180 degree change in accountability by providing written documentation of the date and cost for supplies purchased (as was previously promised), written date and time for work to begin and complete, and zero additional attempts to reschedule. If DCP chooses this path, the work absolutely must be completed by Dec 31, 2015.

Review: In april of 2014, I contracted with Decorative Concrete Plus to remove an existing overlay on our driveway, repair areas of the concrete that needed it and then apply a new overlay. On January 23rd, we gave the operator from the company a check for $1900 to pay for supplies. He has yet to give us an itemized receipt for those supplies. On April27, we paid another $2100 because work on our driveway had begun. To date, the only work that has been completed is the removal of the existing overlay and some patch work. I have made numerous telephone calls and have met with the operator on seven different occasions, imploring him to finish the job. It's always the same line. He states that he will be out later in the day, but he never shows up. He used to answer his cell phone whenever I called. Now, all of the calls to him go to his voice mail, but he never calls me back. On May 19th, I received an email from the operator that once the existing overlay was removed that he would devote 100% of his time to our driveway. That certainly has not been the case. All of the overlay was removed by June 4th. From that date until today, the operator has been to our house four times to do some patch work. He still has not finished that part of the job. On two occasions he left to get more materials and never came back. I checked with Pa.'s Attorney General Office. There is no record of the company having an HIC. I guess that is why he has never complied with my request to see DCP's HIC number. I contacted Angie"s List. They told me that DCP cannot be found in their listings because the company has a D rating. [redacted] will not promote companies that have a poor rating. The Attorney General's office has informed me that if the issue with our driveway cannot be resolved, that the operator and DCP will most likely be charged with fraud. Consumer fraud is a third degree felony, but I can't seem to get the operator to understand that what he has done is a serious crime.Desired Settlement: I would like to have DCP finish the job and give me a notarized guarantee/warranty regarding the work done on our driveway. Due to the fact that there is no proof of supplies being purchased and that the company has attempted to defraud us, I would like to have a refund of $4,000. It's obvious that another contractor will need to be employed to clean up the mess that DCP has made of our driveway.

Review: I had my stamped concrete sealed on 5/31/14 with a warranty for 18-24months. His initial application of the sealer was very sporadic and unorganized, as he took about 4 days to do a job that should have taken 2 days at the most. After about 2 months, the concrete began to fade and show white spots. After repeated calls, Adam finally came out to inspect it and said that he can fix it under warranty. He said he would be out within a week or two. After 3 weeks I contacted him and asked where he had been. He stated he had us on his schedule to come out in a few days. He never showed up or called. It has now been another 3 weeks that have gone by and I have still not heard from him. His work and handling of this problem has been poor and incredibly unprofessional. I have text message documentation of my correspondence to him. I also have the contract with the warranty information. I would like to have the project finished, but unfortunately I have lost all trust in the quality of his work.Desired Settlement: If he is able to fix the sealer correctly, I would accept it. If not, a refund would be preferred.

Review: Alena U[redacted] and Mike S[redacted] as owners of Decorative Concrete Plus took a down payment from me in the amount of $1,800 on March 31,2016 with an agreed upon work start date of May 15, 2016 to redo a shower area in a bathroom in our home. As of today ( June 23,2016) the work has not started following multiple no- shows on The owners part. I have documentation to support this complaint. In addition, I have USPS confirmation for delivery of a letter I sent to this business received by someone at the business address on June 8, 2016. In this letter to these owners of Decorative Concrete Plus , I requested full refund of my $1,800 by June 15, 2016. I have heard nothing. Previous to my letter being sent, the owners have repeatedly not shown up on agreed upon dates and times. I have adjusted my schedule on multiple occasions only to find the owners do not show up. Again, I have documentation to support this.Desired Settlement: Full refund of my $1,800 in the form of either a certified check or money order sent by certified mail with signature required upon delivery. This should be sent to our home address.

Review: Decorative concrete plus stated that my job would be finished before my wife's arrival on the 31 of May. To date the only work done to my pool has been superficial word and the pool is not prepped properly.Desired Settlement: Either finish the job or give me my money back,

Review: The owner of Decorative Concrete Plus, Mike S[redacted], received a down payment from us in the amount of $1,800 on March 31, 2016, for an agreed upon work date of May 16, 2016, for work in a bathroom at our home residence. As of today, June 19, 2016, the work has not started, nor been completed. Mr. S[redacted] has failed to show up on agreed upon meeting dates with us and has not contacted us as to why he has not shown up. We have documentation to support our complaint. We adjusted our personal schedules to accommodate the many schedule changes he made and failed to show up on.

We mailed a letter to Mr. S[redacted]'s business address via USPS on June 6, 2016, and through verification by USPS, our letter was received by someone at the business address for Decorative Concrete Plus on June 8, 2016. We requested of Mike S[redacted] to reimburse us in full for our down payment of $1,800 by June 15, 2016. As of today, we have received nothing, not even a phone call or any other form of contact. Mr. S[redacted] has done a disappearing act.

