Review: I was referred by Doctor [redacted]- a business within 100 ft of the facility I went to. I was promised by both Doctor [redacted] and Delaware Open MRI beforehand multiple times. I was now sent a bill for 383.08 out of my pocket. As they have charged over 200 dollars more than the average price for an MRI of the knee(what I had done) in the area although they are using machines in excess of 7 years old. I called the billing spoke to Anthony N. Told me he would send this to collections-- the bill isnt even due yet and hes threatening to report to credit before the bill is due. Refused to work with me and was could hear the ignorance and arrogance through mixed in with some puffy cheeks.

They are in collusion([redacted] CLINIC AND DELAWARE OPEN MRI) and they have told me multiple times I would not be charged. They have to get approval for my insurance beforehand and with this being a standard procedure should have every expectation of my cost beforehand.

Doing Research-Average MRI costs 454 dollars -- I was waited no 1 person whose average labor cost for the 30 minutes I was there is <15 dollars. I understand businesses run for profit-but 1300 dollars for 30 minutes of my time is exceptionally ridiculous. I was mislead from every moment and want this alleviated.Desired Settlement: alleviation of payment

As stated in the complaint, the patient was referred from [redacted] for an MRI of his knee. Delaware Open MRI and [redacted] Clinic are in no way affiliated with one another except for the fact they are located in the same building complex. Prior to a procedure and as a courtesy to our patients, Delaware Open MRI verifies with the patient's insurance company that their insurance is active, whether they are eligible for services, and whether or not the patient requires pre-authorization. Delaware Open MRI did all of this for Mr. [redacted] and he agreed to services being rendered. Mr. [redacted] also signed our disclosure which stipulates that 'Copayments, Coinsurance, and Deductible amounts are based on estimates given by your insurance company. Amounts could vary, additional monies may be owed'. At the time of service, no monies were due and no authorization was required based on information provided to Delaware Open MRI by Mr. [redacted]'s insurance company. The patient's insurance company then received and processed the claim which resulted in $383.08 being applied toward the patient's deductible. Again, the patient signed indicating that he read and understood that a financial responsibility was a possibility. Mr. [redacted] did contact Delaware Open MRI's billing company and did speak with [redacted] M. Mr [redacted] wanted to dispute that he was financially responsible for the deductible. [redacted] M. explained that the patient's insurance processed the claim and that the amount due was being applied toward his deductible and that he is financially responsible. Mr. [redacted] continue to dispute his responsibility. To answer other issues in the complaint.Delaware Open MRI unit is 7 years old but the software is what controls image quality and is current. The MRI unit also has also recently passed American College of Radiology (ACR)strict accreditation testing guidelines. Delaware Open MRI has a set charge amount per procedure because contracts/fee schedules with insurance companies vary and a standardized charge is mandated. As Mr. [redacted] indicates, if the average cost is $454 and Delaware Open MRI is only applying $383.08 toward Mr. [redacted]'s deductible we are actually charging him less that what the average cost is. Delaware Open MRI is required by contract to accept what the insurance company deems is reimbursable therefore again, Mr. [redacted] is responsible for his deductible as stipulated by his insurance company and his plan with that insurance company. The purpose of this response is to inform the BetterBusiness Bureau that after conducting a review of this matter, we haveconcluded that all services were properly rendered and correctly billed.Delaware MRI + CT takes very seriously any disputes or complaints relating to apatient’s treatment, financial responsibility or billing issues. As such, uponreceipt of your correspondence of December 22, 2014 this matter was referred toour corporate compliance department for additional review. While we wouldwelcome the opportunity to address and resolve this matter, due to constraints imposedby applicable privacy laws, we are unable to provide a complete, factuallyspecific response to the Revdex.com at this time. HIPAA PrivacyRule As you are aware, the Health Insurance Portability and Accountability Actof 1996 (“HIPAA”) contains certain implementing rules and regulations (“HIPAAPrivacy Rule”), which require that we obtained an individual’s writtenauthorization before using or disclosing his/her protected health information(“PHI”) for any purpose not permitted or required by HIPAA or other applicablelaws. However, we feel compelled toprovide general responses to certain allegations contained in Mr. [redacted]’scomplaints. First, all MRI studies performed at our centers are read andreviewed by one of our board-certified radiologists and a report of thefindings is sent to the patient’s referring physician. In addition, all of ourtechnologists are certified through the American Registry of Radiologic Technologists.Next, all of our imaging facilities are accredited by the American College ofRadiology (ACR), which requires, inter alia, all of our equipment to pass thehighest safety and quality control tests. For some reason, Mr. [redacted]apparently ascribes some significance to the fact that the subject MRI unit isseven (7) years old – stating in his response that “your machine is old.” Inour initial response, we advised that the subject unit recently passed itsrequired ACR accreditation testing – assuming that would alleviate any concernsregarding the quality of the MRI unit. Unfortunately, Mr. [redacted] replied thecenter’s ACR accreditation is a “meaningless statement” because he “wouldimagine every MRI machine must be certified.” Despite Mr. [redacted]’simagination, accreditation is voluntary – and only mandated if outpatient MRIcenters bill for MRI services under Part B of Medicare. Finally, the patientmakes several defamatory statements, including allegations of “collusion”,fraudulent billing practices, and payment of referral fees. All of thesestatements are entirely false, and Delaware MRI + CT will take all necessaryactions to protect its rights against this patient’s libelous conduct. [redacted] thank you for writing.