Mr. Solana has admitted to us that he failed to meet his promises in even starting or completing the work at our house. He has had our money since March 31, 2016. his services are in question.

His contractor number is: [redacted]

His email is: [redacted] or [redacted]

He is listed under the [redacted]

Web address for his business: [redacted]Desired Settlement: We want full reimbursement of our $1,800 in the form of a certified check or money order sent certified mail with a signature required upon receipt, with notice of the date for receipt, so we can be here to sign. We no longer trust Mr. S[redacted]. He offered months of excuses to us with no results. We feel that should he write a check, it would not be valid or we will be given an excuse that he wrote a check and it would not show up.

Review: I signed a contract with DCPPGH on 3/28/2016 for concrete work and painting of my swimming pool. I was told by Mike the owner this is a two day process. I paid in full 2747.00 for his service. We agreed upon the color of the paint which would be blue walls and a white bottom of my pool. Per his agreement it stated that all supplies will be paid for the day of signing of the contract which I did. We started our texts on 3/30/16 where he stated we had rain coming and could not start the pool which was fine I understood. On Tuesday 4/5/2016 he stated my coating was in and he just needs two days of good weather to get it finished. No communication until 4/13 when I text and asked him if he had a day to finish my pool. He replied tomorrow. On 4/14/16 he texted me and said good grief he has a dental appointment and did not show. 4/15/2016 he text again and said he had a 10 am meeting and would be there right after, never showed. On 4/16/16 he text again and said his employee wrecked his truck and he would be there. He needed my address again and I gave it to him. He worked for a couple hours and text again that it was his sons birthday and he was leaving. He stated on 4/16/16 he =needed caulking and asked me to send him a copy of the contract and I did. On 4/20 he texted and said he had Diverticulitis and was unable to come again. He said the caulking was not included and I paid him another 425.00. I did not hear back from him until 4/25/16. No communication again until 5/2when I told him that I have not heard from him and asked what was his plan.no answer. I texted again on 5/3 and asaked the same question no answer. another text on 5/4 no answer. 5/5/ he texted and said he lost his phone. 5/7/ I texted weather is great are you coming, no answer. 5/11 asked if he hadf any plans of finishing the pool, no answer. 5/12 I text him another beautiful day, his excuse was he need 24 hours of dry weather.5/16 he said he will be here in a couple hours to knock this job off. 5/19 he texted and gave me his plan that he had a chamber meeting until 9truck repair appointment and he would be there at 11. rest of the day and my house and put down Poly and he is done and tomorrow he will be finished. 5/20 he text that he was on his way and would be done by lunchtime. 5/22 I told him I'm leaving for church and would be back at noon. he said he had another job and would be there. never showed. 5/23 I asked what is his plan for the day.he would be there at 2 and he had white to finish the steps. He also stated he was going to put another coat of blue on with shark grip for surety. Text him at 3:20 PM no answer no show. he texted me at 8:32 PM and said he had to order mwhite he doesn't have any. 5/24 checking to see if he was coming, he said he had to check with his supplier they open at 9. no return call no show. 5/25 I asked what the supplier said, no answer no show. 5/26 I text him to ask if the paint was coming no answer. 5/27 asked again no answer. 5/31 Pleaded for him to call me, no call. Later that day I told him I will finish the pool myself, stay away from my property.Desired Settlement: I have no trust in a company that does not do what they promise and has no integrity. I want my money back for a job that was not finished the way we agreed upon. I will be going to the Magristrate to file a formal complaint.

Review: Had pool deck re sealed by Decorative Concrete Plus (Michael S[redacted]) in June 2015. I paid for a 3 year warranty against fading/yellowing of concrete. Paid 1400$ for this warranty and reseal. Contacted Michael S[redacted] (Adam) in April 2016, discussed fading and yellowing occuring he asked for pictures which I sent in May....made several promises to come and fix the problem but when set up appointment he was a no show/excuse maker.... and has not responded to multiple attempts to contact him-the last communication he was to stop out and reseal the pool deck on June 8th 2016 and did not show and has not contacted me after 3 attempts on my part to find out when he is coming.Desired Settlement: Fix the dead sealer and reseal

Review: Our project is only 70% complete and the portion that is completed is done poorly. We agreed on leveling, resurfacing, and fascia resurfacing in the contract and the portion that needed to be leveled is worse than it was previously, the resurfacing is done poorly (there is 2 different colors and ridges everywhere) and the fascia was not completed. The first portion of the project was completed the week of 5/7 even though he promised he would be back 5/28. He is now not responding to my messages.Desired Settlement: He can either refund us some of the money that we paid him (less materials) or come back and finish the job satisfactorily.
